Most are, but some are not.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Among those who support the new regulations are the parents of Steve Judd, one of two <st1:place st=\"on\"><st1:placename st=\"on\">New   Mexico<\/st1:placename> <st1:placetype st=\"on\">State<\/st1:placetype> <st1:placetype st=\"on\">University<\/st1:placetype><\/st1:place> students who died during the 2004-2005 school year of alcohol poisoning. He consumed at least 14 drinks in 90 minutes during his 21<sup>st<\/sup>-birthday celebration, and had a blood alcohol level of at least 0.42 before he died.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">His family supports the changes, and is planning to sue Hurricane Alley, one of two <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> bars Judd visited during the birthday celebration.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The state is also seeking action against the bar, claiming that Judd was overserved, according to a weekend article in the <a href=\"http:\/\/www.abqjournal.com\/news\/state\/473303nm07-04-06.htm\" target=\"_blank\">Albuquerque Journal<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Today\u2019s is the second of three hearings around the state. Wednesday\u2019s hearing in <st1:place st=\"on\"><st1:city st=\"on\">Albuquerque<\/st1:city><\/st1:place> lasted five hours, the <a href=\"http:\/\/www.abqjournal.com\/news\/metro\/473698metro07-06-06.htm\" target=\"_blank\">Journal<\/a> reported. Another is planned Friday in <st1:place st=\"on\"><st1:city st=\"on\">Santa   Fe<\/st1:city><\/st1:place>.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The proposal would allow the state to revoke licenses after four citations for serving minors or two for overserving adults in a 12-month period. Current regulations allow revocations after five citations in a year for either offense.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In addition, the proposal would make it illegal for employees to drink while they\u2019re working, which should be a no-brainer.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Legally, someone with a blood alcohol level of 0.14 should not be served any more alcohol. You can\u2019t legally drive if your blood alcohol level is 0.08.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"color:black;\">The proposal is likely to draw opposition from some legislators. There are several who own bars or whose families own bars.
