She confirmed that utility payment \u201cissues\u201d have been brought to law enforcement\u2019s attention but said she could not elaborate.<\/p>\n<p>Neither would talk about why the city might have been giving away free utilities. The multi-agency investigation into the city\u2019s dealings has, thus far, led to charges against 11 people that include <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/02\/sunland-park-officials-charged-in-extortion-plot\/\" target=\"_blank\">extortion<\/a>, <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/03\/two-more-charged-in-sunland-park-voter-fraud-scheme\/\" target=\"_blank\">voter fraud<\/a>, <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/03\/salinas-police-chief-arrested-on-bribery-charges\/\" target=\"_blank\">bribery<\/a> and <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/04\/salinas-two-others-face-new-fraud-charges\/\" target=\"_blank\">fraud<\/a>.<\/p>\n<p>Here\u2019s the full list of issues Blackstone said the auditor\u2019s office has looked into thus far:<\/p>\n<ul>\n<li>\u201cPotential violations of the Procurement Code related to payments made by the city from certain funds and the procurement of services.\u201d<\/li>\n<li>\u201cPotential violations of the Travel and Per Diem Act and the city\u2019s internal travel reimbursement policy.\u201d<\/li>\n<li>\u201cPayments from the city\u2019s funds that exceeded the amounts approved by the (N.M. Department of Finance and Administration), which is a violation of law.\u201d<\/li>\n<li>\u201cThe city\u2019s adjustments to utility bills and forgiveness of debt related to utility charges.\u201d<\/li>\n<li>\u201cDeficiencies in the city\u2019s capital assets \u2013 including capital assets, accounts receivables, bank reconciliations, grants and trial related to the Camino Real Regional Utility Authority.\u201d<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Has the City of Sunland Park been providing utility services to some residents for free or at a reduced rate?
