That shameful truth was on display Monday at a state legislative hearing about federal immigration detention centers.<\/p>\n<p>State Rep. Eliseo Lee Alcon, D-Milan, mentioned the importance of the Cibola County Correctional Center to his \u201clittle community,\u201d according to <a href=\"http:\/\/nmpolitics.net\/index\/2018\/07\/immigrants-share-harrowing-tales-from-detention-with-nm-lawmakers\/\" target=\"_blank\" rel=\"noopener\">New Mexico In Depth<\/a>. \u201cWe have to find a way to keep people employed,\u201d he said.<\/p>\n<p>That\u2019s why the detention center exists today \u2013 to keep New Mexicans employed. Operated by the private company CoreCivic, it\u2019s an Immigration and Customs Enforcement facility in Alcon\u2019s hometown that houses <a href=\"http:\/\/nmpolitics.net\/index\/2017\/12\/he-survived-bullets-and-jail-in-cameroon-only-to-be-jailed-again-in-nm-while-awaiting-asylum\/\" target=\"_blank\" rel=\"noopener\">asylum seekers<\/a> and others.<\/p>\n<div id=\"attachment_383420\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-383420\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/07\/Haussamen-Heath-336x252.jpg\" alt=\"Heath Haussamen\" width=\"336\" height=\"252\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/07\/Haussamen-Heath-336x252.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/07\/Haussamen-Heath-768x576.jpg 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/07\/Haussamen-Heath-771x578.jpg 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/07\/Haussamen-Heath-800x600.jpg 800w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/07\/Haussamen-Heath.jpg 960w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-caption-text\">Heath Haussamen<\/p><\/div>\n<p>The company that is now CoreCivic had operated the center for 16 years as a facility for federal prisoners when, in August 2016, the Obama administration decided to close it. Obama wanted to reduce dependence on private prisons after an audit found that they were <a href=\"https:\/\/www.nytimes.com\/2016\/08\/19\/us\/us-to-phase-out-use-of-private-prisons-for-federal-inmates.html\" target=\"_blank\" rel=\"noopener\">more violent and problematic<\/a> than prisons run by the federal government. The decision also followed <a href=\"https:\/\/www.thenation.com\/article\/federal-officials-ignored-years-of-internal-warnings-about-deaths-at-private-prisons\/\" target=\"_blank\" rel=\"noopener\">investigative reports<\/a> that revealed medical neglect and deaths at Cibola County and other facilities.<\/p>\n<p>But wait, powerful New Mexico Democrats said. We need the jobs.<\/p>\n<p>U.S. Sen. Tom Udall <a href=\"https:\/\/www.tomudall.senate.gov\/news\/press-releases\/udall-urges-federal-government-to-provide-assistance-to-cibola-county-as-milan-correctional-facility-is-closed\" target=\"_blank\" rel=\"noopener\">complained<\/a> that closing the facility \u201cso abruptly\u201d would put 300 people out of work in a rural community that \u201calready struggled with high unemployment.\u201d Udall and U.S. Sen. Martin Heinrich sent <a href=\"https:\/\/www.tomudall.senate.gov\/news\/press-releases\/udall-heinrich-bureau-of-prisons-must-extend-help-to-cibola-county-workers-affected-by-prison-closure\" target=\"_blank\" rel=\"noopener\">a letter<\/a> to then-Deputy U.S. Attorney General Sally Yates asking to keep the prison open at least six months to give employees time to find new jobs, and to seek an \u201calternative use\u201d for the prison.<\/p>\n<p>Weeks later, the facility <a href=\"https:\/\/www.thenation.com\/article\/ice-plans-to-reopen-the-very-same-private-prison-the-feds-just-closed\/\" target=\"_blank\" rel=\"noopener\">was repurposed<\/a> \u2013 from a detention center for federal prisoners <a href=\"https:\/\/www.revealnews.org\/article\/inside-the-billion-dollar-industry-of-locking-up-immigrants\/\" target=\"_blank\" rel=\"noopener\">to a detention center for immigrants<\/a>, and still run by the company whose track record helped spark the initial decision to close it.<\/p>\n<p>That required the approval of Cibola County government, which serves as a pass-through for federal funds going to CoreCivic. State Attorney General Hector Balderas\u2019 office and two agencies under Gov. Susana Martinez\u2019s control also had to sign off.<\/p>\n<p>New Mexico could have taken a stand against the private prison industry\u2019s profiting off the detention of immigrants. Instead, we chose jobs.<\/p>\n<p>Federal dollars flow to a private corporation. Campaign contributions flow <a href=\"http:\/\/nmpolitics.net\/index\/2018\/06\/as-immigration-debate-rages-private-prison-operators-spread-cash-to-nm-politicians\/\" target=\"_blank\" rel=\"noopener\">to politicians<\/a>. County government profits. People get paychecks.<!--more--><\/p>\n<p>The Obama-era story ends like this: The feds closed the facility in part for humanitarian reasons, then reopened it to house a different set of humans.<\/p>\n<p>That pretty explicitly demonstrates that our society views immigrants as a class of people who are less deserving of humane treatment. It shows that others built the <a href=\"http:\/\/nmpolitics.net\/index\/2018\/06\/long-standing-oppressive-systems-enable-trumps-cruelty\/\" target=\"_blank\" rel=\"noopener\">unwieldy, militarized immigration enforcement machine<\/a> that President Donald Trump now deploys <a href=\"http:\/\/nmpolitics.net\/index\/2018\/06\/this-is-a-crime-against-humanity\/\" target=\"_blank\" rel=\"noopener\">in the cruelest ways<\/a>.<\/p>\n<p>Democratic politicians are suddenly divesting themselves of <a href=\"https:\/\/www.abqjournal.com\/1189247\/nm-democrats-to-give-up-prison-firms-donations.html\" target=\"_blank\" rel=\"noopener\">campaign donations from private prison companies<\/a>. <a href=\"https:\/\/www.tomudall.senate.gov\/news\/press-releases\/udall-statement-on-trumps-threats-to-send-military-to-secure-southern-border\" target=\"_blank\" rel=\"noopener\">Udall<\/a>, <a href=\"http:\/\/nmpolitics.net\/index\/2018\/06\/this-is-not-who-we-are\/\" target=\"_blank\" rel=\"noopener\">Heinrich<\/a> and <a href=\"https:\/\/www.lamonitor.com\/content\/balderas-continues-fight-trump-agenda\" target=\"_blank\" rel=\"noopener\">Balderas<\/a> regularly blast Trump\u2019s treatment of immigrants. And <a href=\"http:\/\/nmpolitics.net\/index\/2018\/07\/immigrants-share-harrowing-tales-from-detention-with-nm-lawmakers\/\" target=\"_blank\" rel=\"noopener\">on Monday<\/a>, state lawmakers heard from immigrants who\u2019ve been detained at federal facilities.<\/p>\n<p>It\u2019s easy for Democrats to stand up for immigrants now that Trump is president, and with their constituents\u2019 jobs secure. Where was that same zeal for human rights when their party was in charge and New Mexicans\u2019 jobs were at stake?<\/p>\n<p>The scarcity mentality that leads us to sacrifice morality for jobs perpetuates the cycle of poverty and discourages healthy economic growth. It helps explains why New Mexico is <a href=\"http:\/\/nmpolitics.net\/index\/2018\/06\/new-mexico-ranks-last-in-new-national-survey-of-child-well-being\/\" target=\"_blank\" rel=\"noopener\">at the bottom of the important lists<\/a>.<\/p>\n<p>We must march forward with our moral compass in hand, fighting this injustice regardless of who holds power.
