More than a week ago, a mysterious group began running an ad on the city\u2019s television stations. The first image is of State Auditor and Albuquerque mayoral candidate Tim Keller, quickly followed by a dark figure wearing a hoodie. \u201cSex offender\u201d in bold red letters flashes on the screen before cutting to a backlit child riding a bike.<\/p>\n<p>Billboards later sprung up in the city.<\/p>\n<p>Little information was available about who paid for the ad, which began running on Sept. 13. But late Thursday night, less than 24 hours before Make Albuquerque Safe, the measure finance committee that paid for the ad, had to disclose its contributors, the developer of the vast Santolina land project said in an email statement that he was a financial backer of the committee.<\/p>\n<p>In his\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/4059149-OP-ED-WALH-GDC-9-21-2017.html\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a>, Jeff Garrett, CEO of Garrett Development Corporation and Asset Manager for Western Albuquerque Land Holdings, said he funded the ads because he found Keller \u201clacking\u201d generally as a candidate and that he was \u201csoft on crime\u201d in particular.<\/p>\n<aside class=\"module align-left half type-aside\">\n<h3>About this article<\/h3>\n<p>This article comes from\u00a0<a href=\"http:\/\/nmindepth.com\/2017\/09\/22\/santolina-developer-behind-sex-offender-ads-against-tim-keller\/\" target=\"_blank\" rel=\"noopener noreferrer\">New Mexico In Depth<\/a>. Sign up for\u00a0<a href=\"http:\/\/nmindepth.us6.list-manage.com\/subscribe?u=1d2ab093d81b992e50978b363&amp;id=9294743d38\" target=\"_blank\" rel=\"noopener noreferrer\">their newsletter<\/a>.<\/p>\n<\/aside>\n<p>In a\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/4059312-Make-Albuquerque-Safe-campaign-finance-report.html\" target=\"_blank\" rel=\"noopener noreferrer\">campaign finance report\u00a0<\/a>filed Friday at noon with the Albuquerque City Clerk\u2019s office for Make Albuquerque Safe, Garrett reported contributing $30,000, or half of $60,000 the committee collected through Sept. 21.<\/p>\n<p>The other half came from Mark Veteto, of Veteto Properties in Hobbs. It appears Veteto is the same Mark Veteto of Me-Tex Oil &amp; Gas identified by New Mexico In Depth in 2014 as one of the biggest political donors in New Mexico elections from 2011 through 2014.<\/p>\n<p>Hobbs-based Goal Advocacy, an oil and gas organization, identified Veteto on its website as president of both Me-Tex and Veteto Properties.<\/p>\n<p>From 2011 through 2014, Veteto contributed $150,359 to mostly Republican candidates, including Gov. Susana Martinez and U.S. Congressman Steve Pearce, according to a\u00a0<a href=\"http:\/\/nmindepth.com\/2014\/10\/27\/more-about-the-top-10-political-donors\/\" target=\"_blank\" rel=\"noopener noreferrer\">New Mexico In Depth analysis.<\/a><\/p>\n<p>New Mexico In Depth has attempted to contact Veteto to ask him why he is interested in opposing an Albuquerque mayoral candidate.<\/p>\n<p>Keller\u2019s campaign<a href=\"https:\/\/www.documentcloud.org\/documents\/4059383-Keller-Campaign-Statement-in-Response-to-Jeff.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0released a statement<\/a>\u00a0Friday afternoon calling it offensive \u201cto suggest that Tim would let anyone harm our kids, let alone make life easier for those who do.\u201d<\/p>\n<p>But, the campaign said, it is no surprise Garrett is behind the ad.<!--more--><\/p>\n<p>\u201cThe motivation for these attacks is clear. Arizona developer Garrett has millions of dollars on the line and will lose big if they don\u2019t have friends in city hall; that\u2019s why he is using offensive images and accusations regarding children and criminals to scare our community into making him money,&#8221; the campaign said.<\/p>\n<p>Garrett is not new to power politics. The anti-Keller ad is the second time Garrett has given big in local elections over the past 18 months, making an impact in last year\u2019s Bernalillo County Commission race when he\u00a0<a href=\"http:\/\/nmindepth.com\/2016\/07\/11\/santolina-developers-spent-another-36k-opposing-pedroza-in-bernco-race\/\" target=\"_blank\" rel=\"noopener noreferrer\">funded New Mexicans for New Mexico<\/a>, a political action committee that went after a Bernalillo County Commission candidate, Adrian Pedroza. Pedroza, who was running to replace outgoing commissioner Art de la Cruz, opposed the Santolina project. He lost to Steven Michael Quezada, who has since voted in favor of Santolina plans.<\/p>\n<p>Garrett\u2019s company, Garrett Development Company of Arizona, was contracted to manage the Santolina project by Western Albuquerque Land Holdings, the company seeking to develop a vast land-holding in western Bernalillo County. At full build-out, Santolina would hold homes for 90,000 people, creating a new city of sorts on Albuquerque\u2019s west side.