{"id":4232,"date":"2009-02-12T07:00:00","date_gmt":"2009-02-12T13:00:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2009\/02\/reform-backers-hopeful-about-fridays-hearing\/"},"modified":"2009-02-12T07:00:00","modified_gmt":"2009-02-12T13:00:00","slug":"reform-backers-hopeful-about-fridays-hearing","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2009\/02\/reform-backers-hopeful-about-fridays-hearing\/","title":{"rendered":"Reform backers hopeful about Friday&#8217;s hearing"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/SZOOrli7m6I\/AAAAAAAAK1M\/3-DhNa7ZBtg\/s1600-h\/2009Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer; width: 100px; height: 150px;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/SZOOrli7m6I\/AAAAAAAAK1M\/3-DhNa7ZBtg\/s200\/2009Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5301738065809349538\" border=\"0\" \/><\/a><\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Senate Rules Committee to consider a number of ethics reform proposals<\/span><\/p>\n<p>  The <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committeedisplay.aspx?CommitteeCode=SRC\" target=\"_blank\">Senate Rules Committee<\/a> has finally begun to move on a number of ethics reform proposals, and that has reform supporters saying there is reason for optimism despite <a href=\"http:\/\/haussamen.blogspot.com\/2009\/02\/committees-late-start-affects-ethics.html\">the committee\u2019s late start<\/a> on the issue.<\/p>\n<p class=\"MsoNormal\">\u201cThe public pressure is pretty clear at this point\u2026 and my impression is that our legislators are aware that the public pressure has been raised quite significantly,\u201d said Steve Allen, executive director of <a href=\"http:\/\/www.commoncause.org\/site\/pp.asp?c=dkLNK1MQIwG&amp;b=4847593\" target=\"_blank\">Common Cause New Mexico<\/a>.<\/p>\n<p class=\"MsoNormal\">One key reason some are citing for their optimism is that the rules committee gave a unanimous do-pass recommendation on Wednesday to <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=141&amp;year=09\" target=\"_blank\">Senate Bill 141<\/a>, which would allow a judge, in the case of an elected official who commits a felony connected to his office, to impose a fine no greater than the elected official\u2019s salary and benefits in addition to the standard sentence. The bill is sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SPAYN\" target=\"_blank\">William Payne<\/a>, R-Albuquerque.<\/p>\n<p class=\"MsoNormal\">Senate Majority Leader <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SSANC\" target=\"_blank\">Michael Sanchez<\/a>, D-Belen and a member of the committee, missed the vote.<\/p>\n<p class=\"MsoNormal\">The committee didn\u2019t have time to consider two other ethics bills on the agenda, so both are now scheduled to be considered by the committee on Friday along with at least <a href=\"http:\/\/haussamen.blogspot.com\/2009\/02\/senate-committee-moves-into-ethics.html\">nine other ethics-reform bills<\/a>. The two that were rescheduled are <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=261&amp;year=09\" target=\"_blank\">Senate Bill 261<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SBEFF\" target=\"_blank\">Sue Wilson Beffort<\/a>, R-Sandia Park, which would establish a process for the forfeiture of retirement benefits for state employees and state retirees convicted of felonies \u201carising from conduct related to\u201d their public employment. The second is <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?chamber=S&amp;legtype=B&amp;legno=%20165&amp;year=09\" target=\"_blank\">Senate Bill 165<\/a>, sponsored by <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SGRIR\" target=\"_blank\">Eric Griego<\/a>, D-Albuquerque, which would expand the state\u2019s public financing system to include legislators and statewide elected officials.<\/p>\n<p class=\"MsoNormal\">Other bills scheduled to be heard on Friday propose campaign contribution limits, prohibiting lawmakers from becoming lobbyists for one year after they leave office, increasing the frequency that campaign finance reports must be filed, and banning campaign contributions from state contractors or prospective contractors or at least requiring the disclosure of such contributions.<\/p>\n<p class=\"MsoNormal\">Absent from that list are a number of ethics bills, including proposals to create a state ethics commission and open legislative conference committees to the public.