{"id":3482,"date":"2008-07-22T07:30:00","date_gmt":"2008-07-22T13:30:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2008\/07\/bolstered-by-recent-wins-progressives-target-rawson\/"},"modified":"2008-07-22T07:30:00","modified_gmt":"2008-07-22T13:30:00","slug":"bolstered-by-recent-wins-progressives-target-rawson","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2008\/07\/bolstered-by-recent-wins-progressives-target-rawson\/","title":{"rendered":"Bolstered by recent wins, progressives target Rawson"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/bp2.blogger.com\/_IabUCQmoheQ\/SIVUuGYDp-I\/AAAAAAAAGPM\/SAG4788rKDo\/s1600-h\/Rawson,+Lee.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/bp2.blogger.com\/_IabUCQmoheQ\/SIVUuGYDp-I\/AAAAAAAAGPM\/SAG4788rKDo\/s200\/Rawson,+Lee.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5225676093595559906\" border=\"0\" \/><\/a>  <\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\">By Heath Haussamen<\/p>\n<p>  Democratic state Senate District 37 candidate <a href=\"http:\/\/www.stevefornmsenate.com\/\" target=\"_blank\">Steve Fischmann<\/a> accuses his opponent, incumbent Republican <a href=\"http:\/\/senatorrawson.com\/\" target=\"_blank\">Leonard Lee Rawson<\/a>, of supporting allowing <st1:city st=\"on\">Las Cruces<\/st1:city> to grow to the base of the <st1:place st=\"on\"><st1:placename st=\"on\">Organ<\/st1:placename>  <st1:placetype st=\"on\">Mountains<\/st1:placetype><\/st1:place>.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson says he supports preserving the mountains and calls Fischmann a hypocrite because he lives in the mountains adjacent to federally preserved land.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann, who has worked to preserve the mountains and the area around them, responds by saying the house he owns is in a development built by Rawson\u2019s brother that was already subdivided. If he didn\u2019t buy it, someone else would have. He says he doesn\u2019t want to stop the purchase of land that is already subdivided &#8212; he just wants to better control future growth.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/bp0.blogger.com\/_IabUCQmoheQ\/SIVUt1b-8PI\/AAAAAAAAGPE\/CzC5bnPGuYk\/s1600-h\/Fischmann,+Steve.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/bp0.blogger.com\/_IabUCQmoheQ\/SIVUt1b-8PI\/AAAAAAAAGPE\/CzC5bnPGuYk\/s200\/Fischmann,+Steve.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5225676089048625394\" border=\"0\" \/><\/a>It\u2019s all part of the sharp rhetoric characterizing what may be one of the hottest state legislative races this year. In 2006, Democrats <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=323&amp;Submit=Search\" target=\"_blank\">Nate Cote<\/a> and <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=321&amp;Submit=Search\" target=\"_blank\">Jeff Steinborn<\/a> were elected to represent conservative-leaning state House districts that largely overlap Rawson\u2019s district. Several months ago, Democratic candidates took control of the Las Cruces City Council in a coup that was centered in Rawson\u2019s district.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But that progressive momentum is up against a 21-year incumbent who is also the Senate minority whip.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson has frustrated progressives in recent years with his stances on ethics and health-care reform. Fischmann is one of the leaders of the local progressive movement that has swept <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> in recent elections.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cClearly, it will be a contested race,\u201d said Leanne Leith, political and programs director for <a href=\"http:\/\/www.cvnm.org\/\" target=\"_blank\">Conservation Voters New Mexico<\/a>. \u201cYou should absolutely be paying attention to that race.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Candidates backed by Conservation Voters unseated three Albuquerque-area Democratic incumbents in the June primary. And though it didn\u2019t endorse in the Las Cruces City Council races, Conservation Voters\u2019 <a href=\"http:\/\/www.cvnmef.org\/\" target=\"_blank\">Education Fund<\/a>, the group\u2019s nonpartisan arm, used an elaborate get-out-the-vote system to encourage voting by those who wanted \u201cresponsible development,\u201d clean air, public parks, water conservation and \u201cefficient use of tax dollars.\u201d The progressive candidates who took over the council used similar rhetoric.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Conservation Voters revealed its interest in challenging Rawson when it tested potential candidates, including Steinborn and Fischmann, against him last year in a poll. The group hasn\u2019t released the results. It hasn\u2019t backed Fischmann but is currently considering endorsements in legislative races.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">The money game<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann has made up for a fund-raising gap between the two candidates by loaning his campaign $13,200, bringing his total contributions to $30,576 as of July 3. Rawson had raised $35,050 by that date.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson had a much larger account to draw from as of July 3. He had almost $49,000 on hand to Fischmann\u2019s $21,000. In an interview, Rawson said the involvement of left-leaning groups will help Fischmann keep up.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He called Fischmann a \u201cserious challenger\u201d largely because of \u201cthe interest and involvement of\u201d special-interest groups in the race. Rawson referred to the progressive groups that impacted the <st1:city st=\"on\"><st1:place st=\"on\">Albuquerque<\/st1:place><\/st1:city> legislative primaries. He also said Fischmann is active in environmental groups, Common Cause and the Quality Growth Alliance and said he expects \u201ca tremendous amount of money in the campaign from those groups he represents.