Bill Richardson into the fray, a lot could still happen before Monday\u2019s leadership vote.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Former Rep. Hector Balderas, D-Wagon Mound, resigned on Thursday. As the state auditor-elect, Balderas didn\u2019t seek re-election to his House seat, and his term was set to expire at the end of the month.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As I\u2019m sure you recall, Balderas jumped into the auditor race so late that there was no one on the ballot for the House seat in November, so it will be filled by a <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> appointee.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RX-w-VgzggI\/AAAAAAAAAFM\/kblcPftysTE\/s1600-h\/Lujan,+Ben.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RX-w-VgzggI\/AAAAAAAAAFM\/kblcPftysTE\/s200\/Lujan,+Ben.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5007915895632396802\" border=\"0\" \/><\/a>Balderas\u2019 resignation gives <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> time to appoint a replacement who can cast a vote when House Democrats meet Monday afternoon to elect leaders. The governor can only consider the names of those nominated by county commissions within House District 68.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The speaker race is apparently so close that the vote of the District 68 representative has become critical to whether Ben Lujan of <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city> keeps the position or Ken Martinez of Grants takes over. Sources tell me <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> is pushing for a Lujan victory.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">House District 68 encompasses five counties in <st1:place st=\"on\">Northern New Mexico<\/st1:place>. On Monday \u2013 just four days after Balderas\u2019 resignation \u2013 the Guadalupe County Commission voted to send the name of Thomas Garcia, deputy district director for U.S. Rep. Tom Udall, to the governor for consideration. On Tuesday, the San Miguel County Commission did the same.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Colfax, Mora and <st1:city st=\"on\"><st1:place st=\"on\">Taos<\/st1:place><\/st1:city> county commissions are expected to send names to the governor by Thursday. <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> will likely appoint the new representative before Monday\u2019s caucus meeting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Sources tell me Garcia, a longtime friend and supporter of Lujan, is almost certain to get the appointment.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In a state where government moves slowly, the fact that five county commissions will act within a four-day period on such short notice is evidence of how close the speaker race is. Let\u2019s hope the commissions properly noticed their meetings.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s office didn\u2019t have any immediate comment Tuesday afternoon, and Lujan didn\u2019t return a call. Balderas said there\u2019s a good reason he resigned on Thursday that has nothing to do with the speaker battle.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He said outgoing Auditor Domingo Martinez offered him an immediate job so he could access personnel files and begin the transition. But Domingo Martinez thought it would be awkward to have a legislator going through personnel files in the auditor\u2019s office, so he wanted Balderas to resign his seat first. Balderas waited until committee meetings finished, then did that.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cNow I have access to the office,\u201d Balderas said. \u201cThis probably would have happened regardless of the speaker\u2019s race.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As to whether there is a plan to replace him with a Lujan supporter, Balderas said he has \u201cnot been a part of any discussions of that type of strategy.\u201d He also said he could not have predicted the impact his resignation might have on the speaker battle.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Several sources on both sides confirmed that Lujan and Ken Martinez are separated by two or three votes at most, with several legislators on the fence. Many veteran lawmakers are apparently supporting <st1:city st=\"on\">Martinez<\/st1:City>, but some freshman House Democrats, including Jeff Steinborn and Nate Cote of <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:City>, remain undecided, or at least noncommittal.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\">Cote<\/st1:place> told me he is leaning toward supporting Lujan.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Another swing vote could be that of Peter Wirth of <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city>. He is generally known as a more independent Democrat, but he has to work closely with Lujan on local issues, so he\u2019ll be pressured to support his bid for speaker.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The vote will be by secret ballot. In past years, House Democrats wrote the names of those they supported on ballots, but this year, the ballots will be pre-printed and require a checkmark or circle, so representatives won\u2019t have to fear that they\u2019ll be identified by their handwriting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> said he\u2019s confident he will be elected speaker.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s my sense that we\u2019re winning. We have both the numbers and momentum,\u201d he said Tuesday night. \u201cI\u2019m in it to win it.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lujan has made similar public proclamations \u2013 and even said he has a comfortable lead \u2013 but the lengths he and others are going to in an attempt to secure the vote of the vacant House seat don\u2019t inspire such confidence in his existing support.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Martinez, who spoke publicly for the first time about his decision to seek the speaker position, said every two years, a group of supporters have asked him to consider running for speaker, and every time he\u2019s deferred to Lujan.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Until now.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt just seemed that this year the support and circumstances made this the time to do it,\u201d he said, without elaborating. \u201cI\u2019m in it to win it.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In response to the House District 68 situation, <st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> said he hopes the governor isn\u2019t getting involved.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIf the governor\u2019s getting involved in a legislative leadership race, it\u2019s a bad idea for both the executive and the legislative branches,\u201d he said. \u201cWhen you start blurring the lines between the branches of government, you start losing your checks and balances.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> doesn\u2019t have to make an appointment before Monday\u2019s caucus meeting. Several sources told me they were under the impression that <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> would wait until new county commissioners took office in January and then begin the process of filling the seat.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That apparently changed. If he does appoint Garcia before the caucus meeting, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> will be endorsing Lujan.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That would be a gamble for a governor who wants to be president. Lujan has worked closely with <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> for the past four years, so the governor might want him to continue in the leadership position. He might not want the position to go to <st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city>, who led the charge several years ago to override the governor\u2019s veto of money appropriated for Legislative Council Services \u2013 money the governor vetoed because he was upset that the Senate defied him.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But Lujan has been linked, albeit tenuously at this point, to the massive state housing authority scandal. The <a href=\"http:\/\/www.abqjournal.com\/news\/state\/514019nm11-20-06.htm\" target=\"_blank\">Albuquerque Journal<\/a> reported recently that Lujan\u2019s secretary had been living rent-free in a home provided by a lobbyist who is a close friend of Lujan \u2013 a lobbyist who was also, at the time, running the housing authority that owned the home.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Journal is working on another article exploring ties between Lujan and that lobbyist, former legislator Vincent \u201cSmiley\u201d Gallegos. The newspaper plans to publish the article before Monday\u2019s caucus meeting, I\u2019m told.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Does the governor want to risk siding with Lujan when it could come back to bite him? Some <st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> supporters told me they think the governor should consider what would happen if scandal erupts around Lujan in a few days, weeks or months. Talk of the scandal would have begun long before <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> helped Lujan keep the speaker position.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">If the governor does fill the vacant House seat this week, there will be 42 Democrats casting votes on Monday, so it will take 22 to elect a speaker.
