Starting Sept. 8, Noel will oversee elections and ethics issues including campaign-finance reporting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noel is married to Udall\u2019s daughter, Amanda Cooper, who is also Udall\u2019s campaign manager.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cPutting Jim Noel in charge of counting votes is like letting <a href=\"http:\/\/en.wikipedia.org\/wiki\/Roger_Clemens#Accusations_of_steroid_use\" target=\"_blank\">Roger Clemens\u2019<\/a> wife administer the test for steroids,\u201d state Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=315&amp;Submit=Search\" target=\"_blank\">Justine Fox-Young<\/a>, R-Albuquerque, told me Tuesday.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">State GOP spokeswoman Shira Rawlinson told <a href=\"http:\/\/www.santafenewmexican.com\/SantaFeNorthernNM\/State-elections-bureau-Udall-kin-s-hiring-riles-Republicans\" target=\"_blank\">The Santa Fe New Mexican<\/a> that Noel\u2019s hiring is \u201ca stunning conflict of interest.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cDuring an election that will be extremely competitive, it is entirely inappropriate that a close family member of one of the candidates be in charge of counting the votes,\u201d she said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">And Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=258&amp;Submit=Search\" target=\"_blank\">Dianna Duran<\/a>, R-Tularosa and a former <st1:place st=\"on\"><st1:placename st=\"on\">Otero<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> clerk, put out a news release decrying the situation. <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state> law, the release states, \u201cforbids a family member of a person on the ballot to be a poll worker because of the appearance of impropriety. How in the world does it look to voters to allow the son of the candidate at the top of <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state>\u2019s ballot to oversee the entire election process?\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cTime and time again we face question of impropriety in our elections here in <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>. But this has to be the worst impropriety to date,\u201d Duran said. \u201cI cannot imagine Tom Udall not stepping in to restore confidence in this critical election by asking Jim Noel\u2026 to refuse the position.\u201d<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">\u2018An independent decision\u2019<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Udall campaign spokeswoman Marissa Padilla said Noel\u2019s hiring \u201cwas an independent decision made by the secretary of state\u2019s office. You can direct any personnel questions to their office.\u201d Noel isn\u2019t commenting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">James Flores, spokesman for Secretary of State <a href=\"http:\/\/www.sos.state.nm.us\/sos-SecBio.html\" target=\"_blank\">Mary Herrera<\/a>, told The New Mexican that there is no conflict of interest. He called Noel \u201cthe most qualified of all the candidates,\u201d but he didn\u2019t know how many people had applied for the job.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe hired a guy to do a job. That\u2019s all it boils down to,\u201d <st1:place st=\"on\">Flores<\/st1:place> was quoted by the newspaper as saying. \u201cWe have Democrats, Republicans and an independent on our management team. Everyone here will be treated fairly and equitably.\u201d<\/p>\n<p class=\"MsoNormal\">Republicans aren\u2019t satisfied. They topped off their attacks today with a formal records request to the secretary of state\u2019s office for documents related to Noel\u2019s hiring, including his r\u00e9sum\u00e9, references, letters of recommendation and all correspondence about Noel, including any from Udall and Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe Republican Party believes the voters of <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> have a right to know who exactly recommended Jim Noel\u2026 for the position of state elections director,\u201d Rawlinson said in a news release announcing the records request.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">About Noel<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Since Noel was hired as executive director and general counsel in 2004, the Judicial Standards Commission has taken a more active role in policing the judiciary. A number of judges &#8212; most Democrats &#8212; have been removed from the bench or resigned as a result of action Noel initiated at the commission. That includes three former judges appointed by Richardson &#8212; District Judge Larry Ramirez of <st1:city st=\"on\"><st1:place st=\"on\">Las   Cruces<\/st1:place><\/st1:city>, Bernalillo County Metro Court Judge J. Wayne Griego and Rio Arriba County Magistrate Judge Tommy Rodella.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noel has also been active in elections-related work. He helped author the state\u2019s 2006 paper ballots law and other elections-related legislation. He has served on two elections-reform task forces and two ethics-reform task forces. The last time he served on the ethics task force, he chaired the subcommittee that recommended the creation of a state election commission.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noel was a presiding judge who helped oversee the canvass of this year\u2019s Democratic presidential caucus, and he was involved in setting up the party\u2019s caucus in 2004.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic;\" class=\"MsoNormal\">A prior version of this posting incorrectly stated that Duran is a Democrat.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Republicans are up in arms over the secretary of state\u2019s decision to hire the son-in-law of Democratic U.S. Senate candidate Tom Udall to be the state\u2019s elections director.
