Bill Richardson attended this weekend\u2019s meeting of the Senate Democratic caucus in Socorro, and attempted to make nice by asking for members\u2019 input on his proposals. When he got to Sen. Mary Kay Papen of <st1:place st=\"on\"><st1:city st=\"on\">Las Cruces<\/st1:City><\/st1:place>, she brought up the minimum wage increase proposal.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It\u2019s one of many that has led to wrangling between the governor and Senate.<\/p>\n<p class=\"MsoNormal\"><span style=\"\"> <\/span><\/p>\n<p class=\"MsoNormal\">Most of <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:PlaceName>  <st1:placename st=\"on\">Ana<\/st1:PlaceName> <st1:placename st=\"on\">County<\/st1:PlaceName><\/st1:place>\u2019s legislators, particularly those who represent the south county, are concerned about raising the minimum wage without some protections for border businesses. In a community like Anthony, which is in <st1:state st=\"on\">New Mexico<\/st1:State> and <st1:state st=\"on\">Texas<\/st1:State>, for example, a $7.50-per-hour minimum in <st1:state st=\"on\">New Mexico<\/st1:State> would likely chase some businesses across the street or down the road to <st1:state st=\"on\"><st1:place st=\"on\">Texas<\/st1:place><\/st1:State>, where they could pay $5.15.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Papen said she shared her concern with the governor that this part of the state was left out of crafting the bill this year. Papen said the governor pledged to work with area legislators to find a solution.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cHe said, \u2018Let\u2019s work it out,\u2019\u201d Papen told me.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI support a minimum wage increase,\u201d Papen said. \u201cIt\u2019s how we craft a minimum wage bill that lets us be able to compete internationally and to be able to compete with <st1:state st=\"on\"><st1:place st=\"on\">Texas<\/st1:place><\/st1:State>.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Earlier this year, the legislature failed to act on a proposed minimum wage increase to $7.50 per hour because the House and Senate could not agree on terms. The biggest disputes were over how quickly to phase in an increase and who should be exempted.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Papen was one who, early on, proposed amendments to the Senate bill. She wanted to slow the rate of increase and include an exemption that would allow employers to pay the federal minimum wage \u2013 which is currently $5.15 per hour \u2013 to new employees for their first 12 months on the job.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Papen said opinion was originally sought from <st1:place st=\"on\">Southern New Mexico<\/st1:place> but, when it came time to draft the bill, this part of the state was left out of the process.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI support a minimum wage increase, but if it can\u2019t accommodate our part of the state and we\u2019re not even in the equation, I don\u2019t feel comfortable supporting it,\u201d Papen said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">State Rep. Mary Helen Garcia of <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:City> agreed.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI would hope so,\u201d she said when asked if there is a greater chance of approving a minimum wage increase this year. \u201cI do think we have to increase the minimum wage, and it has to be in increments.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">She suggested exemptions for businesses near the border as a possible compromise.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia said she will examine carefully any proposal that is made. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>A state minimum wage increase might have a better chance at legislative approval in 2007 than it did in this year\u2019s session.
