Federal funds were allocated to states proportionally, based on each one\u2019s voting-age population.<\/p>\n<p>As California Secretary of State Alex Padilla wrote in an <a href=\"http:\/\/thehill.com\/opinion\/cybersecurity\/402458-election-officials-have-plenty-to-learn-from-hackers\" target=\"_blank\" rel=\"noopener\">opinion piece for The Hill<\/a>, the $380 million isn\u2019t even new money: \u201cRemember butterfly ballots and hanging chads? The recent federal appropriation was simply the final disbursement of money originally approved in 2003 to address the debacle of the 2000 presidential election in Florida.\u201d<\/p>\n<p>Nearly two-thirds of the funds are expected to go toward new voting equipment and increased cybersecurity protection, with the remainder going toward updating voter registration systems, implementing postelection audits, improving election-related communication efforts and holding the money in reserve.<\/p>\n<p>Two states \u2014 Kansas and Montana \u2014 received extensions and have yet to submit plans to the federal government.<\/p>\n<p>Here\u2019s how the other states plan to use their portions of federal funds.<\/p>\n<h3>States&#8217; top funding priority is cybersecurity<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-617076\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-cybersecurity-large-771x518.png\" alt=\"\" width=\"771\" height=\"518\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-cybersecurity-large-771x518.png 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-cybersecurity-large-336x226.png 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-cybersecurity-large-768x516.png 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-cybersecurity-large-1170x786.png 1170w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-cybersecurity-large.png 2000w\" sizes=\"auto, (max-width: 771px) 100vw, 771px\" \/><\/h3>\n<p>The largest portion of the $380 million will be used to improve election cybersecurity, on items such as training local election officials, purchasing new software, and hiring IT personnel and cybersecurity experts.<\/p>\n<p>Thirty-eight states are allocating funds to cybersecurity. Illinois is one of three \u2014 Wisconsin and New York are the others \u2014 planning to dedicate all of their allotments to this. In 2016, Russian hackers breached Illinois\u2019 voter registration database and stole the names, emails and partial Social Security numbers of nearly half a million voters.<\/p>\n<p>\u201cWe needed to send a strong signal that we were doing everything we could to make sure that nothing like that happened again,\u201d said Matt Dietrich, the public information officer at the Illinois State Board of Elections. Illinois is using part of its $13.2 million share to deploy a \u201ccyber navigator\u201d team to perform on-site risk assessments for local election officials.<\/p>\n<h3>Six states allocating all funds to voting equipment<\/h3>\n<figure class=\"large\"><picture><source srcset=\"https:\/\/propublica.s3.amazonaws.com\/assets\/story\/20180821-voting-equipment-large.png\" media=\"(min-width: 1000px)\" \/><\/picture><\/figure>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-617079\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-voting-equipment-large-771x564.png\" alt=\"\" width=\"771\" height=\"564\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-voting-equipment-large-771x564.png 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-voting-equipment-large-336x246.png 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-voting-equipment-large-768x562.png 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-voting-equipment-large-1170x856.png 1170w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-voting-equipment-large.png 2000w\" sizes=\"auto, (max-width: 771px) 100vw, 771px\" \/>Thirty states plan to use grant money to purchase new voting equipment, replacing voting machines that are often decades old. Six of those states \u2014 Alaska, Arkansas, Delaware, Louisiana, North Dakota and Pennsylvania \u2014 are expected to use all of their funds to replace voting equipment. The last time a new voting system was purchased in Alaska, for example, was in 1998.<\/p>\n<p>Replacing voting equipment, however, is a costly endeavor that often takes years, and few states will make widespread improvements to their machinery before the midterms. \u201cThese machines are not something you can just go to Best Buy and fire up,\u201d said Thomas Hicks, the chairman of the EAC. \u201cIt\u2019s going to take time to build that infrastructure.\u201d<\/p>\n<h3>Many states will upgrade voter registration systems<\/h3>\n<figure class=\"large\"><picture><source srcset=\"https:\/\/propublica.s3.amazonaws.com\/assets\/story\/20180821-registration-systems-large.png\" media=\"(min-width: 1000px)\" \/><\/picture><\/figure>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-617081\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-registration-systems-large-771x561.png\" alt=\"\" width=\"771\" height=\"561\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-registration-systems-large-771x561.png 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-registration-systems-large-336x245.png 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-registration-systems-large-768x559.png 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-registration-systems-large-1170x852.png 1170w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-registration-systems-large.png 2000w\" sizes=\"auto, (max-width: 771px) 100vw, 771px\" \/>In the lead-up to the 2016 election, hackers <a href=\"https:\/\/www.nytimes.com\/2017\/09\/22\/us\/politics\/us-tells-21-states-that-hackers-targeted-their-voting-systems.html\" target=\"_blank\" rel=\"noopener\">targeted<\/a> election systems in 21 states and in a small number of cases successfully <a href=\"https:\/\/www.nytimes.com\/2018\/05\/08\/us\/politics\/russia-2016-election-hackers.html\" target=\"_blank\" rel=\"noopener\">penetrated<\/a> voter registration databases. Twenty-five states plan to use grant money to improve their voter registration systems.<\/p>\n<p>Nevada, which is the state allocating the highest percentage of its funding \u2014 65.4 percent \u2014 to voter registration systems, plans to implement multi-factor authentication and require training modules for local election officials. The state also plans to add a full-time position to work on implementing these goals.<\/p>\n<p>North Carolina, which plans to spend a higher dollar amount than any other state, will be improving its voter registration system, dedicating more than $5 million to modernize its decentralized, decades-old statewide election information system by late 2019.<\/p>\n<h3>Funding for auditing remains sparse<\/h3>\n<figure class=\"large\"><picture><source srcset=\"https:\/\/propublica.s3.amazonaws.com\/assets\/story\/20180821-auditing-large.png\" media=\"(min-width: 1000px)\" \/><\/picture><\/figure>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-617082\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-auditing-large-771x564.png\" alt=\"\" width=\"771\" height=\"564\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-auditing-large-771x564.png 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-auditing-large-336x246.png 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-auditing-large-768x562.png 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-auditing-large-1170x856.png 1170w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2018\/08\/20180821-auditing-large.png 2000w\" sizes=\"auto, (max-width: 771px) 100vw, 771px\" \/><\/p>\n<p>Twenty-two states plan to use some portion of the federal grant money to perform election audits, accounting for 5.5 percent of the funds. Oregon is spending the highest percentage of its funds \u2014 52 percent \u2014 on election audits, according to an estimate from the EAC.<\/p>\n<p>Depending on how elections are run, audits come in a variety of forms.<\/p>\n<p>Connecticut plans to run forensic audits on all of its election vendors. Maryland plans to perform a software audit to validate the election results after the midterm election. Rhode Island plans to deploy a pilot \u201crisk-limiting audit\u201d for the upcoming election.<\/p>\n<p>Election auditing remains an \u201cevolving\u201d field, Patrick said, and many of the states will follow Rhode Island\u2019s lead in piloting audits.<script type=\"text\/javascript\" src=\"http:\/\/pixel.propublica.org\/pixel.js\" async><\/script><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The federal government has released data on how states will spend $380 million set aside for election infrastructure.
