Bill Richardson says the National Guard\u2019s status should be elevated by giving its chief a seat on the Defense Department\u2019s Joint Chiefs of Staff.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\">Richardson<\/st1:city> made his comments Tuesday while speaking at the National Guard\u2019s annual conference in <st1:city st=\"on\"><st1:place st=\"on\">Albuquerque<\/st1:place><\/st1:city>, according to the <a href=\"http:\/\/www.airforcetimes.com\/story.php?f=1-292925-2118374.php\" target=\"_blank\">Air Force Times<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt is a full partner in our national military strategy and it must be given the respect it deserves,\u201d the Times quoted <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> as saying. \u201cTo put it bluntly, our citizen-soldiers deserve a square deal from <st1:place st=\"on\"><st1:state st=\"on\">Washington<\/st1:state><\/st1:place>.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The National Guard Association backs such an elevation in the status of the Guard. <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said he \u201cstrongly supports\u201d legislation that would do that, according to the Times.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Way to win brownie points. <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> appears to be trying to establish himself as a moderate Democrat who is strong in all the areas that moderate and conservative voters view the Bush Administration as weak. Many Guard members and their families are furious about extended stays in <st1:country-region st=\"on\"><st1:place st=\"on\">Iraq<\/st1:place><\/st1:country-region> and other issues.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The governor also expressed concern at the conference about the House version of next year\u2019s defense bill, which includes a provision that allows the president to federalize Guard troops in response to natural disasters, the Times reported.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s a power grab, and the bill must be killed,\u201d the Times quoted him as saying. \u201cThe decision to protect our state must be made in <st1:state st=\"on\">New Mexico<\/st1:state>, not <st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state>. Make no mistake. I will fight to keep that decision here in <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>.\u201d <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
