{"id":40603,"date":"2012-06-05T12:29:05","date_gmt":"2012-06-05T18:29:05","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/?p=40603"},"modified":"2012-06-05T16:36:50","modified_gmt":"2012-06-05T22:36:50","slug":"dem-legislative-primaries-are-the-races-to-watch","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2012\/06\/dem-legislative-primaries-are-the-races-to-watch\/","title":{"rendered":"Dem legislative primaries are the races to watch"},"content":{"rendered":"<div id=\"attachment_32177\"  class=\"wp-caption module image alignright\" style=\"max-width: 270px;\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-32177 \" title=\"Roundhouse\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2011\/09\/Roundhouse.jpeg\" alt=\"The Roundhouse in Santa Fe (Photo by Heath Haussamen)\" width=\"270\" height=\"203\" \/><\/a><p class=\"wp-caption-text\">The Roundhouse in Santa Fe (Photo by Heath Haussamen)<\/p><\/div>\n<h4>There\u2019s been lots of political drama in the Republican Senate primary race between Angie Spears and Pat Woods, but if you care about races that will impact the makeup of the Legislature and policy, there are several more interesting contests, all on the Democratic side.<\/h4>\n<p>Some in the media have been pushing the storyline that the Republican primary race between Angie Spears and Pat Woods is the most <a href=\"http:\/\/joemonahansnewmexico.blogspot.com\/\" target=\"_blank\">important<\/a> and <a href=\"http:\/\/www.lcsun-news.com\/las_cruces-news\/ci_20768707\/governor-takes-sides-gop-state-senate-race\" target=\"_blank\">closely watched<\/a> legislative race in today\u2019s election.<\/p>\n<p>If you care only about political drama, that may be true. But if you care about races that will impact the makeup of the Legislature and policy, there are several more interesting contests, all on the Democratic side.<\/p>\n<p>While the few GOP primaries involve candidates who largely agree with each other on the issues (including Spears and Woods), there\u2019s a real ideological battle being fought among Democrats.<\/p>\n<p>Progressives are working to unseat more conservative Democratic incumbents and battling for open seats as they push policies including closing a loophole that allows out-of-state corporations to avoid paying some taxes and tapping into the permanent fund for early-childhood education programs.<\/p>\n<p>Republican Gov. Susana Martinez and those close to her are trying to <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/02\/martinez-looks-to-unseat-legislative-foes\/\" target=\"_blank\">make good on her threat<\/a> to remake the Legislature because it hasn\u2019t approved many of her high-profile proposals, such as putting an end to so-called social promotion and repealing a law that allows undocumented immigrants to obtain driver\u2019s licenses. Part of the strategy includes backing Democratic candidates who are friendlier to her proposals.<\/p>\n<p>The Democratic primary matters for Martinez. Republicans have a realistic chance of picking up seats in the N.M. Senate in November. But it\u2019s possible that, even if they do, Martinez could lose votes for some of her high-profile agenda items if enough Democratic seats shift to the left.<\/p>\n<h3>Martinez\u2019s gamble<\/h3>\n<p>Some want you to believe what\u2019s at stake is Martinez\u2019s credibility in her own party because she has endorsed Spears and angered some Republicans in the Clovis area. But <a href=\"http:\/\/www.publicpolicypolling.com\/pdf\/2011\/PPP_Release_NM_425.pdf\">polls<\/a> continue to show that she is popular among New Mexicans and extremely popular among Republicans.<!--more--><\/p>\n<p>Here\u2019s what Albuquerque pollster Brian Sanderoff was quoted <a href=\"http:\/\/www.syracuse.com\/newsflash\/index.ssf\/story\/nm-primary-features-bruising-legislative-races\/a61dda8ad2234b8daabb7ebf375e5efc\" target=\"_blank\">by The Associated Press<\/a> as saying about Martinez\u2019s involvement in the Spears-Woods race:<\/p>\n<blockquote><p>\u201cSanderoff doubts that Martinez will be weakened politically by the GOP infighting in the Senate race between Spears and Woods.<\/p>\n<p>\u201cThe winner of the GOP primary, Sanderoff said, \u2018will still be voting conservative in the Legislature because they\u2019ll have no choice.\u2019<\/p>\n<p>\u201c\u2018It\u2019s not as if you choose the wrong Republican nominee it\u2019s going to hurt you during the session. They may not be her best friend, doing anything to go out of their way to help the governor, but they\u2019re going to vote with her on most matters if they want to get elected,\u2019 said Sanderoff.\u201d<\/p><\/blockquote>\n<p>There\u2019s a much more important reason that Martinez\u2019s credibility is at stake today and in November.<\/p>\n<p>By threatening to unseat legislators who have stood in her way, Martinez has bet that she can remake the Legislature in this year\u2019s election rather than compromising with her foes. Republicans probably aren\u2019t going to take control of the Legislature, so to win that fight, Martinez has to help elect Democrats who will vote for her proposals.<\/p>\n<p>That includes defending incumbents who already have voted with her. A Martinez-supporting Super PAC is <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/06\/martinez-supporting-super-pac-comes-to-aid-of-dems\/\" target=\"_blank\">doing just that<\/a> by sending out mailers and running radio ads defending Democratic Sens. John Arthur Smith, Pete Campos and Phil Griego.<\/p>\n<h3>What will the Legislature look like next year?<\/h3>\n<p>Martinez has made a very clear and loud threat. If she makes good on it, the Legislature will be more favorable to her proposals. If not, she\u2019s going to have an even rougher road ahead in future legislative sessions.<\/p>\n<p>Or she\u2019s going to have to shift gears and compromise on some of the issues on which she and the Democratic-controlled Legislature are deadlocked.<\/p>\n<p>Meanwhile, progressives are <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/06\/groups-unite-behind-cd1s-griego-legislative-candidates\/\" target=\"_blank\">fighting as hard as Martinez<\/a> \u2013 and they have a good track record in recent Democratic primaries. Again, Sanderoff, as quoted by The AP:<\/p>\n<blockquote><p>\u201cThe strategy of trying to affect the overall composition of the Legislature and include more liberals is going beyond just trying to elect Democrats in the general. They\u2019re taking on safe Democratic seats and trying to impact the primaries. It\u2019s happened before and it will happen again, but it seems to be a little more aggressive this time.\u201d<\/p><\/blockquote>\n<p>Tonight\u2019s election results will tell us a lot about what the Legislature is going to look like when it meets in January.<\/p>\n<h3>Update, 12:40 p.m.<\/h3>\n<p>This is not a comprehensive list of the Democratic primary races in which the candidates are divided by ideology, but here are some of the races that should be on your radar tonight, along with a bit of analysis and links to articles if NMPolitics.net has profiled the races:<\/p>\n<ul>\n<li>The <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/05\/super-pac-union-aid-sen-smiths-challenger\/\" target=\"_blank\">N.M. Senate District 35 primary race<\/a> in Southern New Mexico between incumbent State Sen. John Arthur Smith, D-Deming, and challenger Larry Martinez will be interesting. Smith should have the advantage, but he hasn\u2019t had a primary- or general-election challenger since 1996, so voters in the district aren\u2019t used to him being torn down. And a teacher\u2019s union and progressive Super PAC have beaten up his reputation a lot lately. This one is difficult to predict.<\/li>\n<li>The <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/05\/complaint-against-griego-looms-large-in-state-senate-race\/\" target=\"_blank\">Senate District 39 Democratic primary race<\/a> between incumbent Phil Griego and challengers Jack Sullivan and Nicole Castellano involves an ethics complaint against Griego and a progressive machine working to get Sullivan elected.
