{"id":3451,"date":"2008-07-11T15:02:00","date_gmt":"2008-07-11T21:02:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2008\/07\/counties-assert-control-over-spaceport-tax-board\/"},"modified":"2008-07-11T15:02:00","modified_gmt":"2008-07-11T21:02:00","slug":"counties-assert-control-over-spaceport-tax-board","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2008\/07\/counties-assert-control-over-spaceport-tax-board\/","title":{"rendered":"Counties assert control over spaceport-tax board"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/bp2.blogger.com\/_IabUCQmoheQ\/SHfLEvBjTDI\/AAAAAAAAGK8\/146KE7lheX0\/s1600-h\/Spaceport+america.gif\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/bp2.blogger.com\/_IabUCQmoheQ\/SHfLEvBjTDI\/AAAAAAAAGK8\/146KE7lheX0\/s200\/Spaceport+america.gif\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5221865575162268722\" border=\"0\" \/><\/a>Officials from Do\u00f1a Ana and Sierra counties are asserting their authority to control a board that oversees tax money from their counties set aside for the construction of <a href=\"http:\/\/www.spaceportamerica.com\/\" target=\"_blank\">Spaceport America<\/a>.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Under the proposal, each county will appoint two members to the board that oversees the funneling of gross-receipts-tax money to the <a href=\"http:\/\/www.spaceportamerica.com\/about-us\/spaceport-authority\/board-directors.html\" target=\"_blank\">New Mexico Spaceport Authority<\/a>, according to the <a href=\"http:\/\/www.lcsun-news.com\/news\/ci_9845802\" target=\"_blank\">Las Cruces Sun-News<\/a>. Both counties have approved a 1\/4 percent increase in the gross-receipts tax to help fund the spaceport.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The proposal has been approved by <st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype> commissioners and will be voted on by commissioners in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> on July 22. The agreement needs only the approval of <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> to become official.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It isn\u2019t what the state wanted. The Spaceport Authority originally proposed that the state have majority control of the board. That isn\u2019t allowed by state law, so the Spaceport Authority came up with a second proposal that would have allowed the state to appoint two of four members of the taxing-district board. That proposal would have allowed each county to appoint one member.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But the counties are allowed to move forward without the state. Do\u00f1a Ana County Manager Brian Haines told the Sun-News he felt pressure from the state to approve its proposal, but he and <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> officials weren\u2019t comfortable with it. Do\u00f1a Ana County Commissioner <a href=\"http:\/\/www.donaanacounty.org\/commissioners\/district1\/\" target=\"_blank\">Oscar V\u00e1squez Butler<\/a> told the Sun-News that the local tax money should be controlled by locals.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Under the counties\u2019 proposal, the state can gain two members on the board &#8212; bringing total membership to six &#8212; at a later date if that change is approved by the existing members of the tax-district board and the governor.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a href=\"http:\/\/www.spaceportamerica.com\/about-us\/spaceport-authority\/exec-director.html\" target=\"_blank\">Steve Landeene<\/a>, the Spaceport Authority\u2019s director, said that\u2019s fine.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s just equal weighting, which seems to be a very fair way of going about structuring a membership,\u201d the Sun-News quoted him as saying.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">If other local governments raise taxes to help fund the spaceport, they can also join the board. Voters in <st1:place st=\"on\"><st1:placename st=\"on\">Otero<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> will decide later this year whether to do that.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> tax increase is expected to provide $49 million toward the almost $200 million initial cost to build the spaceport. <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place>\u2019s tax increase is expected to generate $2.3 million.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Spaceport starting to take shape<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">There\u2019s lots of other news on the spaceport. The state is currently accepting bids on the contract to improve the road that will serve as the <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> entrance to the spaceport. They\u2019re also conducting a study to determine the best route for a road from Interstate 25 in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> to the spaceport.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Last week, the governor appointed a new chairwoman of the Spaceport Authority &#8212; Daniela Glick, a <st1:place st=\"on\"><st1:city st=\"on\">Las   Cruces<\/st1:city><\/st1:place> native who is the deputy secretary of the state\u2019s Economic Development Department.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The spaceport has a new Web site, which can be found online at <a href=\"http:\/\/www.spaceportamerica.com\/\" target=\"_blank\">spaceportamerica.com<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">And, perhaps most important, the draft environmental-impact statement for the spaceport has been released. You can read it by clicking <a href=\"http:\/\/www.faa.gov\/about\/office_org\/headquarters_offices\/ast\/licenses_permits\/htm\/sw_spaceport_eis\/media\/FAA_Spaceport_America_Draft_EIS.pdf\" target=\"_blank\">here<\/a>. The Federal Aviation Administration is <a href=\"http:\/\/www.faa.gov\/about\/office%5Forg\/headquarters%5Foffices\/ast\/licenses%5Fpermits\/htm\/sw%5Fspaceport%5Feis\/\" target=\"_blank\">holding public hearings<\/a> on the draft on Aug. 5 in <st1:city st=\"on\">Alamogordo<\/st1:city>, Aug. 6 in Truth or Consequences and Aug. 7 in <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The final environmental-impact statement is the last necessary step for the state to obtain a commercial spaceport license from the FAA.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Sun-News touted the recent developments related to the spaceport today <a href=\"http:\/\/www.lcsun-news.com\/opinion\/ci_9844331\" target=\"_blank\">in an editorial<\/a>:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cA lot of people have shed a lot of blood, sweat, tears and money planting the seeds of Spaceport <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region>,\u201d the editorial states. \u201cIf you squint real hard, you can now see something starting to emerge from the ground.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Officials from Do\u00f1a Ana and Sierra counties are asserting their authority to control a board that oversees tax money from their counties set aside for the construction of Spaceport America.
