A discussion after his speech with the man he travelled most of the way across the country to honor, Sen. <a href=\"http:\/\/domenici.senate.gov\/\" target=\"_blank\">Pete Domenici<\/a>, R-N.M., provided a glimpse of what Washington once was and what Dodd hopes it will become again.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The brief exchange on what to do about the conflict between <st1:country-region st=\"on\">Georgia<\/st1:country-region> and <st1:country-region st=\"on\">Russia<\/st1:country-region> came as the two senators shared the stage in the Corbett Center Ballrooms at <st1:place st=\"on\"><st1:placename st=\"on\">New Mexico<\/st1:placename> <st1:placetype st=\"on\">State<\/st1:placetype> <st1:placetype st=\"on\">University<\/st1:placetype><\/st1:place>. They agreed on most points, but Domenici told Dodd he thought it would be more difficult to convince <st1:country-region st=\"on\">Russia<\/st1:country-region> to leave <st1:country-region st=\"on\"><st1:place st=\"on\">Georgia<\/st1:place><\/st1:country-region> than Dodd suggested.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That discussion was sandwiched between Domenici sharing a humorous story about Sen. <a href=\"http:\/\/kennedy.senate.gov\/\" target=\"_blank\">Ted Kennedy<\/a>, D-Mass. and telling Dodd about NMSU\u2019s plan to create a center to house his papers and memorabilia and host an annual conference to advance the issues to which Domenici devoted his career. The two also shared their concern for Kennedy, who is battling brain cancer.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It was a perfect illustration of the speech Dodd, a former presidential candidate who calls himself a progressive Democrat, gave to honor the GOP\u2019s Domenici as his 36-year tenure in the Senate comes to an end.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI love this man and I care about him very deeply,\u201d Dodd told the approximately 200 people in attendance. \u201cThis is a unique and wonderful person who has given to his country.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Dodd described Domenici as \u201csomeone who from the very beginning brought a sense of conviction and passion.\u201d Dodd said partisanship is not <st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state>\u2019s problem; in fact, he said, it\u2019s a strength. He and Domenici rarely agree on substantive issues and openly disagree. Out of such debate, he said, comes good policy.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The problem, Dodd said, is that the civility and respect that must accompany such passion are sorely lacking in <st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state> today.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s the idea that you can come together for the common good of the country,\u201d Dodd said. \u201cThat\u2019s what Pete Domenici brings.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Dodd cited the <a href=\"http:\/\/charactercounts.org\/\" target=\"_blank\">Character Counts<\/a> program in schools as one fruit of Domenici\u2019s civility and respect. The program provides grants to states to \u201csee to it that young people have a chance to learn those values,\u201d Dodd said, and he attributed its existence to Domenici.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In addition, Domenici, Dodd and Kennedy have been working for years to pass a bill requiring mental health parity in the insurance industry. Dodd told Domenici he hopes the proposal will receive the final approval of Congress before the end of the year. Regardless, he said, it will happen in the near future because of Domenici\u2019s work.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s important to know that this country works when people of different ideas can come together to make a difference,\u201d Dodd said, adding that he worries about the nation\u2019s future if the mean-spirited culture that has developed in Washington isn\u2019t replaced by<span style=\"\">  <\/span>more civility and respect. He said <st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state> needs more people like Domenici.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Dodd\u2019s speech wasn\u2019t without its partisan undertones. He told Domenici that, only an hour before the speech, he spoke by phone to Democratic presidential candidate <a href=\"http:\/\/www.barackobama.com\/\" target=\"_blank\">Barack Obama<\/a>. When he told the <st1:state st=\"on\">Illinois<\/st1:state> senator why he was in <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>, Dodd said Obama replied by saying, \u201cPete Domenici is one of the finest public servants I\u2019ve ever served with.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Domenici thanked Dodd for traveling to NMSU to share the inaugural <a href=\"http:\/\/domenici.nmsu.edu\/\" target=\"_blank\">Domenici Public Policy Conference<\/a> with him.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI greatly appreciate you coming.
