Susana Martinez<\/p><\/div>\n<p>That&#8217;s because a revenue forecast released Friday by the Legislative Finance Committee projects that\u00a0\u201crevenues continue to appear on track or exceed expectations from the December forecast,&#8221; The Santa Fe New Mexican <a href=\"http:\/\/www.santafenewmexican.com\/news\/local_news\/new-finance-forecast-shows-state-revenue-on-track\/article_5162d0bd-a97a-5e81-a900-315f6940c332.html\" target=\"_blank\" rel=\"noopener noreferrer\">is reporting<\/a>. The new report projects the state ending the current fiscal year on June 30 in the black and at $54 million above expectations.<\/p>\n<p>\u201cThe data is the data and it\u2019s tracking pretty well,\u201d Jim Peach, an NMSU economics professor, was quoted by the newspaper as saying. \u201cWe\u2019re right on track, and there\u2019s no need for furloughs or hiring freezes or anything like extraordinary measures for [fiscal year 2017].\u201d<\/p>\n<p>The governor&#8217;s office responded that the new report didn&#8217;t factor in the depletion of state bank accounts.<\/p>\n<p>&#8220;We need to address this as soon as possible or we\u2019ll be forced into a government shutdown, reducing hours at or closing MVD offices, parks and museums,\u201d Michael Lonergan, a spokesman for Martinez, was quoted as saying. \u201cIn the meantime, the administration is taking steps to reduce the impact through a hiring freeze and developing furlough plans. We\u2019re hopeful we won\u2019t have to resort to that, but we need to be prepared.\u201d<\/p>\n<p>Martinez has already implemented a partial hiring freeze because the state is projected to finish the fiscal year with little cash on hand. Her administration has said <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/how-urgent-are-new-mexicos-budget-woes\/\" target=\"_blank\" rel=\"noopener noreferrer\">estimates could change<\/a> and it&#8217;s not comfortable with how close the state is to not being able to write checks.<\/p>\n<p>But with the improved forecast, the estimates appear to be heading in the opposite direction.<\/p>\n<p>Regardless, the governor recently directed cabinet secretaries <a href=\"http:\/\/nmpolitics.net\/index\/2017\/04\/governor-preps-for-furloughs-as-budget-standoff-continues\/\" target=\"_blank\" rel=\"noopener noreferrer\">to prep for furloughs<\/a> that could begin as soon as this week.<!--more--><\/p>\n<p>The debate about\u00a0the current, 2017 fiscal year budget is one of two currently playing out. The other, over the 2018 fiscal year budget that begins July 1, has descended into a war. Martinez <a href=\"http:\/\/nmpolitics.net\/index\/2017\/04\/martinez-vetoes-tax-hikes-funding-for-higher-education-and-legislature\/\" target=\"_blank\" rel=\"noopener noreferrer\">has vetoed<\/a> all spending for higher education, the Legislature and some other agencies in the 2018 budget. The Legislative Council asked the N.M. Supreme Court on Friday to <a href=\"http:\/\/nmpolitics.net\/index\/2017\/04\/legislative-council-asks-supreme-court-to-invalidate-guvs-vetoes\/\" target=\"_blank\" rel=\"noopener noreferrer\">invalidate some of those vetoes<\/a> and reinstate funding.<\/p>\n<p>The vetoes have put the state\u2019s colleges and universities in the difficult position of not being able to plan for the fiscal year that begins in a few weeks \u2014 and come at a time when high-school seniors are deciding whether to attend college in state or out of state. Several <a href=\"http:\/\/nmpolitics.net\/index\/2017\/04\/higher-education-must-receive-its-state-funding\/\" target=\"_blank\" rel=\"noopener noreferrer\">university presidents<\/a> and <a href=\"http:\/\/nmpolitics.net\/index\/2017\/04\/student-body-presidents-decry-politics-plead-for-university-funding\/\" target=\"_blank\" rel=\"noopener noreferrer\">student body presidents<\/a>\u00a0from around the state have spoken out <a href=\"http:\/\/nmpolitics.net\/index\/2017\/04\/former-gov-carruthers-pushes-back-against-higher-education-veto\/\" target=\"_blank\" rel=\"noopener noreferrer\">against the veto<\/a>. State agencies, including colleges and universities, are required to submit preliminary budgets for the next fiscal year in early May.<\/p>\n<p>In addition to the lawsuit, the Legislative Council has directed staff to try to gather the signatures needed for the Legislature to call itself into an extraordinary session \u2014 which would require bipartisan support in the House and Senate. Such an effort has been successful only once in the state\u2019s history.<\/p>\n<p>Martinez, meanwhile, says she plans to call a special session to address the situation,\u00a0but she\u2019s not set a date and says she wants a deal in place first.<\/p>\n<p>Thus far, House Democrats have held the line against considering additional cuts. Martinez has said\u00a0she expects to fund the agencies she vetoed as long as doing so doesn\u2019t involve tax increases.<\/p>\n<p>No deal is in place, and it\u2019s not even clear that policymakers are having serious talks.<\/p>\n<p>Some Democratic leaders have accused the governor of exacerbating the 2017 crisis with talks of furloughs as a negotiating tactic in the battle\u00a0over the 2018 budget.<\/p>\n<p>House Speaker Brian Egolf, D-Santa Fe, was quoted recently <a href=\"https:\/\/www.abqjournal.com\/990508\/martine-zforges-ahead-with-furloughs.html?utm_source=The+Santa+Fe+Reporter+List&amp;utm_campaign=8855d85053-Morning_Word_Apr.+20%2C+2017&amp;utm_medium=email&amp;utm_term=0_b77a98714b-8855d85053-44363957&amp;mc_cid=8855d85053&amp;mc_eid=9631495535\" target=\"_blank\" rel=\"noopener noreferrer\">by the Albuquerque Journal<\/a> as saying furloughs would be politically motivated. \u201cThere\u2019s no need to do it,\u201d he\u00a0said. And Senate Majority Leader Peter Wirth, D-Santa Fe, was quoted as saying it appeared Martinez was trying \u201cto make the crisis bigger than it already is.\u201d<\/p>\n<p>Meanwhile, Martinez last week continued her tour of the state to discuss the situation.