<\/p>\n<p>In a\u00a0<a href=\"http:\/\/www.tk4abq.com\/assault_pressrelease\" target=\"_blank\" rel=\"noopener noreferrer\">press release on September 14<\/a>, Keller, who appears to be the frontrunner in the mayoral race, highlighted support he\u2019s received from sexual assault victim advocates and said the negative ad comes from \u201cwell-connected right-wing special interests who are worried they won\u2019t have a buddy in city hall.\u201d<\/p>\n<p>But Garrett is not worried about having a \u201cbuddy\u201d as mayor because most of the Santolina development is not in Albuquerque, his statement said.<\/p>\n<p>\u201cWith only two percent (2%) of WALH\u2019s holdings located in the City we are not worried about having a &#8216;buddy&#8217; as Mayor,\u201d he said.<\/p>\n<p>\u201cWe are PRO JOBS and PRO Business,\u201d Garrett said. \u201cWe work hard to attract employers to the City. This work is complicated by Albuquerque\u2019s crime and education problems. Tim Keller\u2019s SOFT-ON-CRIME legislation only makes economic development recruitment harder.\u201d<\/p>\n<p>Keller\u00a0<a href=\"https:\/\/www.abqjournal.com\/1067209\/albuquerque-police-union-endorses-keller.html\" target=\"_blank\" rel=\"noopener noreferrer\">won the endorsement\u00a0<\/a>of the Albuquerque Police Officers Association this week, in part because\u00a0of\u00a0\u201chis commitment to bring competitive wages to APD, fund equipment for the department, launch an aggressive recruiting effort, and because of his crime plan,\u201d Sean Willoughby told the Albuquerque Journal.<\/p>\n<p>Garrett does not mention in his statement that whoever is elected Albuquerque mayor will have some say over the Santolina development.<\/p>\n<p>The mayor sits on the Albuquerque Bernalillo County Water Utility Authority, a joint body of the city and county that will approve or disapprove water planning for the Santolina development needs.<\/p>\n<p>In 2014, Water Authority Executive Director Mark Sanchez explained the organization\u2019s role in rendering an opinion on major planned developments.<\/p>\n<p>\u201cIf the Santolina Level A Master Plan is approved by the Bernalillo County Commission, only then will Water Authority staff proceed in negotiating a draft development agreement with the developer,\u201d Sanchez wrote in a\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/4059135-Albuquerque-Bernalillo-County-Water-Utility.html\" target=\"_blank\" rel=\"noopener noreferrer\">letter dated July 29, 2014<\/a>, to staff at the Bernalillo County Planning Commission. \u201cOf course, final approval of any development agreement requires formal action by the Water Authority governing board.\u201d<\/p>\n<p>Albuquerque\u2019s mayor holds a seat on its decisionmaking body. Combined with three city councilors, city officials have\u00a0<a href=\"http:\/\/www.abcwua.org\/Your_Water_Authority.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">a majority on the utility\u2019s governing board.<\/a><\/p>\n<p>The 2011 legislation being used by the political committee to attack Keller was sponsored by State Senator Cisco McSorley, D-Albuquerque, and would have prevented municipalities from creating zones in which sex offenders could not live. It did not eliminate the ability of judges to place restrictions on where sex offenders could live.<\/p>\n<p>\u201cTim Keller\u2019s SOFT-ON-CRIME legislation only makes economic development recruitment harder,\u201d Garrett said in his statement. \u00a0\u201cIt is impossible to explain away how Mr. Keller supported the most hideous criminal offenders in society.\u201d<\/p>\n<p>The state\u2019s\u00a0<a href=\"http:\/\/www.governor.state.nm.us\/Sex_Offender.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">Sex Offender Management Board<\/a>, which is charged with developing and recommending \u00a0to New Mexico Sentencing Commission best practices in the management and treatment of adult and juvenile sex offenders, supported the legislation.<\/p>\n<p>The board, in a written position, said it did not support residency restrictions, according to Senate Bill 184\u2019s\u00a0<a href=\"https:\/\/nmlegis.gov\/Sessions\/11%20Regular\/firs\/SB0184.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">fiscal impact report<\/a>.<\/p>\n<p>\u201cImposing blanket restrictions has had a destabilizing impact in every jurisdiction where it has been implemented and most experts believe that it is dangerous and counterproductive,\u201d the report states.<\/p>\n<p>The bill\u00a0<a href=\"https:\/\/nmlegis.gov\/Sessions\/11%20Regular\/bills\/senate\/SB0184SVOTE.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">failed to pass<\/a>\u00a0when up for a vote on the Senate floor.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The CEO of the company that manages the Santolina development project gave $30,000 to the committee running the ads attacking Tim Keller.
