Only 25 members of the Senate voted against the measure.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In explaining his vote in a news release sent after the Senate passed the bill, Bingaman said the financial crisis has made it more difficult for individuals and businesses to borrow money. In addition, many Americans have lost at least a portion of their life savings.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SORb_x2Uu0I\/AAAAAAAAI48\/9HG_4XiSMxw\/s1600-h\/Bingaman,+Jeff.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SORb_x2Uu0I\/AAAAAAAAI48\/9HG_4XiSMxw\/s200\/Bingaman,+Jeff.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5252424216691915586\" border=\"0\" \/><\/a>\u201cThese challenges come at a time when <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region> is hardly in the position to weather a storm. To take just a few indicators: One in 11 mortgages is delinquent or in foreclosure, credit card defaults have increased by 15 percent from 2001, and more than half of our states have moved to cut spending, use reserves or raise revenues to address funding shortfalls,\u201d Bingaman said. \u201cBased on this evidence, I have concluded that Congress faces an imperative to act. Of course, in doing so, we must be responsive and politically realistic. The plan before us did not represent the best possible solution &#8212; but it is a responsive and realistic one.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The bill also included <a href=\"http:\/\/haussamen.blogspot.com\/2008\/10\/mental-health-parity-to-be-included-in.html\">mental health parity legislation<\/a> Domenici has pushed for years, and, as the <a href=\"http:\/\/newmexicoindependent.com\/3164\/us-senate-passes-bailout-bill-domenici-and-bingaman-support-it\" target=\"_blank\">New Mexico Independent<\/a> is reporting, minutes before tonight\u2019s vote Senate Majority Leader <a href=\"http:\/\/reid.senate.gov\/\" target=\"_blank\">Harry Reid<\/a> singled out Domenici, saying approving the legislation would be \u201ca fitting tribute\u201d to the retiring senator.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The bill was expected to pass the Senate easily after the mental health legislation and a number of tax cuts were added to it. House members who voted on Monday against the bailout bill are under heavy pressure to approve this new bill. A vote has been scheduled for Friday, but there\u2019s no certainty it will pass.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rep. <a href=\"http:\/\/wilson.house.gov\/\" target=\"_blank\">Heather Wilson<\/a> voted for the previous bill, while Reps. <a href=\"http:\/\/pearce.house.gov\/\" target=\"_blank\">Steve Pearce<\/a> and <a href=\"http:\/\/www.tomudall.house.gov\/\" target=\"_blank\">Tom Udall<\/a> joined the majority in voting against it. Spokesman for Pearce and Udall told the <a href=\"http:\/\/www.abqjournal.com\/abqnews\/index.php?option=com_content&amp;task=view&amp;id=8875&amp;Itemid=40\" target=\"_blank\">Albuquerque Journal<\/a> today that the two congressmen haven\u2019t decided how they\u2019ll vote on Friday. <st1:city st=\"on\"><st1:place st=\"on\">Wilson<\/st1:place><\/st1:city>\u2019s office told the newspaper she\u2019s leaning toward supporting the bill.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold;\" class=\"MsoNormal\">Update, Oct. 2, 8 a.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Click <a href=\"http:\/\/src.senate.gov\/public\/_files\/radio\/domenici10_1_08.mp3\" target=\"_blank\">here<\/a> to listen to audio of Domenici explaining his support for the bill.<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This article has been updated.