<\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Meeting is devoted almost entirely to ethics reform<\/span><\/p>\n<p class=\"MsoNormal\">Though it\u2019s common for committees to run out of time and have to reschedule bill hearings &#8212; as happened on Wednesday with the two ethics bills &#8212; it appears that at least some of the bills that are scheduled will actually be considered on Friday. There are only a few bills on the committee\u2019s agenda for the meeting other than the ethics bills. The meeting is scheduled to start at 8 a.m. in room 321 at the Roundhouse.<\/p>\n<p class=\"MsoNormal\">Sen. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SFELD\" target=\"_blank\">Dede Feldman<\/a>, D-Albuquerque, expressed the same optimism shared by Allen.<\/p>\n<p class=\"MsoNormal\">\u201cI\u2019m looking forward to that hearing, and I\u2019m hopeful we can identify the areas of agreement and the areas that we need to work on, and go forward,\u201d said Feldman, who has bills related to <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=116&amp;year=09\" target=\"_blank\">contribution limits<\/a> and the <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=296&amp;year=09\" target=\"_blank\">disclosure of contributions from contractors<\/a> scheduled to be heard Friday.<\/p>\n<p class=\"MsoNormal\"><a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=SKELL\" target=\"_blank\">Tim Keller<\/a>, D-Albuquerque, whose bill to ban all contributions to statewide elected officials <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=258&amp;year=09\" target=\"_blank\">from current or prospective contractors<\/a>, said he\u2019s also optimistic that the bills \u201cwill get a good hearing.\u201d He said the real question is whether the Legislature \u201cwants to appease public demand for common reform, such as contribution limits,\u201d or wants to focus on \u201cdirectly dissolving some of the connections between money and politics, such as contractor contribution bans and public financing,\u201d or both.<\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">The omnibus bill<\/span><\/p>\n<p class=\"MsoNormal\">If reform advocates are correct in their optimism, the tone in the Legislature &#8212; and in particular in the Senate &#8212; is different than it has been in recent years. It\u2019s no secret that many senators have been apprehensive about ethics reform in recent years, and many proposals have been approved in the House but died in the Senate.<\/p>\n<p class=\"MsoNormal\">Many who have opposed reform in the past are instead talking about folding a number of different proposals into one omnibus bill this year.<\/p>\n<p class=\"MsoNormal\">Feldman said that concerns her \u201cbecause one little thing can doom it.\u201d She said the committee\u2019s do-pass recommendation for Payne\u2019s bill is encouraging because it shows that the committee may allow some other proposals to move forward on their own.<\/p>\n<p class=\"MsoNormal\">\u201cIt was a sign, I think, that there is appetite enough to propel the bills forward,\u201d Feldman said.<\/p>\n<p class=\"MsoNormal\">Feldman said, at the very least, she hopes the architects behind the planned omnibus bill only \u201cgroup birds of a feather, so to speak, together, and don\u2019t try to be all things to all people with one huge bill.\u201d<\/p>\n<p class=\"MsoNormal\">Matt Brix, policy director for the <a href=\"http:\/\/www.civicpolicy.com\/\" target=\"_blank\">Center for Civic Policy<\/a>, said he hopes the omnibus bill won\u2019t be used to kill reform.<\/p>\n<p class=\"MsoNormal\">\u201cWith each legislative session, there are more and more compelling reasons to enact key ethics reforms,\u201d he said. \u201cWe do hope that by rolling several bills into one omnibus bill, opponents of reform will not find reasons to block the bill, limit public comment, water down the bill or add a poison-pill amendment.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senate Rules Committee to consider a number of ethics reform proposals The Senate Rules Committee has finally begun to move on a number of ethics reform proposals, and that has reform supporters saying there is reason for optimism despite the committee\u2019s late start on the issue. \u201cThe public pressure is pretty clear at this point\u2026 [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1],"tags":[],"class_list":["post-4232","post","type-post","status-publish","format-standard","hentry","category-uncategorized"],"_links":{"self":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/4232","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/comments?post=4232"}],"version-history":[{"count":0,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/4232\/revisions"}],"wp:attachment":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media?parent=4232"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/categories?post=4232"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/tags?post=4232"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
