{"id":48897,"date":"2015-06-03T10:39:55","date_gmt":"2015-06-03T16:39:55","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/?p=48897"},"modified":"2015-06-16T10:14:15","modified_gmt":"2015-06-16T16:14:15","slug":"new-taxes-arent-necessary-to-improve-our-roads","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2015\/06\/new-taxes-arent-necessary-to-improve-our-roads\/","title":{"rendered":"New taxes aren&#8217;t necessary to improve our roads"},"content":{"rendered":"<p><strong>COMMENTARY:<\/strong> During the 2015 legislative session various proposals were put forth, ostensibly with the goal of improving New Mexico\u2019s roads. One proposal by Senate Finance Committee Chairman John Arthur Smith would have <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legislation.aspx?chamber=S&amp;legtype=B&amp;legno=394&amp;year=15\" target=\"_blank\">increased the state\u2019s gas tax<\/a> by fully 10 cents per gallon and tie future increases to inflation.<\/p>\n<div id=\"attachment_48942\"  class=\"wp-caption module image alignleft\" style=\"max-width: 270px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-48942\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Gessing-Paul.jpg\" alt=\"Paul Gessing\" width=\"270\" height=\"238\" \/><\/a><p class=\"wp-media-credit\">Courtesy photo<\/p><p class=\"wp-caption-text\">Paul Gessing<\/p><\/div>\n<p>Smith\u2019s plan, if passed, would have represented a 59 percent increase in New Mexico\u2019s gas tax (from 17 to 27 cents per gallon).<\/p>\n<p>It is one thing to claim that we need to spend more on infrastructure and raise revenues accordingly. It is another thing entirely to claim, as Smith did in <a href=\"http:\/\/www.abqjournal.com\/544787\/opinion\/nm-needs-jobs-highway-repairs-but-not-more-debt.html\" target=\"_blank\">an opinion piece<\/a>, that spending an \u201cadditional $140 million annually for road jobs\u201d will be an economic boon.<\/p>\n<p>Before we hike taxes and spend another $140 million on roads, it is important to ask whether New Mexico needs more money for roads in the first place. That is an open question. Certainly, anyone who drives around New Mexico has their \u201cpet\u201d pothole, bottleneck, or bumpy road that they wish could be addressed, but relative to other states, New Mexico\u2019s roads are pretty good.<\/p>\n<p>According to the Reason Foundation\u2019s <a href=\"http:\/\/reason.org\/files\/21st_annual_highway_report.pdf\" target=\"_blank\">latest national analysis<\/a> (Reason is a free market organization that does a great deal of work on infrastructure issues), New Mexico\u2019s highway system ranked 7th\u00a0among the 50 states for performance and cost-effectiveness. Each of our neighbors scored lower. New Mexico\u2019s best marks came in maintenance disbursements per mile (1st), capital-bridge disbursements per mile (6th), and rural arterial pavement condition (6th).<\/p>\n<h3>Eliminate &#8216;prevailing wage&#8217; law<\/h3>\n<p>Of course, our roads can always be better, but that doesn\u2019t necessarily require higher taxes. We could use the resources we have more efficiently. The simplest way to make our road budget go further would be to eliminate <a href=\"http:\/\/www.abcnm.org\/en-us\/politicaladvocacy\/abcpositionstatements\/davisbaconcompliance.aspx\" target=\"_blank\">New Mexico\u2019s \u201cDavis-Bacon\u201d law<\/a> that\u00a0artificially raises labor costs on public works projects.<!--more--><\/p>\n<p>The House passed a reduction in those rates during the 2015 session. It should eliminate \u201cprevailing wage\u201d laws entirely and allow construction workers to be paid market wages.<\/p>\n<p>A report done <a href=\"http:\/\/www.lsc.ohio.gov\/research\/srr149.pdf\" target=\"_blank\">by Ohio\u2019s Legislature<\/a> found that eliminating a similar provision on school construction in that state led to a 10.7 percent reduction in the total cost of building each school. New Mexico would likely experience similar savings by paying market wages on roads. Eliminating New Mexico\u2019s \u201cprevailing wage\u201d would give us 10.7 percent more money for road construction and maintenance.<\/p>\n<p>This is the \u201clow-hanging-fruit\u201d of better roads (and potentially schools) in New Mexico.<\/p>\n<h3>Shut down the train<\/h3>\n<p>Putting the Rail Runner out of its misery is admittedly more of a challenge, but it is equally necessary. The Rail Runner diverts approximately $50 million annually (between operating and infrastructure expenses) away from roads to a train that forms a miniscule portion of our state\u2019s transportation network in terms of trips taken. Shutting down the train immediately could return nearly $25 million to the road fund.<\/p>\n<p>Far from being a radical position, Clifford Winston, a transportation expert with the center-left Brookings Institute, recently recommended <a href=\"http:\/\/hosted.ap.org\/dynamic\/stories\/U\/US_RAIL_RUNNER_SOLVENCY\" target=\"_blank\">just such a course of action<\/a>.<\/p>\n<p>Unfortunately, the infrastructure expenses are \u201csunk\u201d costs, but making the hard choices now will ensure that further operating costs are not incurred. After all, rails, engines, and train cars must be replaced at some point.<\/p>\n<h3>Let private companies build roads<\/h3>\n<p>Lastly, it is time for New Mexico policymakers to embrace private-sector involvement in the provision of infrastructure. Many \u201cturnpikes,\u201d especially in the Eastern United States, were built and maintained privately. Private companies manage roads in the Washington, DC suburbs and in Southern California, to name just two areas that have seen private investment ameliorate overwhelmed transportation systems.<\/p>\n<p>New Mexico\u2019s Legislature should at least set up a framework for greater private-sector involvement in infrastructure provisions through &#8220;public-private partnership\u201d legislation.<\/p>\n<p>Leveraging private dollars for transportation projects can help state and federal tax dollars go further, thus giving motorists more and better roads for the dollar.<\/p>\n<h3>We all benefit<\/h3>\n<p>The Legislature may meet for a special session to discuss infrastructure, specifically the capital outlay bill that failed at the end of this year&#8217;s regular\u00a0session. Repealing New Mexico\u2019s \u201cprevailing wage\u201d law would immediately allow for more needed projects to be built in our state.<\/p>\n<p>We all benefit from high-quality infrastructure even if we never get behind the wheel of a car.
