Congressional Democrats are <a href=\"http:\/\/news.yahoo.com\/s\/ap\/financial_meltdown;_ylt=AkhcJPDau7H.1lF43hOXI7.s0NUE\" target=\"_blank\">negotiating with the administration<\/a> over the details.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The historic move comes during the worst financial crisis since the Great Depression. Following a Thursday-evening meeting of <st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state> leaders, Sen. <a href=\"http:\/\/dodd.senate.gov\/\" target=\"_blank\">Chris Dodd<\/a>, D-Conn. and chairman of the Senate banking committee, <a href=\"http:\/\/www.nytimes.com\/2008\/09\/20\/washington\/19cnd-cong.html?_r=2&amp;hp=&amp;adxnnl=1&amp;oref=slogin&amp;pagewanted=print&amp;adxnnlx=1221858741-Kkwtcg9cvsKPB4HbD2YHHw&amp;oref=slogin\" target=\"_blank\">said those leaders were told<\/a> \u201cthat we\u2019re literally maybe days away from a complete meltdown of our financial system.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said in a news release that he met with top financial experts, including state Treasurer <a href=\"http:\/\/www.stonm.org\/\" target=\"_blank\">James B. Lewis<\/a>, on Friday to discuss the situation.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI am encouraged that <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state> is in a better position than most states because of our conservative investment strategy and our efforts to diversify our portfolio,\u201d he said in the release. \u201cOur permanent funds are still strong, and I am hopeful that the federal government will quickly follow through with its promises to intervene and restore confidence in the financial markets.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said the state\u2019s $15 billion permanent funds have declined in value by 6.5 percent this year, less than half the losses experienced by the <a href=\"http:\/\/en.wikipedia.org\/wiki\/S&amp;P_500\" target=\"_blank\">S&amp;P 500<\/a> index. The state\u2019s unemployment rate, though rising, is lower than the national average. In addition, fewer New Mexicans are foreclosing on homes than in many other states.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said he supports the Bush Administration\u2019s \u201cproposal for a comprehensive federal approach, including a new institution modeled after the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Resolution_Trust_Corporation\" target=\"_blank\">Resolution Trust Corporation<\/a>, that would take over distressed assets and offer new confidence in the financial markets.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SNfUeFb-mZI\/AAAAAAAAIwM\/UeSZnaq_QKw\/s1600-h\/Domenici,+Pete.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/SNfUeFb-mZI\/AAAAAAAAIwM\/UeSZnaq_QKw\/s200\/Domenici,+Pete.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5248897504044292498\" border=\"0\" \/><\/a><span style=\"font-size:130%;\">Domenici says bailout is necessary<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Meanwhile, U.S. Sen. <a href=\"http:\/\/domenici.senate.gov\/\" target=\"_blank\">Pete Domenici<\/a>, R-N.M., said in a news release that he is also \u201cpleased that Treasury Secretary <a href=\"http:\/\/en.wikipedia.org\/wiki\/Henry_Paulson\" target=\"_blank\">Hank Paulson<\/a> and Federal Reserve Chairman <a href=\"http:\/\/en.wikipedia.org\/wiki\/Ben_Bernanke\" target=\"_blank\">Ben Bernanke<\/a> have proposed a large, strategic plan to stabilize financial markets.\u201d<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u201cI saw the success of the Resolution Trust Corporation during the savings and loan crisis and that eventually the taxpayer was made whole at the end of the day and markets were stabilized. I hope the plan that emerges from negotiations this weekend will yield a similar result over time,\u201d Domenici said in the Friday release. \u201cWe need to act within the week and, in my view, the plan should be very simple and the legislation free from other matters. We cannot let this critical mission descend into a legislative \u2018Christmas tree.\u2019\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Domenici said Americans need to understand that the proposal \u201cis not a bailout of any particular industry. It is an effort to protect the life savings of working men and women, to help businesses grow and hire more workers, and to keep municipalities and pension funds from bankruptcy or serious financial impairment. This plan is critical for everyone who wants credit to pay for a college education, or to expand a small business, or to retire with sufficient wherewithal.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Domenici, former chairman of the Senate Budget Committee, said he is \u201caware of potential taxpayer exposure. However, that theoretical long-term exposure seems to me less dangerous than a complete freeze of the international credit markets.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
