{"id":3659,"date":"2008-09-02T19:01:00","date_gmt":"2008-09-03T01:01:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2008\/09\/noel-withdraws-acceptance-of-elections-director-job\/"},"modified":"2008-09-02T19:01:00","modified_gmt":"2008-09-03T01:01:00","slug":"noel-withdraws-acceptance-of-elections-director-job","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2008\/09\/noel-withdraws-acceptance-of-elections-director-job\/","title":{"rendered":"Noel withdraws acceptance of elections director job"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/SL3iL_1mVNI\/AAAAAAAAIlk\/NKICwlBBhaU\/s1600-h\/Noel,+Jim.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/SL3iL_1mVNI\/AAAAAAAAIlk\/NKICwlBBhaU\/s200\/Noel,+Jim.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5241594237071807698\" border=\"0\" \/><\/a>Jim Noel, the son-in-law of Democratic U.S. Senate candidate <a href=\"http:\/\/www.tomudall.com\/\" target=\"_blank\">Tom Udall<\/a>, withdrew his acceptance of the position of state elections director today following a firestorm of criticism from the GOP.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI cannot in good conscience allow my appointment to distract from the real issues facing all of us this fall,\u201d Noel wrote in <a href=\"http:\/\/www.haussamen.com\/NoelWithdrawal.pdf\" target=\"_blank\">a letter<\/a> to Secretary of State <a href=\"http:\/\/www.sos.state.nm.us\/sos-SecBio.html\" target=\"_blank\">Mary Herrera<\/a> informing her of his decision. \u201cThere is too much at stake &#8212; energy, health care, home ownership, jobs, the economy, just to name a few.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noel released the letter today. It was dated Sunday.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In addition to Noel being Udall\u2019s son-in-law, Noel\u2019s wife &#8212; Udall\u2019s daughter &#8212; also manages Udall\u2019s campaign.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noel wrote in his letter that he cannot \u201cin good conscience allow certain individuals to use my appointment to cast any sort of doubt over the integrity of the electoral process.\u201d He said he has \u201cdevoted my adult life to accountability in government, and to fair and accurate elections.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">A news release from Herrera\u2019s office states that an acting elections director will be appointed. Herrera said she is \u201cextremely disappointed with Jim\u2019s decision.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cHe was truly the most qualified candidate for the position. His extensive experience in election law and formal education would have been a valuable asset to the taxpayers of <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state>,\u201d she said. \u201c\u2026 For everyone\u2019s knowledge, my highly qualified leadership team also includes three Republicans and one independent. When I hire individuals, it is based on their credentials and not on partisan politics.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Sharp criticism<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Last week, the state GOP requested an extensive list of documents related to Noel\u2019s hiring. That followed sharp criticism from GOP leaders including state Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=315&amp;Submit=Search\" target=\"_blank\">Justine Fox-Young<\/a>, R-Albuquerque, and Sen. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=258&amp;Submit=Search\" target=\"_blank\">Dianna Duran<\/a>, R-Tularosa. Duran, a former <st1:place st=\"on\"><st1:placename st=\"on\">Otero<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> clerk, pointed out that state law \u201cforbids a family member of a person on the ballot to be a poll worker because of the appearance of impropriety. How in the world does it look to voters to allow the son of the candidate at the top of <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>\u2019s ballot to oversee the entire election process?\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">She called Noel\u2019s hiring \u201cthe worst impropriety to date\u201d in a state that \u201ctime and time again\u201d faces questions of impropriety in its elections.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In his letter, Noel accused Fox-Young and Duran, who he has worked with on elections issues in the past, of placing \u201cpolitics about substance and above results.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cTheir cries of conflict-of-interest have truly hit new heights in hypocrisy, and ring particularly hollow when one considers that as a two term county clerk for <st1:place st=\"on\"><st1:placename st=\"on\">Otero<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place>, Senator Duran did in fact count her own votes, as well as those of her opponent,\u201d Noel wrote.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noel also pointed out that clerks, not the state elections director, counts votes, and wrote that, \u201cif a conflict of interest exists, that is where it resides.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cAs I had anticipated, Noel\u2019s baseless partisan attacks prove that he has no business administering elections,\u201d Fox-Young said in response.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Senate Minority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=266\" target=\"_blank\">Stuart Ingle<\/a>, R-Portales, who penned <a href=\"http:\/\/haussamen.blogspot.com\/2008\/09\/fox-is-watching-hen-house.html\">a guest column<\/a> on Noel\u2019s hiring earlier today, said in a statement released by his office that Noel did the right thing.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt is important for the honor of our voters that our elections are run without any doubt whatsoever in the process,\u201d he said. \u201cThe decision to step down was the right one, and a very necessary one for the integrity of our election.
