Mary Kay Papen, D-Las Cruces, any points with the governor, but Papen has always been one to speak her mind.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">She said she will reintroduce legislation next year that would let people with HMO health insurance appeal the state insurance superintendent\u2019s decisions on coverage disputes to the Public Regulation Commission.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The bill easily passed the House and Senate this year, but the governor vetoed it.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It was Papen\u2019s comment about why she believes he killed the bill that is certain to irk Gov. Bill Richardson. She said <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> was a close political ally of then-Insurance Superintendent Eric Serna, who resigned recently amid scandal.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI was never told why it was vetoed,\u201d Papen told the Journal. \u201cI assumed the governor was looking out for Eric.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Naturally, the governor\u2019s office disputes that, saying the legislation wasn\u2019t needed. But an overwhelming number of legislators believed the legislation was needed.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Papen upset <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> in this year\u2019s session by fiercely opposing the proposal to raise the minimum wage. Many in Southern Do\u00f1a Ana County fear raising the minimum wage would push businesses to relocate to nearby communities in <st1:state st=\"on\"><st1:place st=\"on\">Texas<\/st1:place><\/st1:state>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> responded by treating Papen like a Republican and vetoing many of her capital outlay proposals. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>An article in Sunday\u2019s Albuquerque Journal won\u2019t win Sen.
