Before you mentally check out because of my use of the clich\u00e9 \u201cthe system,\u201d hear me out. I\u2019m talking about any structure we put in place to organize and improve our lives, and that includes government, churches, the medical system and, in this instance, the law enforcement system.<\/p>\n<p>So let me start again: You can\u2019t rely on the system.<\/p>\n<p>No one knows this better than a victim of domestic violence, and a month ago I had an opportunity to hear from a woman who understands this reality better than most.<\/p>\n<p><a href=\"http:\/\/www.mildredmuhammad.com\/\">Mildred Muhammad<\/a>, the ex-wife of D.C.-area sniper <a href=\"http:\/\/en.wikipedia.org\/wiki\/John_Allen_Muhammad\">John Allen Muhammad<\/a>, was in Las Cruces to promote <a href=\"http:\/\/www.amazon.com\/Scared-Silent-Mildred-Muhammad\/dp\/1593092415\/ref=sr_1_1?ie=UTF8&amp;s=books&amp;qid=1257980492&amp;sr=8-1\">her new book<\/a> and share the story of her ex-husband\u2019s high-profile sniper killings from a perspective I\u2019d not heard before. Weeks later, as her ex-husband <a href=\"http:\/\/news.yahoo.com\/s\/ap\/20091111\/ap_on_re_us\/us_sniper_execution;_ylt=AurTHFsaOxvcAqJMNQFFsIqs0NUE;_ylu=X3oDMTFlNGN2NWtkBHBvcwM2NwRzZWMDYWNjb3JkaW9uX3Vfc19uZXdzBHNsawNzaWxlbnRkY3NuaXA-\">was executed<\/a> on Tuesday for his crimes, I still find myself pondering what can be taken from her experience.<\/p>\n<p>Mildred Muhammad was a victim of domestic violence. Prosecutors alleged during her husband\u2019s trial that he shot a number of innocent men, women and children so that, when he killed her, her death would appear to be random.<\/p>\n<div id=\"attachment_9285\"  class=\"wp-caption module image alignright\" style=\"max-width: 175px;\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2009\/11\/BlogPic2.jpg\" alt=\"Heath Haussamen\" title=\"BlogPic2\" width=\"175\" height=\"236\" class=\"size-full wp-image-9285\" \/><p class=\"wp-caption-text\">Heath Haussamen<\/p><\/div>\n<p>As I listened to Mildred Muhammad, one thing struck me: She spoke little about anything the system can do to help victims of domestic violence, or about how the system can be improved. Even when directly asked questions that begged for answers related to the system, she instead talked about what people can do to help each other.<\/p>\n<p>I can understand why. The system completely failed her, her children, the people who were killed and society in the case of John Allen Muhammad.<\/p>\n<p>Her then-husband, Mildred Muhammad said, came back from Saudi Arabia after the Gulf War a different person. He practiced \u201cpsychological warfare\u201d on her, as he was trained by the military to do. (John Allen Muhammad\u2019s attorney disputes this.)The system didn\u2019t help Mildred Muhammad as John Allen Muhammad threatened to kill her, took their children and emptied their bank accounts.<\/p>\n<p>\u201cI know he\u2019s going to kill me, but I still can\u2019t get anybody to listen to me because I don\u2019t have any visible scars and they think I\u2019m just being a drama queen,\u201d Mildred Muhammad said in Las Cruces.<\/p>\n<p>It was only when John Allen Muhammad started killing other people that the system kicked in, law enforcement got to the bottom a crime spree, and Mildred Muhammad\u2019s life was saved.<\/p>\n<h3>Systems fail<\/h3>\n<p>It should not have taken murder for the system to step in and stop John Allen Muhammad\u2019s reign of terror. But it did. And, across the nation, it does. I used to be a police reporter, and I can\u2019t tell you how many times I\u2019ve run into situations in which the law wasn\u2019t strong enough to protect women who were being abused.<\/p>\n<p>If the cops are called, laws are often so weak that men will be home to beat women again within hours of being arrested for beating them the first time. Restraining orders still allow for borderline stalking (actual stalking is illegal), as long as it happens from a distance.<\/p>\n<p>On top of that, restraining orders can be violated. Put simply, the law enforcement system can\u2019t fully protect victims of domestic violence.<\/p>\n<p>Systems fail. All one has to do is look at the Catholic Church\u2019s <a href=\"http:\/\/en.wikipedia.org\/wiki\/Catholic_sex_abuse_cases\">sex abuse scandal<\/a> or problems with America\u2019s medical system (click <a href=\"http:\/\/www.huffingtonpost.com\/2009\/10\/21\/insurance-companies-rape-_n_328708.html\">here<\/a> and <a href=\"http:\/\/www.theatlantic.com\/doc\/200909\/health-care\">here<\/a>) to know that our government isn\u2019t the only system with problems.<\/p>\n<p>I\u2019m also reminded of the imperfections in the systems we create by last week\u2019s killings at Fort Hood in Texas. Signs that the killer had embraced a radical form of Islam <a href=\"http:\/\/news.yahoo.com\/s\/ap\/20091110\/ap_on_go_ca_st_pe\/us_fort_hood_shooting_251\">were missed<\/a>, and 13 people are dead.<\/p>\n<h3>We need to live in community<\/h3>\n<p>So what can be done? I\u2019m not one to give up on systems. They\u2019re a necessary and important part of our lives. For example, our health-care system is broken, and I\u2019m glad there\u2019s a debate about how to fix it. We all should be more involved in working to improve the systems that impact our daily lives. This is a Democracy, after all, and when the system failed Mildred Muhammad, it was really the collective \u201cwe\u201d \u2013 including you and me \u2013 who failed her.<\/p>\n<p>But we can\u2019t rely too much on such systems. We need to shift our values to place importance on being an active part of a community. We should seek to build relationships with people who are willing to help us in our times of need \u2013 and be willing to help other people when they have needs.<\/p>\n<p>Living in community is empowering. When you\u2019re in community, you\u2019re less likely to find yourself isolated in an abusive situation. You have the means to become more self-reliant. Society is better for that. (What I\u2019m talking about is in many ways like the political economy term <a href=\"http:\/\/en.wikipedia.org\/wiki\/Mutual_aid_(politics)\">\u201cmutual aid,\u201d<\/a> but it goes beyond that and also includes a more human element.)<\/p>\n<p>What does that tangibly look like when we\u2019re talking about domestic violence? Asked during her visit to Las Cruces what can be done to combat domestic violence, Mildred Muhammad had several suggestions:<\/p>\n<p>\u2022 Clean out a room in your home and offer shelter to a victim.
