He wants a bipartisan compromise on a budget fix before lawmakers convene.<\/p>\n<p class=\"MsoNormal\">\u201cBecause our budget deficit is directly related to the national recession, I want to make sure that we don\u2019t take any action that might cost jobs or adversely affect the state economy,\u201d Richardson said in <a href=\"http:\/\/www.governor.state.nm.us\/press.php?id=1293\" target=\"_blank\">a news release<\/a>.<\/p>\n<p class=\"MsoNormal\">Estimates place the budget shortfall at anywhere between $300 million and $500 million. Though the special session was announced on Tuesday, the expectation that lawmakers would have to meet this fall to plug another budget shortfall was known when the Legislature addressed last fiscal year\u2019s shortfall during the regular legislative session that ended in March.<\/p>\n<p class=\"MsoNormal\">So what\u2019s the solution this time? Richardson referenced the state\u2019s \u201chealthy cash reserves\u201d in his news release but said the state is \u201cdefinitely facing tough challenges, and we must continue to make sacrifices to balance the budget.\u201d The budget shortfall could be addressed by transferring money from the state\u2019s cash reserves.<\/p>\n<p class=\"MsoNormal\">Richardson spokesman Gilbert Gallegos also told <a href=\"http:\/\/hosted.ap.org\/dynamic\/stories\/N\/NM_RICHARDSON_SPECIAL_SESSION_NMOL-?SITE=NMSAN&amp;SECTION=HOME&amp;TEMPLATE=DEFAULT\" target=\"_blank\">The Associated Press<\/a> that, while the governor would prefer that state services aren\u2019t affected, \u201cwe may have to go that route now.\u201d Gallegos said Richardson wants to avoid layoffs.<\/p>\n<p class=\"MsoNormal\">Though other groups are pushing for the elimination of the 2003 tax cuts for personal income, corporate income and capital gains, Richardson said in the news release that he wants to keep them intact \u201cso we don\u2019t hurt efforts to recruit new business.\u201d<\/p>\n<p class=\"MsoNormal\">Senate Minority Leader <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SINGL\" target=\"_blank\">Stuart Ingle<\/a> of Portales was quoted by the AP as saying that lawmakers are \u201cgoing to have to make some adjustments in every aspect of state government.\u201d<\/p>\n<p class=\"MsoNormal\">\u201cThis is the toughest thing we\u2019ve had to do in my 26 years in the Senate &#8212; but it\u2019s a tough thing nationally,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
