Those employees were\u00a0charged in an\u00a0alleged\u00a0binational scam to cash fraudulently obtained federal tax refund checks using names, Social Security numbers and dates of birth taken from the county&#8217;s voter file.<\/p>\n<p>Among the changes Ellins announced today in a news release:<\/p>\n<ul>\n<li>Employees may only work outside of regular office hours if a member of the leadership team in the Clerk&#8217;s Office is present to monitor their activities.<\/li>\n<li>Paper records containing sensitive information will be under lock and key at all times they are not needed for specific and pre-approved work-related reasons. Only selected members of the leadership team will have access to the keys.<\/li>\n<\/ul>\n<p>In addition, Ellins said the state vendor responsible for the Voter Registration Electronic Management System has provided an option to mask Social Security numbers from screens showing search results.<!--more--><\/p>\n<p>\u201cWe believe the steps we\u2019ve taken establish Do\u00f1a Ana County as a leader in the state in terms of providing the most protection possible for keeping identities safe going forward,\u201d Ellins said.<\/p>\n<p>\u201cWe will continue to work with the prosecutors to ensure that the former employees who betrayed the public trust are held accountable,&#8221; he said. &#8220;The new steps are a giant step toward ensuring that nothing like this ever occurs in this office again.\u201d<\/p>\n<p>Ellins said he also is implementing an annual training program related to ethics, safe practices and keeping the public trust.<\/p>\n<p>\u201cWe have modeled our training going forward on both the hospital and banking industries,\u201d Ellins said. \u201cEach employee will undergo the training &#8212; and each year, each employee will sign an acknowledgment of the laws and ethical principles that apply to this office as a condition of employment.\u201d<\/p>\n<p>Ellins said he is working with the Do\u00f1a Ana County Information Technology Department to upgrade video surveillance and workplace-monitoring systems, and a new camera will be positioned to monitor access to the voter-registration documents that are kept on file.<\/p>\n<p>Ellins said he is hopeful other clerks\u2019 offices across the state will adopt similar models.<\/p>\n<p>He thanked the members of the task force who helped come up with the recommendations to improve security &#8212;\u00a0Russell Allen, Paul Deason, Gwendolyn Hanson, John Hummer and John Mu\u00f1oz.<\/p>\n<p>&#8220;They have produced <a href=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2015\/09\/External-Review-Committee-Report-Final.pdf\" target=\"_blank\">a detailed report<\/a> that we will reference frequently as we move forward,&#8221; Ellins\u00a0said. &#8220;We\u2019ll also share the document with other New Mexico county clerks and the Secretary of State\u2019s Office to continue the conversation about vulnerabilities that still need to be evaluated at a broader level than just our office.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The changes come at the recommendation of a bipartisan panel Clerk Lynn Ellins created after several employees of the office were arrested in June.<\/p>\n","protected":false},"author":1,"featured_media":59329,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11],"tags":[142,115],"class_list":["post-86302","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news-and-analysis","tag-crime","tag-dona-ana-county"],"_links":{"self":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/86302","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/comments?post=86302"}],"version-history":[{"count":0,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/86302\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media\/59329"}],"wp:attachment":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media?parent=86302"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/categories?post=86302"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/tags?post=86302"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
