{"id":4177,"date":"2009-01-27T13:26:00","date_gmt":"2009-01-27T19:26:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2009\/01\/house-subcommittee-to-study-webcasting\/"},"modified":"2009-01-27T13:26:00","modified_gmt":"2009-01-27T19:26:00","slug":"house-subcommittee-to-study-webcasting","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2009\/01\/house-subcommittee-to-study-webcasting\/","title":{"rendered":"House subcommittee to study webcasting"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/SX9gI5Fit6I\/AAAAAAAAKt0\/SMHMIH8t3AE\/s1600-h\/2009Legislature.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer; width: 100px; height: 150px;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/SX9gI5Fit6I\/AAAAAAAAKt0\/SMHMIH8t3AE\/s200\/2009Legislature.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5296057392690280354\" border=\"0\" \/><\/a><\/p>\n<p class=\"MsoNormal\">The House <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committeedisplay.aspx?CommitteeCode=HXRC\" target=\"_blank\">Rules and Order of Business Committee<\/a> decided today to create a subcommittee to study the issue of whether to allow webcasting of House proceedings.<\/p>\n<p class=\"MsoNormal\">The vote to do that followed discussion of <a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?chamber=H&amp;legtype=R&amp;legno=%20%20%202&amp;year=09\" target=\"_blank\">House Resolution 2<\/a>, a proposal from Majority Leader <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HMART\" target=\"_blank\">Ken Martinez<\/a>, D-Grants, and Minority Leader <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HTAYT\" target=\"_blank\">Tom Taylor<\/a>, R-Farmington, that would explicitly allow webcasting of committee meetings &#8212; but only if the chair of the committee in question allows it.<\/p>\n<p class=\"MsoNormal\">The Rules Committee gave no timetable for its subcommittee to report back on webcasting, so the move effectively stops the Martinez\/Taylor bill in its tracks for the time being.<\/p>\n<p class=\"MsoNormal\">The move comes after Rep. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HARNO\" target=\"_blank\">Janice Arnold-Jones<\/a> webcast live audio and video from the House <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committeedisplay.aspx?CommitteeCode=HTRC\" target=\"_blank\">Taxation and Revenue Committee<\/a> on Monday.<\/p>\n<p class=\"MsoNormal\">Today\u2019s creation of the subcommittee, according to The Santa Fe New Mexican\u2019s <a href=\"http:\/\/greenchilechatter.blogspot.com\/2009\/01\/house-decides-to-study-web-casting.html\" target=\"_blank\">Kate Nash<\/a>, came after an hour of debate, with some members arguing that webcasting creates openness and others saying the video could be used for political purposes.<\/p>\n<p class=\"MsoNormal\">Arnold-Jones released a statement after the committee meeting expressing support for the Martinez\/Taylor proposal.<\/p>\n<p class=\"MsoNormal\">\u201cI am extremely disappointed the Rules Committee failed to come to a conclusion about broadcasting legislative sessions,\u201d Arnold-Jones said. \u201c\u2026  Broadcasting committee meetings and sessions allow those unable to physically come to the Capital to still be a part of the political process. I commend my colleagues who support HR 2 and hope they continue the fight for more access and transparency.\u201d  <\/p>\n<p class=\"MsoNormal\">At today\u2019s meeting, House Speaker <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HLUJA\" target=\"_blank\">Ben Lujan<\/a> said he\u2019s not opposed to webcasting. The reality is this: Though the Legislature appropriated capital outlay funds in 2005 for the purpose of purchasing and installing the equipment to webcast, the House portion of that appropriation expired last year &#8212; three years later &#8212; without having been spent.<\/p>\n<p class=\"MsoNormal\">Meanwhile, Senate leaders &#8212; most of them openly opposed to webcasting &#8212; spent their portion of the funding and have the equipment on hand, though they currently refuse to begin webcasting.<\/p>\n<p class=\"MsoNormal\">Who controls the House?
