The latter ensures that the bill needs approval of two-thirds of senators instead of a simple majority and appears likely to doom it.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> was not pleased when senators killed Griego\u2019s <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=163&amp;year=09\" target=\"_blank\">Senate Bill 163<\/a> on a vote of 14-22.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cGovernor Richardson is disappointed that the Senate rejected a common-sense ethics proposal that already applies to the executive branch,\u201d said Gilbert Gallegos, the governor\u2019s deputy chief of staff. \u201cNevertheless, the governor is hopeful that the Legislature will pass a ban on contractor contributions, limits on campaign contributions and an independent ethics commission.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Griego pointed out that 25 other states have enacted such bans.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">\u2018Poison pill\u2019 amendments<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As for webcasting, the <a href=\"http:\/\/www.sfreeper.com\/2009\/03\/07\/sapien-blocks-web-casting\/\" target=\"_blank\">Santa Fe Reporter<\/a> has the goods on what it calls two \u201cpoison pill\u201d amendments proposed by Sen. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SSAPI\" target=\"_blank\">John Sapien<\/a>, D-Corrales, that were approved by the Senate.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?chamber=S&amp;legtype=R&amp;legno=%20%20%203&amp;year=09\" target=\"_blank\">Senate Resolution 3<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SBOIT\" target=\"_blank\">Mark Boitano<\/a>, R-Albuquerque, would officially allow live audio and video webcasting from the Senate floor. The amendments restrict allowable camera angles and create an oversight body to handle webcasting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Approving the bill as passed by the Senate Rules Committee would have required a simple majority. The amendments make the road to approval more difficult, if not impossible. Griego said the move \u201cmade webcasting unlikely on the Senate floor.\u201d And Sen. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SORTI\" target=\"_blank\">Gerald Ortiz y Pino<\/a>, D-Albuquerque, was quoted by the Reporter as saying that the attempt to secure approval of webcasting is now \u201chopeless.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The bill was tabled because one member was not able to make it to the floor on Saturday to vote, but it could be brought back up again today.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The debacle is the newest chapter in a battle over webcasting in the Senate. Last month, the <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committeedisplay.aspx?CommitteeCode=SXCC\" target=\"_blank\">Senate Committee\u2019s Committee<\/a> decided to take <a href=\"http:\/\/haussamen.blogspot.com\/2009\/02\/senate-takes-step-toward-webcasting.html\">a step toward webcasting<\/a> by allowing cameras to be reinstalled in the Senate gallery with the intention of beginning webcasting later this session. Boitano\u2019s resolution is necessary to set the ground rules.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The decision last month to reinstall the cameras in the Senate was a shift for the bipartisan Committee\u2019s Committee.
