Bill Richardson (Photo by Heath Haussamen)<\/p><\/div>\n<p>Gov. <a href=\"http:\/\/governor.state.nm.us\/\">Bill Richardson<\/a> and \u201cformer high-ranking members of his administration\u201d won\u2019t be charged following the federal investigation into <a href=\"http:\/\/haussamen.blogspot.com\/2008\/12\/grand-jury-probes-richardson-donors.html\">allegations of pay to play<\/a> in his administration, <a href=\"http:\/\/hosted.ap.org\/dynamic\/stories\/U\/US_RICHARDSON_PROBE?SITE=NMSAN&amp;SECTION=HOME&amp;TEMPLATE=DEFAULT\">The Associated Press<\/a> is reporting.<\/p>\n<p>\u201cIt\u2019s over. There\u2019s nothing. It was killed in Washington,\u201d the AP quoted \u201ca person familiar with the investigation, who asked not to be identified because federal officials had not disclosed results of the probe,\u201d as saying.<\/p>\n<p>The decision to kill the case was made by \u201ctop Justice Department officials,\u201d that person told the news service.<\/p>\n<p>Richardson\u2019s office did not immediately respond to a request for comment on the AP report. The governor, who is <a href=\"http:\/\/www.google.com\/hostednews\/ap\/article\/ALeqM5gWOURSSD6FBpABdRfply2yExVduwD9AAOV5G4\">in Cuba<\/a> on a trade mission, has said all along that he and his administration did nothing improper.<\/p>\n<p>Since sometime in mid 2008, Investigators had been probing allegations that <a href=\"http:\/\/www.cdrfp.com\/\" target=\"_blank\">CDR Financial Products<\/a> received a state investment contract that paid almost $1.5 million in exchange for $110,000 in contributions to two Richardson political committees and his 2006 gubernatorial re-election campaign. CDR was paid to advise the NMFA on interest-rate swaps and restructuring escrow funds for $1.6 billion in bonds related to the transportation project dubbed GRIP, or <a href=\"http:\/\/nmgrip.com\/\" target=\"_blank\">Governor Richardson\u2019s Investment Partnership<\/a>.<\/p>\n<p>Among those close to Richardson investigators looked at were <a href=\"http:\/\/haussamen.blogspot.com\/2008\/08\/nmfa-is-cooperating-with-federal-probe.html\">David Harris<\/a>, who headed the finance authority at the time in question; <a href=\"http:\/\/haussamen.blogspot.com\/2009\/01\/feds-looking-at-guvs-most-senior-and.html\">Dave Contarino<\/a>, Richardson\u2019s former chief of staff and manager of his presidential and gubernatorial campaigns; Richardson political adviser <a href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=newsarchive&amp;sid=a3SUFuOUPUMs\" target=\"_blank\">Michael Stratton<\/a>; and J.P. Morgan banker <a href=\"http:\/\/www.denverpost.com\/ci_11389150\" target=\"_blank\">Chris Romer<\/a>, who is also a Colorado state senator.<\/p>\n<p><strong>Probe cost Richardson commerce secretary job<\/strong><\/p>\n<p>The investigation has led to political hard times for Richardson, who <a href=\"http:\/\/haussamen.blogspot.com\/2009\/01\/citing-probe-guv-withdraws-commerce.html\">withdrew his nomination<\/a> to be President <a href=\"http:\/\/www.whitehouse.gov\/\">Barack Obama\u2019s<\/a> commerce secretary on Jan. 4 and then watched his approval rating plummet.<\/p>\n<p>But Richardson has seen his approval rating rebound somewhat in recent months, and in the last two weeks the global troubleshooter has <a href=\"http:\/\/newmexicoindependent.com\/34364\/north-korean-diplomats-to-meet-with-richardson\">met with a North Korean delegation<\/a> in Santa Fe and made the trip to Cuba. He\u2019s scheduled to return to New Mexico on Friday and will report to Obama on his visit.<\/p>\n<p>Obama <a href=\"http:\/\/haussamen.blogspot.com\/2009\/01\/citing-probe-guv-withdraws-commerce.html\">said in January<\/a>, when Richardson withdrew his nomination to be commerce secretary, that he looked forward to Richardson\u2019s \u201cfuture service to our country and in my administration.\u201d Richardson said he would continue serving as governor \u201cfor now\u201d and was \u201ceager to serve in the future in any way (Obama) deems useful.\u201d<\/p>\n<p><strong>Update, 7:45 a.m.<\/strong><\/p>\n<p><a href=\"http:\/\/www.krqe.com\/dpp\/news\/politics\/politics_krqe_albuquerque_no_pay_to_play_indictment_for_richardson_200908262210\">KRQE-TV<\/a> in Albuquerque is also reporting, independent of the AP, that Richardson and others won\u2019t be charged.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>UPDATED: Gov.
