I never wanted to be one. I have always been one who thought it\u2019s about winning elections,\u201d Garcia said.<\/p>\n<p class=\"MsoNormal\">Garcia also cited as a frustration a lack of understanding among party leaders about how to reach Hispanics, which he said is critical to making the GOP relevant in New Mexico.<\/p>\n<p class=\"MsoNormal\">\u201cWhat bothers me is that most of our party leadership at a state level does not understand what Hispanic outreach means&#8230; It does not mean pandering to Hispanics. It does not mean trying to buy their votes,\u201d He said. \u201cIt\u2019s about messaging to Hispanics. It\u2019s about trying to bring Hispanics home because this is where Hispanics started, in the Republican Party.\u201d<\/p>\n<p class=\"MsoNormal\">\u201cThey didn\u2019t get it,\u201d he said, adding that the resulting disconnect created a climate of suspicion about him.<\/p>\n<p class=\"MsoNormal\">Garcia resigned abruptly earlier this week in <a href=\"http:\/\/www.haussamen.com\/SergioGarciaLetter.docx\" target=\"_blank\">a strongly worded letter<\/a> to Party Chairman Harvey Yates.<\/p>\n<p class=\"MsoNormal\">\u201cIn the last three months, I have seen the destructive forces that have plagued the Republican Party of New Mexico for years. In particular, I heard the use of fallacious arguments regarding \u2018trust\u2019, \u2018confidence\u2019 and \u2018loyalty\u2019 used upon me as if I were unable to understand these concepts,\u201d he wrote.<\/p>\n<p class=\"MsoNormal\">\u201cThe Republican Party of New Mexico supposedly hired me as a symbol of a new day for a Party that has been plagued with deep divisions that led to historic political loses on 2008,\u201d he wrote. \u201cI was looking forward to re-building a stronger, broader Party but due to unforeseen circumstances, this will not be the case.\u201d<\/p>\n<p class=\"MsoNormal\" style=\"font-weight: bold;\"><span style=\"font-size:130%;\">GOP spokeswoman: Garcia didn\u2019t voice concerns<\/span><\/p>\n<p class=\"MsoNormal\">In an e-mail, state GOP spokeswoman Janel Causey said, \u201cUnfortunately, the position didn\u2019t work out\u2026 a fact realized (Tuesday) night when the current executive director happened to stop by the party office &#8211;only to find Sergio with a packed U-haul dropping off keys and a letter of resignation.\u201d<\/p>\n<p class=\"MsoNormal\">\u201cWe regret that Sergio did not feel comfortable expressing his concerns to the chairman directly before leaving so abruptly. We wish him the best in his future endeavors,\u201d she said.<\/p>\n<p class=\"MsoNormal\">Garcia had been with the party for three months. Before that, he worked in Nicaragua as the country director for the <a href=\"http:\/\/www.iri.org\/\" target=\"_blank\">International Republican Institute<\/a>. He was a volunteer with the Bush\/Cheney campaign in 2000 and 2004.<\/p>\n<p class=\"MsoNormal\">In a July news release announcing Garcia\u2019s hiring, Yates said his \u201cextensive political experience will prove invaluable as we head into the 2010 election cycle,\u201d and noted Garcia\u2019s \u201cdeep commitment to working within the Hispanic community.\u201d<\/p>\n<p class=\"MsoNormal\">Asked what\u2019s next for him, Garcia said he\u2019s going to enjoy his family, \u201cand we\u2019ll see,\u201d adding that he has lots of opportunities.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\" style=\"font-weight: bold;\">Update, 1:25 p.m.<\/p>\n<p class=\"MsoNormal\">In an interview, Yates said Garcia never expressed concern about ideologues and said that explanation of Garcia\u2019s departure, in his view, is \u201csimply smoke covering (Garcia\u2019s) failure to do his job.\u201d<\/p>\n<p class=\"MsoNormal\">Garcia\u2019s job, Yates said, was to raise money, \u201cand he maybe raised $500.\u201d<\/p>\n<p class=\"MsoNormal\">\u201cThat may be the climate,\u201d Yates said, referring to the economic situation, \u201cIt may be him. I don\u2019t know but, in any case, he didn\u2019t get it done.\u201d<\/p>\n<p class=\"MsoNormal\">Yates said there were other problems with Garcia, including \u201ca lack of work ethic\u2026 He was the first guy out the door every day\u201d and that Garcia was \u201crather na\u00efve\u201d and \u201cin need of training politically.\u201d<\/p>\n<p class=\"MsoNormal\">As to Garcia\u2019s claim that party leaders didn\u2019t understand how to reach Hispanics, Yates said there were very few conversations about that involving Garcia because it wasn\u2019t the initial focus of his job. Garcia was supposed to be getting to know the 3rd Congressional District and raising money there, Yates said.<\/p>\n<p class=\"MsoNormal\">He also said Garcia presented, about two weeks ago, \u201ca rather poorly drafted and rather na\u00efve Hispanic outreach proposal.\u201d Yates said that Garcia\u2019s statement that the party needs to work to \u201cbring Hispanics home because this is where Hispanics started\u201d is \u201cis almost exactly out of a speech I was making.\u201d<\/p>\n<p class=\"MsoNormal\">Yates said that\u2019s nearly the same thing he recently said on KKOB-AM radio.
