Join us to learn about the day\u2019s developments, get instant analysis, and take part in the discussion.<\/p>\n<p>We\u2019ll be liveblogging quite a bit during the session, so check in regularly to find out what\u2019s happening.<\/p>\n<h3>The issues<\/h3>\n<p>Lots of weekend articles set the stage for the session. The big issue is, of course, the budget. From the <a href=\"http:\/\/www.abqjournal.com\/main\/2012\/01\/15\/news\/glimmer-of-light-in-the-roundhouse.html\" target=\"_blank\">Albuquerque Journal<\/a>:<\/p>\n<blockquote><p>\u201cAfter three miserable years of budget-whacking that reduced state spending by about $800 million, there\u2019s a glimmer of light. About $250 million more is expected to be collected in the fiscal year that begins July 1 than was budgeted for the current year.\u201d<\/p><\/blockquote>\n<p>The primary point of debate:<!--more--><\/p>\n<blockquote><p>\u201c\u2026 Martinez, while cautioning that the economy is still fragile and the state must carefully watch its spending, also wants to use $55 million for tax breaks for businesses and military veterans.<\/p>\n<p>\u201c\u2026There aren\u2019t any tax cuts in the Legislature\u2019s $5.7 billion budget proposal; instead, it shores up programs and services.<\/p>\n<p>\u201cIt also proposes the first pay increase for state workers in three years: one-half percent.\u201d<\/p><\/blockquote>\n<p>Reform is also on the agenda. As NMPolitics.net <a href=\"http:\/\/www.nmpolitics.net\/index\/2012\/01\/guv-oks-consideration-of-campaign-reform\/\" target=\"_blank\">reported Friday<\/a>:<\/p>\n<blockquote><p>\u201cGov.\u00a0Susana Martinez\u00a0will allow lawmakers to consider bills related to fixing New Mexico\u2019s <a href=\"http:\/\/www.sos.state.nm.us\/pdf\/2009CampaignPractices.pdf\" target=\"_blank\">Campaign Reporting Act<\/a>\u00a0during the session that begins next week.\u201d<\/p><\/blockquote>\n<p>And from <a href=\"http:\/\/www.santafenewmexican.com\/Local%20News\/2012-Legislature--Efforts-under-way-to-overhaul-scandal-plagued\" target=\"_blank\">The Santa Fe New Mexican<\/a>:<\/p>\n<blockquote><p>\u201cTwo years from now, will the state Public Regulation Commission look the same?<\/p>\n<p>\u201cNew Mexico\u2019s 112 state lawmakers will likely answer that question in this year\u2019s 30-day legislative session, which starts Tuesday.<\/p>\n<p>\u201cWhile an extensive makeover of the commission is not a sure bet, it is a distinct possibility as legislators grapple with the fallout from last fall\u2019s resignation and guilty plea to felony charges by former Public Regulation Commissioner Jerome Block Jr.\u201d<\/p><\/blockquote>\n<p>One of the big issues, again, will be a proposal to repeal the law that allows undocumented immigrants to obtain driver\u2019s licenses. From <a href=\"http:\/\/www.abqjournal.com\/main\/2012\/01\/16\/news\/license-issue-back-on-agenda.html\" target=\"_blank\">the Journal<\/a>:<\/p>\n<blockquote><p>\u201cDebate over driver\u2019s licenses for illegal immigrants stirred passions and dominated headlines in 2011 as state lawmakers locked horns over whether to overturn, strengthen or leave alone the controversial New Mexico law.<\/p>\n<p>\u201cWhile backers of the law \u2014 including legislators and immigrants\u2019 rights advocates \u2014 ultimately thwarted repeal efforts, it\u2019s about to start all over again in 2012.\u201d<\/p><\/blockquote>\n<p>As the Las Cruces Sun-News reported this weekend, <a href=\"http:\/\/www.lcsun-news.com\/las_cruces-news\/ci_19750732\" target=\"_blank\">school reform<\/a> and <a href=\"http:\/\/www.lcsun-news.com\/new_mexico-legislation\/ci_19746179\" target=\"_blank\">a proposed voter ID law<\/a> will also be discussed.<\/p>\n<p>And you can read more about some of the issues that will be discussed from <a href=\"http:\/\/www.santafenewmexican.com\/Local%20News\/2012-Legislature--The-issues\" target=\"_blank\">The New Mexican<\/a>.<\/p>\n<div id=\"attachment_27504\"  class=\"wp-caption module image alignright\" style=\"max-width: 270px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-27504 \" title=\"Roundhouse\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2011\/03\/Roundhouse.jpeg\" alt=\"The Roundhouse in Santa Fe\" width=\"270\" height=\"203\" \/><\/a><p class=\"wp-caption-text\">The Roundhouse in Santa Fe (Photo by Heath Haussamen)<\/p><\/div>\n<h3>Setting the stage<\/h3>\n<p>Behind everything is the political reality. As the Journal put it:<\/p>\n<blockquote><p>\u201cThis year, (the session) will play out against the backdrop of elections: All 42 Senate seats and all 70 House seats are on the ballot, and lawmakers will go from the Capitol to the campaign trail when the session ends.<\/p>\n<p>\u201cThat could mean even more politics-as-usual than usual.\u201d<\/p><\/blockquote>\n<p>The New Mexican also <a href=\"http:\/\/www.santafenewmexican.com\/Local%20News\/Election-year-tension-and-freshly-drawn-district-maps-set-stage\" target=\"_blank\">pointed out<\/a> other shifts in the dynamics in the Roundhouse, including the newly redrawn boundaries of lawmakers\u2019 districts. And in <a href=\"http:\/\/www.santafenewmexican.com\/Local%20News\/Martinez-vows-more-communication--but-after-bumpy-first-year--s\" target=\"_blank\">a separate article<\/a>, the newspaper highlighted Martinez\u2019s pledge to do things better than last year. Here\u2019s what she was quoted by the newspaper as saying:<\/p>\n<blockquote><p>\u201cWhat we\u2019re trying to do differently this time is really communicate with legislators, more in advance. Where can we come to a consensus? Where can we agree on the bills and the language of those bills before those bills are filed?\u201d<\/p><\/blockquote>\n<p>What would a session be without protests and rallies? The New Mexican <a href=\"http:\/\/www.santafenewmexican.com\/Local%20News\/Election-year-tension-and-freshly-drawn-district-maps-set-stage\" target=\"_blank\">has the goods<\/a> on those:<\/p>\n<blockquote><p>\u201cEven before the New Mexico Legislature is gaveled to order around midday Tuesday, the politics will be firing up outside the Roundhouse.<\/p>\n<p>\u201cOn your right, various tea-party organizations from around the state plan a 10 a.m. rally. These grass-roots conservatives want the Legislature to repeal the law that allows undocumented immigrants to get driver&#8217;s licenses. They want a law requiring photo identification to vote. And, in general, they want to hold the line on state spending.<\/p>\n<p>\u201cOn your left, various Occupy movements from around the state will have a separate rally beginning at 10:30 a.m. These grass-roots progressives want to convince lawmakers to adopt a bill sponsored by Sen. Peter Wirth, D-Santa Fe, that would require all corporations to pay state income tax.
