Susana Martinez<\/p><\/div>\n<p>\u201cInstead of punishing taxpayers with higher taxes,\u00a0Governor Martinez has cut taxes 37 times, vetoed more than a billion dollars in tax hikes, and cut wasteful government spending.\u00a0She has put our fiscal house in order the right way. Now the state has a budget surplus of $300 million,\u201d the flyer intones.<\/p>\n<p>It goes on to suggest the governor\u2019s hard anti-tax stance led to thousands of new jobs.<\/p>\n<p>The <a href=\"http:\/\/nmindepth.com\/2018\/02\/10\/governor-takes-credit-for-surplus-brought-by-oil-and-gas-rebound\/\" target=\"_blank\" rel=\"noopener\">flyer<\/a> then hammers home the message in case recipients miss the point: Martinez is leading New Mexico in the right direction.<\/p>\n<p>Not to split hairs, but a \u00a0spike in oil prices and a rebound in the state\u2019s oil and gas industry is the reason for this year\u2019s budget surplus and the thousands of new jobs. And Martinez\u2019s legacy is a much-debated issue around the Roundhouse and among New Mexico\u2019s politicos.<\/p>\n<p>Paid for by New Mexico Legacy,\u00a0a nonprofit organization in Albuquerque, the purpose of the <a href=\"http:\/\/nmindepth.com\/2018\/02\/10\/governor-takes-credit-for-surplus-brought-by-oil-and-gas-rebound\/\" target=\"_blank\" rel=\"noopener\">flyer<\/a>\u00a0is unknown. Martinez isn\u2019t running for re-election and she\u2019s out of office once her successor is chosen by voters in the November election.<\/p>\n<p>However, the timing is curious. Sign up for\u00a0<a href=\"http:\/\/nmindepth.us6.list-manage.com\/subscribe?u=1d2ab093d81b992e50978b363&amp;id=9294743d38\" target=\"_blank\" rel=\"noopener noreferrer\">their newsletter<\/a>.<\/p>\n<\/aside>\n<p>As of mid week, those amendments included different ways at paying for funding increases at various agencies than those proposed in the state budget already<a href=\"https:\/\/www.abqjournal.com\/1127035\/house-approves-6-3-billion-budget-on-65-3-vote.html\" target=\"_blank\" rel=\"noopener\">\u00a0passed by the House of Representatives<\/a>. The funding includes increased pay for state judges, state police, correctional officers, district attorneys and public defenders.<\/p>\n<p>Then there\u2019s her popularity. Martinez recently ranked as the\u00a0<a href=\"https:\/\/www.abqjournal.com\/1128121\/political-notebook-gov-martine-zscores-low-on-popularity-scale-ex-sens-udall-heinrich-ask-for-more-money-to-battle-opioid-crisis-baake-out-of-race-for-pearces-seat.html\" target=\"_blank\" rel=\"noopener\">fifth-least popular governor\u00a0<\/a>across the nation,\u00a0with a 57 percent disapproval rating,\u00a0according to a national survey taken in the final quarter of 2017.<\/p>\n<p>Around the Roundhouse, there are varying opinions as to the flyer\u2019s significance but no certainty. Maybe it\u2019s a harbinger of this year\u2019s election, when voters will choose Martinez\u2019s successor and elect the next slate of lawmakers in the state House of Representatives. Or perhaps it\u2019s promotional in nature, an attempt to beef up her r\u00e9sum\u00e9 as she looks for a new job, although she has said she isn\u2019t thinking that far ahead.<\/p>\n<p>No one seems to know and the folks from New Mexico Legacy aren\u2019t saying.<\/p>\n<p><a href=\"http:\/\/regents.unm.edu\/members\/index.html\" target=\"_blank\" rel=\"noopener\">Rob Doughty<\/a>, the president of the University of New Mexico Board of Regents, and Jessica Perez, who served as finance director for Martinez\u2019s re-election campaign in 2014, did not return phone calls seeking answers about the flyer\u2019s purpose and how much it cost.<!--more--><\/p>\n<p>Doughty, Perez and Amy Orlando, who Martinez picked to succeed her as the district attorney for the Third Judicial District in Las Cruces after Martinez became governor, are listed as New Mexico Legacy\u2019s directors, according to the Corporations and Business Services division of the Secretary of State\u2019s office.<\/p>\n<p><a href=\"https:\/\/www.mccleskeymedia.com\/about\/\" target=\"_blank\" rel=\"noopener\">Jay McCleskey<\/a>, Martinez\u2019s go-to political consultant for eight years, also didn\u2019t have much to say. New Mexico Legacy\u2019s business address is the same as McCleskey Media Strategies, which McCleskey owns.<\/p>\n<p>NMID asked McCleskey twice Friday at the Roundhouse what he knew about the flyer.<\/p>\n<p>He promised to get into contact with the board and get back to NMID.<\/p>\n<p>As of Saturday afternoon, NMID had not heard back from Doughty, Perez or McCleskey.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A flyer that reads like an election-campaign ad for Gov.
