We have high crime. We\u2019re ranked 49th in the country for child well-being, showing how much our kids suffer. Our home was just ranked the second-most stressed state in the nation.<\/p>\n<p>These are tough issues, but there are solutions. Giving every kid the support and education they need through quality home visiting and consistent early childhood education programs not only improves lives, it\u2019s one of the best investments for our money.<\/p>\n<div id=\"attachment_54772\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-54772\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/McCamley-Bill-336x230.jpg\" alt=\"Bill McCamley\" width=\"336\" height=\"230\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/McCamley-Bill-336x230.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/McCamley-Bill.jpg 532w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-media-credit\">Courtesy photo<\/p><p class=\"wp-caption-text\">Bill McCamley<\/p><\/div>\n<p>New Mexico has roughly $24 billion invested in Wall Street through the operation of four \u201cPermanent Funds.\u201d The goal of these funds is to act like an endowment; profits are both returned to Wall Street to grow them further and fund operations at our state government.<\/p>\n<p>For the past two decades, however, there have been proposals to give some of the profits from those funds to quality Pre-K education. These are regularly blocked, as opponents of the plan argue that taking money from Wall Street now will hurt generations later. If quality education for all of our kids is done right, however, that argument doesn\u2019t stand up.<\/p>\n<p>Over time, our Wall Street investments generate roughly 7 percent per year for taxpayers. But other states and cities have shown that every dollar invested in kids actually gives a 13 percent return. How? The data is conclusive.<\/p>\n<p>More support for kids before they entered kindergarten in Chicago cut child abuse and neglect <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/17679653\" target=\"_blank\" rel=\"noopener\">in half<\/a>, meaning less need for taxpayer-funded social services.<\/p>\n<p>In <a href=\"http:\/\/nieer.org\/sites\/nieer\/files\/APPLES%205th%20Grade.pdf\" target=\"_blank\" rel=\"noopener\">New Jersey<\/a> and <a href=\"https:\/\/www.bridgemi.com\/wp-content\/uploads\/2012\/06\/GSRP-evaluation-may-21-12.pdf\" target=\"_blank\" rel=\"noopener\">Michigan<\/a>, students were held back less when access to early childhood services were provided, meaning they needed fewer dollars to get kids through school.<\/p>\n<p>North Carolina\u2019s early childhood programs led to significantly better <a href=\"https:\/\/www.sciencedaily.com\/releases\/2016\/11\/161117105024.htm\" target=\"_blank\" rel=\"noopener\">math and reading scores<\/a> by 5th grade and fewer\u00a0<a href=\"http:\/\/www.aera.net\/Newsroom\/Recent-AERA-Research\/Impact-of-North-Carolinas-Early-Childhood-Initiatives-on-Special-Education-Placements-in-Third-Grade\" target=\"_blank\" rel=\"noopener\">high school dropouts<\/a>.<\/p>\n<p>All of this means safer communities. Decades-long studies show that kids with early childhood support were <a href=\"http:\/\/icd.umn.edu\/CLS\/\" target=\"_blank\" rel=\"noopener\">70 percent less likely to be arrested<\/a>\u00a0for a violent crime later in life and 20 percent less likely to have spent time in jail. And government spends less money on prisons.<!--more--><\/p>\n<p>The benefits don\u2019t stop there.<\/p>\n<p><a href=\"https:\/\/childandfamilyresearch.utexas.edu\/top-5-benefits-home-visiting-programs\" target=\"_blank\" rel=\"noopener\">Home visiting programs<\/a>, a critical part of any early childhood program, are not only beneficial to kids. In Arizona, when <a href=\"http:\/\/www.greatkidsinc.org\/documents\/RCT_HFAz_2016.pdf\" target=\"_blank\" rel=\"noopener\">parents participated<\/a>, they enrolled more and spent more time in their own educational programs. And when parents, especially moms, get more education they have higher family income levels and more stimulating homes for their kids.<\/p>\n<p>Helping young children also increases wages when they grow up. A report by the Executive Office of the President<a href=\"https:\/\/investinus.org\/assets\/Early-Childhood-Report.pdf\" target=\"_blank\" rel=\"noopener\"> in 2014<\/a> showed that adults who participated in quality early childhood programs increased their long-term earnings so much that they were more than enough to cover the initial program costs.<\/p>\n<p>And investing in kids isn\u2019t just a better investment; its less risky. There are huge consequences to our budget when Wall Street tanks, but investing in kids is recession-proof. Better education, lower crime rates and higher salaries don\u2019t go away when stock market prices do.<\/p>\n<p>Let\u2019s be honest with ourselves. The massive amount of money we put in Wall Street banks? It\u2019s ours. We can decide what we want to do with it. Too often, though, we do things in New Mexico the same way we\u2019ve always done them &#8212; purely because we\u2019ve always done them that way. This needs to change.<\/p>\n<p>Using some of our money to support the youngest New Mexicans is morally right. It\u2019s also fiscally prudent.
