Why?"},"content":{"rendered":"<p class=\"MsoNormal\">An Albuquerque Journal article published today had an interesting take on Monday\u2019s news that the U.S. Attorney\u2019s Office has convened a federal grand jury to investigate the awarding of a lucrative state contract to a California company that made big contributions to political action committees formed by Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a>.<\/p>\n<p class=\"MsoNormal\">The Journal article, which you can read by clicking <a href=\"http:\/\/www.abqjournal.com\/news\/state\/16114142state12-16-08.htm\" target=\"_blank\">here<\/a>, called Monday\u2019s report from <a href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=20601087&amp;sid=aL0GGUluJeT8&amp;refer=worldwide\" target=\"_blank\">Bloomberg.com<\/a> &#8212; the first to publicly reveal the grand jury investigation &#8212; \u201cold news,\u201d at least \u201cfor the most part.\u201d<\/p>\n<p class=\"MsoNormal\">Why is that? Well, the Journal article goes on to recount the fact that the newspaper had already reported <a href=\"http:\/\/www.abqjournal.com\/north\/291138528323north08-29-08.htm\" target=\"_blank\">in August<\/a> and again <a href=\"http:\/\/www.abqjournal.com\/news\/state\/19113715state10-19-08.htm\" target=\"_blank\">in October<\/a> on the federal investigation into the fact that <a href=\"http:\/\/www.cdrfp.com\/\" target=\"_blank\">CDR Financial<\/a> was paid more than $1.4 million on a contract it won in 2004 to advise the New Mexico Finance Authority on interest-rate swaps and other work related to a $1.6 billion transportation project.<\/p>\n<p class=\"MsoNormal\">Meanwhile, in 2003 and 2004, CDR Financial gave $75,000 to Richardson\u2019s political action committee Si Se Puede!, and the company\u2019s head, David Rubin, gave $25,000 to Moving America Forward, another Richardson PAC.<\/p>\n<p class=\"MsoNormal\">But there were two key facts revealed for the first time on Monday in the Bloomberg.com article and a second article published by the <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2008\/12\/15\/AR2008121502940.html\" target=\"_blank\">Washington Post<\/a>, facts that had not previously been reported by the Journal.<\/p>\n<p class=\"MsoNormal\">The first is what\u2019s stated in the first sentence of this posting: The U.S. Attorney\u2019s Office has convened a federal grand jury to look into the situation. That\u2019s a big deal.<\/p>\n<p class=\"MsoNormal\">The second is that both articles quote sources as saying the probe is focused on whether the governor\u2019s office influenced the decision to hire CDR in exchange for the campaign contributions. That\u2019s a closer link to the governor than explicitly stated in the prior Journal articles.<\/p>\n<p class=\"MsoNormal\">Until Monday, the Journal had taken the lead on this story. But today\u2019s article pretends, erroneously, that news the Journal wasn\u2019t the first to break in fact wasn\u2019t news.
