It\u2019s a committee substitute for <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=116&amp;year=09\" target=\"_blank\">Senate Bill 116<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SFELD\" target=\"_blank\">Dede Feldman<\/a>, D-Albuquerque, and several other related bills.
