Across the Rio Grande, in the background, is Cuidad Ju\u00e1rez, Mexico.<\/p><\/div>\n<p>With President Trump deploying 7,000 troops this month to help the U.S. Border Patrol confront a migrant caravan from Central America, one important question stands out: How well are government forces trained to deal with a large group of civilians?<\/p>\n<p>The migrants are unarmed, though several of them <a href=\"http:\/\/www.latimes.com\/world\/mexico-americas\/la-fg-mexico-migrant-caravan-20181029-story.html\" target=\"_blank\" rel=\"noopener\">reportedly threw rocks<\/a> at Mexican officers as they crossed that country\u2019s border a few weeks ago. They want to throw rocks at our military, our military fights back,\u201d Trump said. He later <a href=\"https:\/\/www.cnn.com\/2018\/11\/02\/politics\/donald-trump-rock-throwing-migrants\/index.html\" target=\"_blank\" rel=\"noopener\">backtracked<\/a> on his comments, saying that migrants would be arrested instead.<\/p>\n<p>An estimated 4,000 migrants are traveling hundreds of miles to the border. As of Tuesday morning, the group was gathered inside a stadium in Mexico City.<\/p>\n<p>Reveal asked Customs and Border Protection about the kind of training officers would complete in anticipation of the migrants\u2019 arrival. They provided a statement saying officers will be \u201cparticipating in operational readiness exercises.\u201d The agency didn\u2019t respond to a reporter\u2019s follow up questions.<\/p>\n<p>Reveal posed the same questions to the Department of Defense. General Terrence John O\u2019Shaughnessy, the commander leading the border operation, told reporters last week that troops would receive use-of-force training.<\/p>\n<p>\u201cWe are, in fact, as an example, setting up training programs that\u2019ll be all the way from a large scale mass training that will then go down to unit training,\u201d he said.<\/p>\n<p>Pentagon spokesman Jamie Davis told Reveal that training will depend on each troop\u2019s assignment. He said he didn\u2019t immediately have details about what the training would entail.<\/p>\n<p>\u201cI don\u2019t have that in front of me,\u201d he said.<!--more--><\/p>\n<p>In general, soldiers are instructed to use force to defend themselves from \u201cimminent threat of physical injury or death,\u201d as well as to overcome resistance during an arrest, prevent destruction of military property, or to control or restrain animals, according to a <a href=\"https:\/\/fas.org\/irp\/doddir\/dod\/d5210_56.pdf\" target=\"_blank\" rel=\"noopener\">Department of Defense directive<\/a> obtained by the Federation of American Scientists. They are also trained in \u201cscaled use of force,\u201d which includes a variety of non lethal tactics such as voice commands, pepper spray and batons.<\/p>\n<p>Besides the thousands of troops, the military will be providing helicopters \u201cto support the movement of CBP tactical personnel,\u201d as well as medical teams, temporary housing, light towers, and fencing materials like barbed wire, according to the Department of Defense.<\/p>\n<p>Then there are the so-called militia groups <a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/us-militia-groups-head-to-border-stirred-by-trumps-call-to-arms\/2018\/11\/03\/ff96826c-decf-11e8-b3f0-62607289efee_story.html?utm_term=.b4d6516242ad\" target=\"_blank\" rel=\"noopener\">who say they are headed to the border<\/a> to confront the caravan.<\/p>\n<p>Although some of them may be veterans, most of these armed civilians won\u2019t have the same formal use-of-force training that the military provides. The militias are governed by another set of rules: <a href=\"https:\/\/www.motherjones.com\/politics\/2016\/10\/paramilitary-militia-laws-training\/\" target=\"_blank\" rel=\"noopener\">Forty-one states have laws restricting private military activity<\/a>, including Arizona, Texas and California.<\/p>\n<p>Meanwhile, the <a href=\"https:\/\/www.washingtonpost.com\/world\/the_americas\/migrant-caravan-sets-sight-on-getting-to-mexico-city\/2018\/11\/04\/d01408fe-e08f-11e8-ba30-a7ded04d8fac_story.html?utm_term=.b0ff7b100465\" target=\"_blank\" rel=\"noopener\">migrants<\/a> have about 600 miles between them and the U.S.-Mexico border. It\u2019s unclear how many will actually make it to the U.S. border.<\/p>\n<p>The last caravan that formed in Central America totaled about 1,500 migrants.
