Again.<\/p>\n<p>We had the usual discussion about ideas for improvement. The loudest pitch was for spending tens of millions of dollars a year from the state\u2019s $14 billion permanent fund on early-childhood programs.<\/p>\n<p>\u201cThe solution is right in front of us,\u201d State Rep. Javier Mart\u00ednez wrote <a href=\"https:\/\/www.facebook.com\/haussamen\/posts\/10100859367363201\" target=\"_blank\">on Facebook<\/a>. He called the permanent-fund proposal \u201cthe type of transformational policy that can make impactful change.\u201d<\/p>\n<p>I don\u2019t get enthusiastic about such ideas. We\u2019ve been here before.<\/p>\n<p>New Mexico has been one of the worst states for children for so long that many of us leave to raise our kids elsewhere. And too many little ones \u2013 like <a href=\"http:\/\/www.lcsun-news.com\/las_cruces-news\/ci_27524721\/roses-mark-13th-birthday-baby-brianna\" target=\"_blank\">Brianna Lopez<\/a> and <a href=\"http:\/\/www.abqjournal.com\/433043\/news\/nm-news\/santa-fe-man-gets-21-years-in-child-abuse-death-of-3-year-old.html\" target=\"_blank\">Leland Valdez<\/a> \u2013 don\u2019t even get to grow up because we kill them.<!--more--><\/p>\n<p>As a native New Mexican who is raising my daughter here, I think the permanent-fund proposal is worth considering. A child\u2019s early years are formative. Societal investment at that stage is critical.<\/p>\n<p>But the idea that any policy change is \u201cthe solution\u201d is simpleminded.<\/p>\n<p>I believe Mart\u00ednez, who is <a href=\"http:\/\/nmindepth.com\/2015\/03\/19\/home-visiting-reduces-potential-for-child-abuse-experts-say\/\" target=\"_blank\">raising two children in our state<\/a>, and others pitching ideas are trying to help. But real change requires acting with more depth and nuance.<\/p>\n<p>New Mexico hasn\u2019t ranked better than 46th in child wellbeing <a href=\"http:\/\/www.santafenewmexican.com\/news\/education\/report-new-mexico-still-th-in-child-well-being\/article_d9ebcca1-e993-58ed-b1aa-163554a273ba.html\" target=\"_blank\">in the last decade<\/a>. We\u2019ve <a href=\"http:\/\/www.nmpolitics.net\/index\/2015\/07\/nm-is-49th-in-child-well-being-again-what-will-it-take-to-make-change\/\" target=\"_blank\">never ranked above 40th<\/a> in the 25 years the Annie E. Casey Foundation has scored states.<\/p>\n<h3>A list of changes<\/h3>\n<p>Here are some changes we\u2019ve made in recent decades that were called potentially transformative for our citizens:<\/p>\n<ul>\n<li>Implementing voluntary <a href=\"https:\/\/www.newmexicoprek.org\/\" target=\"_blank\">pre-kindergarten<\/a><\/li>\n<li><a href=\"http:\/\/www.demingheadlight.com\/ci_11411054\" target=\"_blank\">Increasing teacher pay<\/a><\/li>\n<li>Cutting taxes for <a href=\"http:\/\/www.ft.com\/cms\/s\/0\/f29ebe5a-a6b6-11e2-885b-00144feabdc0.html#axzz3h78wlvKH\" target=\"_blank\">corporations<\/a> and <a href=\"http:\/\/www.weeklystandard.com\/Content\/Public\/Articles\/000\/000\/013\/333khsla.asp\" target=\"_blank\">the highest earners<\/a><\/li>\n<li>Eliminating the gross receipts tax <a href=\"http:\/\/www.thinknewmexico.org\/foodtax.html\" target=\"_blank\">on groceries<\/a><\/li>\n<li>Building <a href=\"http:\/\/spaceportamerica.com\/\" target=\"_blank\">a spaceport<\/a><\/li>\n<li>Offering incentives to attract <a href=\"http:\/\/www.nmfilm.com\/Incentives.aspx\" target=\"_blank\">the film industry<\/a><\/li>\n<li>Building an industrial hub <a href=\"http:\/\/nmbia.org\/bi-national-community\/\" target=\"_blank\">in Santa Teresa<\/a><\/li>\n<li>Raising <a href=\"https:\/\/www.nmrestaurants.org\/minimum-wage-in-new-mexico\/\" target=\"_blank\">the minimum wage<\/a> in three cities and two counties<\/li>\n<li><a href=\"http:\/\/nmindepth.com\/2013\/01\/09\/martinez-agrees-to-expand-medicaid\/\" target=\"_blank\">Expanding Medicaid<\/a><\/li>\n<li><a href=\"http:\/\/www.nmgcb.org\/history.aspx\" target=\"_blank\">Allowing Indian gaming<\/a> to help tribes generate income<\/li>\n<li>Funding college scholarships for <a href=\"http:\/\/www.nmlottery.com\/about\/scholarships\/\" target=\"_blank\">more than 97,000 students<\/a> through lottery ticket sales<\/li>\n<li><a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/09\/the-truth-about-the-baby-brianna-bill\/\" target=\"_blank\">Toughening penalties<\/a> for child killers<\/li>\n<\/ul>\n<p>As the rankings demonstrate, all of that hard work hasn\u2019t dramatically improved life for New Mexicans.<\/p>\n<h3>No silver bullet<\/h3>\n<p>While we debate individual proposals as possible silver bullets, we avoid the reality that there is no such thing \u2013 and we ignore the deeper discussion about overcoming our poverty mentality.<\/p>\n<p>I don\u2019t have the answers. But I believe we must start by working together, across ideologies, to think collectively and build community.<\/p>\n<p>That takes listening, relationship-building, and compromise. The bullying we\u2019ve seen from our last two governors is counterproductive. And lawmakers must stop digging in their heels in response to such aggression.<\/p>\n<p>We need to work to reconcile varying ideologies and interests. Government must play a role in change. So must businesses and organizations like churches and nonprofits. We need Democrats, Republicans and everyone else working together.<\/p>\n<p>Our leaders \u2013 in government, business, media, and elsewhere \u2013 must create conditions for us all to work comprehensively and holistically to address problems.<\/p>\n<h3>The thunderbolt of progress<\/h3>\n<p>We\u2019re currently saying \u201cThank goodness for Mississippi\u201d \u2013 the only state worse in child well-being \u2013 like that\u2019s New Mexico\u2019s motto. I don\u2019t accept that reality.<\/p>\n<p>Neither did our state\u2019s founders. The Latin words \u201cCrescit eundo\u201d \u2013 \u201cIt grows as it goes\u201d in English \u2013 appear on our state seal. They reference <a href=\"https:\/\/en.wikipedia.org\/wiki\/De_rerum_natura\" target=\"_blank\">a First Century B.C. poem<\/a> describing a thunderbolt increasing in strength as it crosses the sky.<\/p>\n<p>The thunderbolt represented progress to our leaders. That was their vision for New Mexico. It\u2019s a vision our children need us to embrace today.
