{"id":399806,"date":"2017-08-02T08:18:02","date_gmt":"2017-08-02T14:18:02","guid":{"rendered":"http:\/\/nmpolitics.net\/index\/?p=399806"},"modified":"2017-08-02T08:18:02","modified_gmt":"2017-08-02T14:18:02","slug":"its-time-to-end-city-managers-tenure-in-hobbs","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2017\/08\/its-time-to-end-city-managers-tenure-in-hobbs\/","title":{"rendered":"It&#8217;s time to end city manager&#8217;s tenure in Hobbs"},"content":{"rendered":"<p><strong>COMMENTARY:<\/strong>\u00a0Let me start with what should be the conclusion: The Hobbs City Commission must not take action on any proposal to extend its relationship with Hobbs City Manager John J. \u201cJ.J.\u201d Murphy. Not a contract extension that keeps Murphy in place as city manager for any amount of time past <a href=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2015\/07\/MurphyThirdContractAmendment.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">his current contract<\/a>. Not a consulting contract that keeps his nose in city business and involved with city staff. Nothing. Just let the contract lapse <a href=\"http:\/\/digital.olivesoftware.com\/Olive\/APA\/HobbsNews\/SharedView.Article.aspx?href=NHN%2F2017%2F07%2F26&amp;id=Ar00110&amp;sk=B310367C\" target=\"_blank\" rel=\"noopener noreferrer\">on\u00a0Aug. 23<\/a>.<\/p>\n<div id=\"attachment_359962\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-359962\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/06\/Marshall-Byron-336x268.jpg\" alt=\"Byron Marshall\" width=\"336\" height=\"268\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/06\/Marshall-Byron-336x268.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/06\/Marshall-Byron-768x614.jpg 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/06\/Marshall-Byron-771x616.jpg 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/06\/Marshall-Byron.jpg 950w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-media-credit\">Courtesy photo<\/p><p class=\"wp-caption-text\">Byron Marshall<\/p><\/div>\n<p>If one looks into Murphy\u2019s past before Hobbs, it\u2019s obvious that Hobbs was Murphy\u2019s opportunity to press the reset button on his career. Controversies related to his tenure as the city administrator of Wilkes-Barre, Pa., have lingered years after <a href=\"http:\/\/wethefourth.org\/hobbs-funny-business.html\" target=\"_blank\" rel=\"noopener noreferrer\">his departure in 2010<\/a>. His salary when he left Wilkes-Barre <a href=\"http:\/\/timesleader.com\/archive\/215296\/news-local-news-news-152088684-2\" target=\"_blank\" rel=\"noopener noreferrer\">was $81,120<\/a>, and yet the Hobbs City Commission found him qualified enough to offer him an initial base salary of $140,000, as well as a five-year contract.<\/p>\n<p>In less than five years, the commission increased his base salary to more than $180,000 and agreed to <a href=\"http:\/\/nmpolitics.net\/index\/2015\/07\/hobbs-managers-contract-evolution-exposes-sense-of-entitlement\/\" target=\"_blank\" rel=\"noopener noreferrer\">a slew of additional benefits<\/a>. Few government employees in New Mexico <a href=\"https:\/\/www.bizjournals.com\/albuquerque\/news\/2016\/10\/19\/what-people-earn-see-how-much-high-profile-state.html\" target=\"_blank\" rel=\"noopener noreferrer\">make more than Murphy<\/a> \u2013 cabinet secretaries and even Gov. Susana Martinez don\u2019t make us much as Murphy!<\/p>\n<p>Such a salary and such a contract term look very good on <a href=\"http:\/\/wethefourth.org\/files\/pdf\/JJ-resume-brighton-co.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a r\u00e9sum\u00e9<\/a> when applying for other manager positions. But, what\u2019s more, the City of Hobbs has funded Murphy\u2019s r\u00e9sum\u00e9-building with tens of thousands of dollars\u2019 worth of training and conferences, from the Harvard Kennedy School\u2019s <a href=\"http:\/\/jjmurphyhobbsnewmexico.strikingly.com\/blog\/jj-murphy-of-hobbs-new-mexico-rejuvenated-by-harvard-kennedy-school\" target=\"_blank\" rel=\"noopener noreferrer\">Senior Executives in State and Local Government<\/a> to the University of Virginia\u2019s <a href=\"https:\/\/jjmurphyhobbsnewmexico.wordpress.com\/2017\/06\/27\/jj-murphy-of-hobbs-new-mexico-graduate-of-senior-executive-institute\/\" target=\"_blank\" rel=\"noopener noreferrer\">Senior Executive Institute<\/a>. Hobbs has gone from springboard to cannon for Murphy&#8217;s job prospects. (You&#8217;re welcome, J.J.)