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">One organization that was active before the June primary was New Mexico Youth Organized. The group and its parent organization, the <a href=\"http:\/\/www.civicpolicy.com\/\" target=\"_blank\">Center for Civic Policy<\/a>, teamed up with two other progressive organizations to send out \u201caccountability\u201d mailers targeting the voting records of several lawmakers &#8212; including the three defeated in <st1:city st=\"on\"><st1:place st=\"on\">Albuquerque<\/st1:place><\/st1:city> &#8212; two months before the June primary. The groups said the mailers were aimed at educating the public in advance of the governor\u2019s promised summer special session and <a href=\"http:\/\/www.abqjournal.com\/opinion\/guest_columns\/04213947c_king_and_lee_ccp06-04-08.htm\" target=\"_blank\">had nothing to do with the election<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Juan Reynosa, who heads New Mexico Youth Organized, said the groups will set their sites on Rawson in the coming weeks with a similar \u201caccountability campaign\u201d that has nothing to do with the election. The focus, he said, will be on Rawson\u2019s past stances on health care and ethics reform in advance of the special session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson said the groups intend to try to oust him, regardless of what they claim. He said they also intended to take out the <st1:city st=\"on\"><st1:place st=\"on\">Albuquerque<\/st1:place><\/st1:city> incumbents who lost in June. He accused the groups of \u201cworking with the candidates and coordinating their efforts\u201d and said they \u201celude all the campaign laws.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The attorney general shares some of Rawson\u2019s concerns and has advised the secretary of state to change the status of New Mexico Youth Organized to force it to comply with standards for political groups and candidates instead of those for nonprofits. The group is disputing the AG\u2019s position, and the secretary of state has not acted.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann said he hasn\u2019t spoken with progressive groups that are targeting Rawson about their plans but said he does anticipate getting \u201csome support from various groups.\u201d He said he\u2019s certain that some \u201cpro-life groups\u201d and other \u201ccultural-conservative groups\u201d will help Rawson.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Meanwhile, Scott Darnell, spokesman for the <a href=\"http:\/\/www.gopnm.com\/\" target=\"_blank\">Republican Party of New Mexico<\/a>, said the GOP is committed to helping Rawson. He called the senator a tough campaigner and said the GOP is confident that he will be re-elected.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">The issues<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann is focusing on what he says are contrasts between himself and Rawson, but Rawson said Fischmann is dishonestly distorting his record and positions. Fischmann said Rawson supports the No Child Left Behind Act, which the Democrat said is \u201cwell-intentioned\u201d but not working. Rawson said he, like Fischmann, likes some provisions in the act but believes it needs changes.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann also claimed that Rawson has called health-care reform a federal issue the state should not touch, but Rawson listed reducing the cost of health care as one of his top issues. Fischmann supports a universal health care plan provided by private insurers but does not believe businesses should be forced to provide insurance because that puts small businesses at a disadvantage.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann said he is a strong proponent of campaign finance reform, a favorite cause of progressives. He said he favors a public-financing system for elections and campaign-contribution limits. Rawson\u2019s vote against limits in 2007 has helped keep New <st1:country-region st=\"on\"><st1:place st=\"on\">Mexico<\/st1:place><\/st1:country-region> one of five states without them.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson said those who want to spend huge amounts find ways to skirt the law. He said contribution limits don\u2019t work because groups including the nonprofits that will be targeting him in the coming weeks become avenues for funneling political money.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson has supported legislation to increase and enhance reporting requirements. In the interview, he said, \u201cit\u2019s not how much money a candidate gets but where it comes from. The people have a fundamental right to know where you\u2019re getting your money from.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rawson said his top issues, in addition to health care, are education, stimulating the economy and keeping taxes low. He has been among a group of senators locked in a public fight with the governor over spending issues, and said he said intends to continue holding the line against out-of-control spending and tax increases.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe can\u2019t sustain the current level of state growth without a tax increase,\u201d Rawson said. \u201cThe question is, will voters send someone to <st1:place st=\"on\"><st1:city st=\"on\">Santa Fe<\/st1:city><\/st1:place> who has a known record against tax increases or one who\u2019s going to be pushed into supporting a tax increase by the majority party?\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann said Rawson deserves credit for being the only state senator to oppose a controversial state law that allows <a href=\"http:\/\/en.wikipedia.org\/wiki\/Tax_increment_financing\" target=\"_blank\">tax-increment-development-district<\/a> financing &#8212; the use of gross-receipts tax revenue to repay developers\u2019 infrastructure costs. But he said Rawson was unable to stop the bill from becoming law because, on that and many other issues, he is \u201ccombative.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fischmann is currently working with a diverse group of organizations, including New Mexico Voices for Children, Common Cause and the Rio Grande Foundation, to propose alternatives to the TIDD law, and said his focus as a lawmaker will be \u201con finding common ground, not on creating battlegrounds.\u201d<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic;\" class=\"MsoNormal\">\n<p style=\"font-style: italic;\" class=\"MsoNormal\">A prior version of this posting incorrectly stated that New Mexico Youth Organized supported candidates in the June primary.
