Part of the mountain is owned by the city, and part is owned by the Catholic Church, according to <a href=\"http:\/\/www.kfoxtv.com\/news\/9539337\/detail.html\" target=\"_blank\">KFOX-TV<\/a> in <st1:city st=\"on\"><st1:place st=\"on\">El Paso<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Border Patrol spokesman Doug Mosier told <a href=\"http:\/\/www.kvia.com\/Global\/story.asp?S=5167488\" target=\"_blank\">KVIA-TV<\/a> in <st1:city st=\"on\"><st1:place st=\"on\">El Paso<\/st1:place><\/st1:city> that troops will still patrol areas near the mountain.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:placename st=\"on\">Sunland<\/st1:placename> <st1:placetype st=\"on\">Park<\/st1:placetype>, located in <st1:state st=\"on\">New Mexico<\/st1:state> just west of <st1:place st=\"on\"><st1:city st=\"on\">El Paso<\/st1:city><\/st1:place>, has about 13,000 residents. Its population is overwhelmingly Hispanic and Spanish-speaking.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The community of Anapra spans both sides of the U.S.-Mexico border near the mountain, but has no border crossing to connect residents whose families have lived in the area since before there was an international boundary there. The area is characterized as a high-smuggling corridor.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">There are about 500 National Guard troops stationed along <st1:state st=\"on\">New Mexico<\/st1:state>\u2019s border with <st1:place st=\"on\"><st1:country-region st=\"on\">Mexico<\/st1:country-region><\/st1:place>, most near Deming and Columbus.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">At the meeting, some residents who spoke against allowing the Guard access to the mountain said their presence would instill fear in area residents. Others said religious sites should not be militarized.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">One councilor who voted in favor of allowing the Guard to access the mountain said it would increase safety in the area.
