A complaint, according to State Police Spokesman Peter Olson, was \u201cmade by the city council.\u201d<\/p>\n<p class=\"MsoNormal\">According to the Sun-News, quoting a source in city government, payroll, finance and purchasing documents were taken, as were records from the clerk\u2019s office.
