Majority Leader <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SSANC\" target=\"_blank\">Michael Sanchez<\/a>, D-Belen and an ethics commission opponent, pretty much told reporters that before the start of the session and a couple of times during the session. We all know he controls what gets heard on the Senate floor and what doesn\u2019t, and he\u2019s also an influential voting member of the <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committeedisplay.aspx?CommitteeCode=SRC\" target=\"_blank\">Senate Rules Committee<\/a>, where ethics-reform bills tend to go to die.<\/p>\n<p class=\"MsoNormal\">His statements added to the fact that the ethics commission proposal has never, despite several years of lobbying, made it to the floor of the Senate for consideration.<\/p>\n<p class=\"MsoNormal\">That\u2019s why, though I\u2019ve focused on ethics reform this session, I\u2019ve only devoted <a href=\"http:\/\/haussamen.blogspot.com\/2009\/01\/should-ethics-panel-have-subpoena-power.html\">one in-depth story<\/a> to the ethics commission proposal.<\/p>\n<p class=\"MsoNormal\">The proposal was dead on arrival.<\/p>\n<p class=\"MsoNormal\">An ethics commission bill <a href=\"http:\/\/haussamen.blogspot.com\/2009\/03\/reform-bills-move-forward-but-it-may-be.html\">passed the House<\/a> this week, as it has the last two years, but it was immediately referred in the Senate to the Rules Committee &#8212; which is done meeting for the session. And the several ethics commission bills introduced in the Senate this year, including one sponsored by Rules Committee Chairwoman <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SLOPE\" target=\"_blank\">Linda Lopez<\/a>, D-Albuquerque, have literally languished in the Rules Committee for the entire session.<\/p>\n<p class=\"MsoNormal\">One has to begin wondering if some of these bills are being introduced simply so their sponsors can say they introduced them.