<\/p>\n<p>It was in 2015 that the Hobbs News-Sun first reported on Murphy\u2019s candidacy for a manager position outside of Hobbs \u2013 <a href=\"http:\/\/digital.olivesoftware.com\/Olive\/APA\/HobbsNews\/SharedView.Article.aspx?href=NHN%2F2015%2F08%2F23&amp;id=Ar00109&amp;sk=149EB427\" target=\"_blank\" rel=\"noopener noreferrer\">Palm Beach County, Fla.<\/a> Since then, Murphy has been an applicant, semifinalist or finalist to <a href=\"http:\/\/wethefourth.org\/hobbs-ongoing-debacle.html#msg-box3-5\" target=\"_blank\" rel=\"noopener noreferrer\">at least another 14 municipalities<\/a>. As anyone who\u2019s been in the job market knows, it takes time to apply for a job, but when Murphy has been so far in the selection process to be a finalist, that has required travel for community meet-and-greets and interviews.<\/p>\n<p>He was in Brighton, Colo., <a href=\"http:\/\/digital.olivesoftware.com\/Olive\/APA\/HobbsNews\/SharedView.Article.aspx?href=NHN%2F2017%2F07%2F13&amp;id=Ar00117&amp;sk=7B5A2B7C\" target=\"_blank\" rel=\"noopener noreferrer\">on July 6 and 7<\/a>, for example. I can\u2019t help but do a little math that, for about a dozen communities (that we know of) for which he\u2019s been a publicly announced contender, if the average time required is three days to travel and interview, that\u2019s more than a month\u2019s worth of days that have been spent looking for a new job and weren\u2019t spent in Hobbs. Again, those are only the cities we know about!<!--more--><\/p>\n<p>But, I would urge my fellow residents to look at his job search another way. There have been at least 15 communities of various sizes in a number of states that have vetted Murphy\u2019s background, interviewed him and checked his references and not hired him. Despite the expensive training that Hobbs taxpayers have paid for. Despite his <a href=\"http:\/\/nmpolitics.net\/index\/2015\/07\/hobbs-managers-contract-evolution-exposes-sense-of-entitlement\/\" target=\"_blank\" rel=\"noopener noreferrer\">exorbitant salary and benefits<\/a> (what could be portrayed as value). Despite his <a href=\"https:\/\/www.scribd.com\/document\/346152622\/JJ-Murphy-of-Hobbs-New-Mexico-Shared-his-Experience-as-a-Military-Officer\" target=\"_blank\" rel=\"noopener noreferrer\">prominently promoted military background<\/a>. Despite the Hobbs City Commission\u2019s decision to send Murphy to another Harvard course <a href=\"http:\/\/digital.olivesoftware.com\/Olive\/APA\/HobbsNews\/SharedView.Article.aspx?href=NHN%2F2017%2F01%2F18&amp;id=Ar00216&amp;sk=723B6DA4\" target=\"_blank\" rel=\"noopener noreferrer\">in January<\/a> \u2013 months after the mayor said publicly Murphy would <a href=\"http:\/\/digital.olivesoftware.com\/olive\/apa\/hobbsnews\/SharedView.Article.aspx?href=NHN%2F2016%2F10%2F02&amp;id=Ar00400&amp;sk=86DD877D\" target=\"_blank\" rel=\"noopener noreferrer\">need to move on<\/a>.\u00a0Despite a\u00a0$13\u00a0million golf-course renovation and a\u00a0$65\u00a0million rec-center build that were started during his tenure.<\/p>\n<p>It seems the Hobbs City Commission did little, if any, vetting of Murphy\u2019s background before hiring him in 2012 and locking itself into a one-sided contract for five years. There are now <a href=\"http:\/\/wethefourth.org\/hobbs-ongoing-debacle.html#msg-box3-5\" target=\"_blank\" rel=\"noopener noreferrer\">15 communities<\/a> that we know have done their homework on Murphy and opted against hiring him. That should inform the Hobbs City Commission\u2019s decision whether to continue its relationship with Murphy after the end of his contract. It should also inform residents how engaged they need to be during the selection process of the next city manager. If the commission doesn\u2019t know how to use Google, we do.<\/p>\n<p>Only a handful of people have stuck their necks out to challenge the city\u2019s direction and to account for Murphy\u2019s dealings in Hobbs. In addition to those few Hobbs residents, earlier this year, New Mexico State Auditor Tim Keller <a href=\"http:\/\/nmpolitics.net\/index\/2017\/04\/state-auditor-says-hobbs-may-need-new-leadership\/\" target=\"_blank\" rel=\"noopener noreferrer\">told NMPolitics.net<\/a>, \u201cperhaps the citizens of Hobbs could be better served with new leadership.\u201d<\/p>\n<p>I believe that without a doubt, and at such a critical juncture, I believe more residents must add their voices to the calls for a change in direction and an end to Murphy\u2019s tenure. Remember: silence is consent! Please, fellow Hobbsans, contact your respective city commissioners or all the city commissioners and implore them to make a decision that will cause Hobbs\u2019 relationship with Murphy to end with his contract.
