It will limit contributions to non-statewide candidates for office &#8212; including legislative candidates &#8212; to $2,300 per election from any entity except a political committee, which could give a maximum of $5,000 to non-statewide candidates. It will limit contributions to statewide candidates for office, political action committees and political parties to $5,000 per election from individuals and groups.<\/p>\n<p class=\"MsoNormal\">There are two elections &#8212; a primary and a general &#8212; in each election cycle.<\/p>\n<p class=\"MsoNormal\">The bill takes effect immediately following the 2010 election.<\/p>\n<p class=\"MsoNormal\">The other bill Richardson signed today is <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=128&amp;year=09\" target=\"_blank\">Senate Bill 128<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SWIRT\" target=\"_blank\">Peter Wirth<\/a>, D-Santa Fe. It will require that candidates file reports of expenditures and contributions twice a year in off-election years. Currently, the law requires that annually.<\/p>\n<p class=\"MsoNormal\">In signing the contribution-limits bill, Richardson, who is barred from seeking a third term, said he would have signed the bill even if it applied to him, according to the <a href=\"http:\/\/www.abqjournal.com\/abqnews\/politics-mainmenu-36\/11705-richardson-signs-campaign-contribution-caps-bill.html\" target=\"_blank\">Albuquerque Journal<\/a>.<\/p>\n<p class=\"MsoNormal\">\u201cIt levels the playing field,\u201d the Journal quoted Richardson as saying at today\u2019s bill-signing ceremony.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As expected, Gov.
