Richard Pombo, R-Calif., passed the House 247-171, but a two-thirds majority was required, so the measure died. Its aim was to put an end to most off-reservation casino proposals.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Anthony proposal\u2019s developers, the Jemez Pueblo and <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city> art dealer Gerald Peters, said in a news release that the bill\u2019s death has little impact on their proposal. The bill contained a grandfather clause that applied to tribes with historical ties to the areas they wanted to develop.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Whether the Jemez have ties to <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> was the question. The developers contended that they do.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWith or without legislation, there will be no casino explosion,\u201d the developers said in a news release. \u201cWith or without the legislation, there will be a Jemez\/Anthony casino.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Casino opponents have argued that allowing one casino to be built will \u201copen the floodgates\u201d to several casinos in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In a news release, Pombo blamed Democrats for the failure of his bill.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cToday, a strong majority of the House of Representatives voted to put local communities first by reining in an epidemic known as reservation shopping,\u201d he said. \u201cBut, despite the wishes of an overwhelming majority of Americans, we did not secure enough votes to pass the bill.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">You can read the full text of Pombo\u2019s bill by clicking <a href=\"http:\/\/resourcescommittee.house.gov\/issues\/naia\/Text_hr_4893.pdf\" target=\"_blank\">here<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>\u2019s Republican representatives, Steve Pearce and Heather Wilson, voted for the bill. Rep. Tom Udall, the state\u2019s Democratic representative, voted against it. You can learn how all representatives voted by clicking <a href=\"http:\/\/clerk.house.gov\/evs\/2006\/roll439.xml\" target=\"_blank\">here<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">One interesting note: In his news release, Pombo includes a map of the <st1:country-region st=\"on\"><st1:place st=\"on\">United States<\/st1:place><\/st1:country-region> that shows locations of existing Indian casinos and what he claims are the locations of proposed casinos. It\u2019s titled \u201cExplosion of off-reservation Indian casino proposals.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The map indicates that there have been three such proposals in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>. This is false and misleading. The Jemez are the only tribe to submit a formal proposal to build a casino here.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Two other groups have considered proposing building casinos here, but neither has made such a proposal. And one of the groups is the local Tortugas tribe, which would have to become federally recognized before it could have the ability to make a proposal.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">There is only one casino proposal in this county.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">This is the sort of crap that turns people off to politics. I hope our <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> representatives who voted for this bill educated themselves enough to know that was misleading information before they voted.
