(Photo by Heath Haussamen)<\/p><\/div>\n<h4>Martin Heinrich calls the U.S. Supreme Court\u2019s Citizens United decision \u2018a slap in the face to average Americans;\u2019 Hector Balderas says corporations \u2018don\u2019t deserve to have such an outsized influence over our election process.\u2019<\/h4>\n<p><!--more--><\/p>\n<p><em>This post continues a series on the <a href=\"http:\/\/www.nmpolitics.net\/index\/tag\/senate-policy-questions\/\" target=\"_blank\">U.S. Senate<\/a> and <a href=\"http:\/\/www.nmpolitics.net\/index\/tag\/1st-district-policy-questions\/\" target=\"_blank\">1st Congressional District<\/a> candidates\u2019 stances on various policy issues.<\/em><\/p>\n<p><a href=\"http:\/\/www.martinheinrich.com\" target=\"_blank\">Martin Heinrich<\/a> has <a href=\"http:\/\/www.huffingtonpost.com\/2011\/11\/14\/citizens-united-constitutional-amendment-house-democrats_n_1093498.html\" target=\"_blank\">co-sponsored legislation<\/a> proposing a constitutional amendment to overturn the U.S. Supreme Court\u2019s Citizens United decision; <a href=\"http:\/\/www.hectorbalderas.com\" target=\"_blank\">Hector Balderas<\/a> says he \u201cstrongly\u201d supports such efforts.<\/p>\n<p>Heinrich, a member of the U.S. House and a Democratic candidate for U.S. Senate, said <a href=\"http:\/\/en.wikipedia.org\/wiki\/Citizens_United_v._Federal_Election_Commission\" target=\"_blank\">the Citizens United decision<\/a>, which tossed out limits on political spending by corporations and unions, \u201copened the floodgates to unrestricted, special-interest campaign donations in American elections \u2013 even from entities controlled by foreign governments.\u201d<\/p>\n<p>\u201cLike most New Mexicans, I was outraged,\u201d Heinrich said. \u201cThe\u00a0Citizens United\u00a0decision was a victory for the Wall Street banks, foreign corporations and Big Oil, but it was a slap in the face to average Americans.\u201d<\/p>\n<p>Balderas, Heinrich\u2019s opponent in the Democratic Senate primary, said the \u201cidea that corporations with interests that run counter to those of the American people can pour unlimited sums into our political system and directly affect the outcome of elections is simply unconscionable.\u201d<\/p>\n<p>\u201cCorporations are not citizens,\u201d Balderas said. \u201cThey don\u2019t vote, they don\u2019t serve in the military \u2013 and they don\u2019t deserve to have such an outsized influence over our election process.\u201d<\/p>\n<p>The candidates also talked about ethics reform proposals they support.<\/p>\n<p>The candidates made their comments in response to questions from NMPolitics.net about the influence of money in politics and ethics reform. NMPolitics.net gave the candidates no word minimum or limit, telling them to say what they had to say. The only criterion was that they not engage in personal attacks.<\/p>\n<p>Here are the questions NMPolitics.net asked on money in politics and ethics reform:<\/p>\n<ul>\n<li>The influence of money in federal races is arguably becoming more and more pervasive, especially with the Citizens United decision and the new prominence of super PACs. Do you view this as a good or bad thing? Why?<\/li>\n<li>Sen. Tom Udall and others are proposing a constitutional amendment that would restore the government\u2019s ability to regulate campaign finance. Do you support that proposal? Like most New Mexicans, I was outraged. The\u00a0Citizens United\u00a0decision was a victory for the Wall Street banks, foreign corporations and Big Oil, but it was a slap in the face to average Americans.<\/p>\n<p>\u201cIt\u2019s time we put the American voter first and stopped corporate excess in our elections.<\/p>\n<p>\u201cThat is why I introduced an amendment to the U.S. Constitution that would regulate the raising and spending of funds in elections \u2013 regulating Super PACs, which we\u2019ve all seen concentrate money and political power in the hands of the elite and away from working Americans. And recently, I called on the Federal Communications Commission to swiftly implement greater transparency measures in disclosing to voters who paid for political advertisements. With campaign season in full swing and new Super PACs springing up weekly, the public must have access to information about who is funding these ads.<\/p>\n<p>\u201cFrom my time on City Council fighting for public financing for campaigns to my work in Congress to increase the integrity of our political process with the toughest-ever disclosure laws for big-money-interest campaign spending, I\u2019ve always been a strong supporter of campaign finance reform.<\/p>\n<p>\u201cOur nation\u2019s democracy is founded on the right to vote and the ability of every citizen to participate in that process equally. New Mexicans deserve that kind of transparency and to know who\u2019s trying to influence their vote.\u201d<\/p><\/blockquote>\n<div id=\"attachment_38410\"  class=\"wp-caption module image alignright\" style=\"max-width: 270px;\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2012\/03\/Balderas-Hector.jpg\" alt=\"Hector Balderas (Courtesy photo)\" title=\"Balderas, Hector\" width=\"270\" height=\"254\" class=\"size-full\" \/><p class=\"wp-caption-text\">Hector Balderas (Courtesy photo)<\/p><\/div>\n<h3>Hector Balderas<\/h3>\n<blockquote><p>\u201cI am adamantly opposed to the United States Supreme Court\u2019s decision in\u00a0Citizens United. The unmitigated flow of corporate money into politics is a grave threat to our democracy and must be stopped. The idea that corporations with interests that run counter to those of the American people can pour unlimited sums into our political system and directly affect the outcome of elections is simply unconscionable. The fundamental question in\u00a0Citizens United\u00a0is simple: Corporations are not citizens. They don\u2019t vote, they don\u2019t serve in the military \u2013 and they don\u2019t deserve to have such an outsized influence over our election process.<\/p>\n<p>\u201cA Democracy should be \u2018one person, one vote.\u2019 Citizens United\u00a0threatens to drown that out. The problems that\u00a0Citizens United\u00a0created are being manifested in this election cycle with hundreds of millions of dollars of special-interest money following into so-called \u2018Super PACs.\u2019\u201d<\/p>\n<p>\u201cI am strongly in favor of the constitutional amendment proposed by Senator Tom Udall of New Mexico and Senator Michael Bennet of Colorado that would overturn the Court\u2019s decision in\u00a0Citizens United.\u00a0In addition, when in the United States Senate, I will fight for additional safeguards to eradicate the\u00a0stranglehold that lobbyists have on Congress.
