{"id":4249,"date":"2009-02-16T12:38:00","date_gmt":"2009-02-16T18:38:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2009\/02\/some-ethics-reform-bills-gain-momentum\/"},"modified":"2009-02-16T12:38:00","modified_gmt":"2009-02-16T18:38:00","slug":"some-ethics-reform-bills-gain-momentum","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2009\/02\/some-ethics-reform-bills-gain-momentum\/","title":{"rendered":"Some ethics reform bills gain momentum"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SZmzt8FxGAI\/AAAAAAAAK3M\/ryAvt6q_-v8\/s1600-h\/2009Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer; width: 100px; height: 150px;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SZmzt8FxGAI\/AAAAAAAAK3M\/ryAvt6q_-v8\/s200\/2009Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5303467638011271170\" border=\"0\" \/><\/a><\/p>\n<p class=\"MsoNormal\">Some high-profile ethics reform bills gained momentum today in the <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committeedisplay.aspx?CommitteeCode=SRC\" target=\"_blank\">Senate Rules Committee<\/a>.<\/p>\n<p class=\"MsoNormal\">Members of the committee who were present unanimously gave a do-pass recommendation to <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=128&amp;year=09\" target=\"_blank\">Senate Bill 128<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SWIRT\" target=\"_blank\">Peter Wirth<\/a>, D-Santa Fe. The bill would require that candidates file reports of expenditures and contributions twice a year in off-election years. Currently, the law requires that annually.<\/p>\n<p class=\"MsoNormal\">And they discussed at length proposals to prohibit lawmakers from becoming lobbyists for one year after they leave office and to ban campaign contributions from state contractors and prospective contractors, or at least require the disclosure of such contributions.<\/p>\n<p class=\"MsoNormal\">The committee\u2019s next step on those proposals is to consider various bills before them and draft committee substitute bills that combine them. Chair <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SLOPE\" target=\"_blank\">Linda Lopez<\/a>, D-Albuquerque, said she hopes to consider substitute bills for both proposals on Friday.<\/p>\n<p class=\"MsoNormal\">In the case of the proposal to ban former legislators from becoming lobbyists for a time, the primary difference between <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=94&amp;year=09\" target=\"_blank\">Senate Bill 94<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SBOIT\" target=\"_blank\">Mark Boitano<\/a>, R-Albuquerque, and <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=163&amp;year=09\" target=\"_blank\">Senate Bill 163<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SGRIR\" target=\"_blank\">Eric Griego<\/a>, D-Albuquerque, is the date the proposal would take effect. Griego\u2019s has it taking effect at the end of 2010, while Boitano\u2019s has it taking effect on July 1 of this year.<\/p>\n<p class=\"MsoNormal\">Combining various bills related to the other proposal &#8212; to ban or require the disclosure of contractors\u2019 contributions &#8212; is a more complicated task. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=258&amp;year=09\" target=\"_blank\">Senate Bill 258<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SKELL\" target=\"_blank\">Tim Keller<\/a>, D-Albuquerque, would ban all campaign contributions to statewide elected officials from state contractors or prospective contractors. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=263&amp;year=09\" target=\"_blank\">Senate Bill 263<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SBEFF\" target=\"_blank\">Sue Wilson Beffort<\/a>, R-Sandia Park, and <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=296&amp;year=09\" target=\"_blank\">Senate Bill 296<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SFELD\" target=\"_blank\">Dede Feldman<\/a>, D-Albuquerque, would both require that prospective and current state and local government contractors disclose their campaign contributions and that such disclosures be included in an Internet database accessible to the public.<\/p>\n<p class=\"MsoNormal\">But the bills from Beffort and Feldman have some substantial differences as well. Beffort\u2019s vastly expands the state definition of state contractor, while Feldman\u2019s expands the definition of public official. One requires the secretary of state to maintain the online database, while the other requires that the Department of Finance do it.<\/p>\n<p class=\"MsoNormal\">Regardless, most members of the committee who were present for today\u2019s meeting expressed general support for both proposals.<\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">\u2018We get shaken down all the time\u2019<\/span><\/p>\n<p class=\"MsoNormal\">In arguing for his bill today, Keller said others have rightly pointed out that campaign contribution limits and other attempts to slow money into the political system can be circumvented, while his proposal would completely \u201cdissolve the connection between state contractors and contributions.\u201d<\/p>\n<p class=\"MsoNormal\">During the hearing on Keller\u2019s bill, former Sen. Diane Snyder, who heads an engineering association, said she takes \u201cgreat offense at the fact that all of these bills are put in the tone of the bad guy being the person or firm who has the state contract.\u201d<\/p>\n<p class=\"MsoNormal\">\u201cWe get shaken down all the time, all the time. My members, I can tell you horror story after horror story after horror story,\u201d Synder told the committee. \u201c\u2026 All we ask is that we know what the real rules are so that you put them down on paper and we can comply. We don\u2019t want to be breaking the law.\u201d<\/p>\n<p class=\"MsoNormal\">The committee has not yet considered some of the most high-profile ethics reform proposals this year: enacting campaign contribution limits, creating an independent state ethics commission and opening legislative conference committees to the public. The first has been scheduled but not heard; the others haven\u2019t been scheduled.<\/p>\n<p class=\"MsoNormal\">And, last week, the committee\u2019s members decided to <a href=\"http:\/\/haussamen.blogspot.com\/2009\/02\/committee-leaves-public-financing-bill.html\">leave in limbo<\/a> a proposal to expand the state\u2019s public financing system to include races for legislative and statewide elected seats.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some high-profile ethics reform bills gained momentum today in the Senate Rules Committee.
