{"id":4127,"date":"2009-01-13T00:59:00","date_gmt":"2009-01-13T06:59:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2009\/01\/a-new-delegation-a-new-chance-for-wilderness\/"},"modified":"2009-01-13T00:59:00","modified_gmt":"2009-01-13T06:59:00","slug":"a-new-delegation-a-new-chance-for-wilderness","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2009\/01\/a-new-delegation-a-new-chance-for-wilderness\/","title":{"rendered":"A new delegation, a new chance for wilderness"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SWvhLmMGOnI\/AAAAAAAAKT0\/b8xJwrFWLOk\/s1600-h\/0112.Organ+Mountains+2.jpg\"><img decoding=\"async\" style=\"margin: 0px auto 10px; display: block; text-align: center; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SWvhLmMGOnI\/AAAAAAAAKT0\/b8xJwrFWLOk\/s1600\/0112.Organ+Mountains+2.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5290569776622877298\" border=\"0\" \/><\/a><\/p>\n<p><span style=\"color: rgb(0, 0, 0);font-size:130%;\" ><span style=\"font-style: italic;\">Democrats Bingaman, Udall and Teague work toward permanent protection of land in Do\u00f1a Ana County  <\/span><\/span><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SWvhGf8bn5I\/AAAAAAAAKTs\/XZtIrCAx3bg\/s1600-h\/Bingaman,+Jeff.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer; width: 120px; height: 160px;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SWvhGf8bn5I\/AAAAAAAAKTs\/XZtIrCAx3bg\/s200\/Bingaman,+Jeff.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5290569689047211922\" border=\"0\" \/><\/a>A bill U.S. Sen. <a href=\"http:\/\/bingaman.senate.gov\/\" target=\"_blank\">Jeff Bingaman<\/a> sponsored on Sunday that would <a href=\"http:\/\/www.santafenewmexican.com\/SantaFeNorthernNM\/U-S--Senate--A-great-day-for-America-s-public-lands-\" target=\"_blank\">set aside land in nine states as wilderness<\/a> doesn\u2019t include the Organ Mountains or other land in Do\u00f1a Ana County, but the senator\u2019s office says he plans to introduce legislation to extend wilderness protection to land in the county in the coming months.<\/p>\n<p class=\"MsoNormal\">In the meantime, the bill the New Mexico Democrat sponsored over the weekend does include one proposal sought by many in the Las Cruces area: the creation of a 5,367-acre national monument in the Robledo Mountains to protect fossilized prehistoric animal tracks there.<\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SWvg7UCJdDI\/AAAAAAAAKTU\/AjYQdgY9FPE\/s1600-h\/Udall,+Tom.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer; width: 120px; height: 160px;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SWvg7UCJdDI\/AAAAAAAAKTU\/AjYQdgY9FPE\/s200\/Udall,+Tom.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5290569496871400498\" border=\"0\" \/><\/a>That proposed monument is important to conservation groups in the area, but it\u2019s only a part of the larger battle over how to protect land in Do\u00f1a Ana County &#8212; and how much land should be protected &#8212; that has raged for years as a coalition led by the <a href=\"http:\/\/donaanawild.org\/\" target=\"_blank\">New Mexico Wilderness Alliance<\/a> has sparred with a group led by some <a href=\"http:\/\/www.peopleforwesternheritage.com\/\" target=\"_blank\">ranchers and four-wheeling enthusiasts<\/a>. The wilderness coalition wants to designate about 300,000 acres in the county as wilderness and another 96,000 as a national conservation area. The ranchers\u2019 group wants no wilderness at all and proposes new, less-restrictive designations for the land, in addition to requiring the sale of 65,000 acres of the land owned by the Bureau of Land Management.<\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SWvg7VCxwwI\/AAAAAAAAKTc\/41BBZLPVp7I\/s1600-h\/Teague,+Harry.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer; width: 120px; height: 160px;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SWvg7VCxwwI\/AAAAAAAAKTc\/41BBZLPVp7I\/s200\/Teague,+Harry.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5290569497142477570\" border=\"0\" \/><\/a>Consensus built early on behind the wilderness group\u2019s plan, but the coalition has fractured to some extent as the opposing group has become more vocal and organized. While there are more than 200,000 acres in the county protected by the temporary wilderness study area designation, no land has received the permanent wilderness designation from Congress.<\/p>\n<p class=\"MsoNormal\">Many wilderness supporters are hopeful, now that every member of the state\u2019s congressional delegation is a Democrat, that at least some of the land will receive the wilderness designation, the highest level of protection allowed by the federal government.<\/p>\n<p class=\"MsoNormal\">Former Republican U.S. Sen. <a href=\"http:\/\/en.wikipedia.org\/wiki\/Pete_Domenici\" target=\"_blank\">Pete Domenici<\/a> first proposed a plan in 2005 to give the wilderness designation to more than 200,000 acres in the county and sell off another 65,000, but then the wilderness group began pushing its own plan. After consensus behind the wilderness group\u2019s plan fractured, both Domenici and Bingaman backed off, saying they would not intervene until local consen<span style=\"font-size:100%;\">sus was reached.<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size:100%;\">Meanwhile, former Republican U.S. Rep. <a href=\"http:\/\/en.wikipedia.org\/wiki\/Steve_Pearce\" target=\"_blank\">Steve Pearce<\/a> sponsored as legislation the plan put forward by the ranchers\u2019 group that would have created no wilderness in the county. It went nowhere.<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size:100%;\">Domenici has been replaced by Democrat <a href=\"http:\/\/tomudall.senate.gov\/\" target=\"_blank\">Tom Udall<\/a>, who has sponsored and successfully pushed wilderness legislation in his northern New Mexico House district in the past. And Pearce has been replaced by<\/span> Democrat <a href=\"http:\/\/teague.house.gov\/\" target=\"_blank\">Harry Teague<\/a>. Bingaman spokeswoman Jude McCartin said, now that the new delegation is in place, the senator \u201cintends to work with them to develop a bill in the coming months.\u201d<\/p>\n<p class=\"MsoNormal\">While Udall and Teague are pledging to work with various community groups and Bingaman to try to build consensus, they aren\u2019t committing to any plan at this point.<\/p>\n<p class=\"MsoNormal\">\u201cSen. Udall will meet with the stakeholders involved and work to build consensus on this matter,\u201d spokeswoman Marissa Padilla said. \u201cHe looks forward to collaborating with them and Sen. Bingaman and Congressman Teague as the process to introduce legislation moves forward.\u201d<\/p>\n<p class=\"MsoNormal\">Teague spokeswoman Sara Schreiber said Teague has already met with community groups on this topic since being elected. She said the congressman is working with Bingaman, but she wouldn\u2019t say whether Teague will support Bingaman\u2019s forthcoming proposal.<\/p>\n<p class=\"MsoNormal\">\u201cWe\u2019re waiting to actually see a bill before we say whether we\u2019re going to support it or not,\u201d Schreiber said.<\/p>\n<p class=\"MsoNormal\">In a follow-up e-mail, Schreiber wrote that Teague \u201cis in favor of extending wilderness protection areas in Do\u00f1a Ana County &#8212; but as you might expect we can\u2019t say whether or not he\u2019s supportive of legislation that is still in the works.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Democrats Bingaman, Udall and Teague work toward permanent protection of land in Do\u00f1a Ana County A bill U.S. Sen.
