Domenici\u2019s proposal isn\u2019t a bipartisan effort: It\u2019s cosponsored by 19 other Republican senators.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cFor years now, I have been trying to develop more domestic production of oil and gas, and for years, with one exception in the <st1:place st=\"on\">Gulf of Mexico<\/st1:place>, I have been blocked for political reasons,\u201d Domenici said in a news release. \u201cConsumers are now paying the price for those years of obstruction. The American people are fed up and I think oil prices at $115 or more a barrel might prompt them to ask Congress to reconsider the prohibitions that keep us from producing our own energy resources.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Domenici said his legislation would produce as much as 24 million barrels of additional oil and would \u201cgo a long way toward helping us break the cycle of dependence on foreign sources of oil.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">You can listen to remarks Domenici made about the bill at a Thursday news conference in <st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state> by clicking <a href=\"http:\/\/www.haussamen.com\/DomenicionOil.mp3\" target=\"_blank\">here<\/a>. You can read the details of his proposal <a href=\"http:\/\/domenici.senate.gov\/news\/record.cfm?id=297145\" target=\"_blank\">here<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Meanwhile, Bingaman, in a Thursday speech on the Senate floor, which you can watch by clicking <a href=\"http:\/\/recap.fednet.net\/archive\/Buildasx.asp?sProxy=80_sflr050108_073.wmv,80_sflr050108_074.wmv,80_sflr050108_075.wmv,80_sflr050108_076.wmv,80_sflr050108_077.wmv&amp;sTime=00:00:00.0&amp;eTime=00:02:34&amp;duration=00:22:29.0&amp;UserName=mario&amp;sLocation=L&amp;sExpire=0\" target=\"_blank\">here<\/a>, made his own proposals: freezing the filling of the Strategic Petroleum Reserve, taking action to bring the oil market under the control of U.S. laws and regulations, and making suggestions to Americans that include driving 5 miles per hour slower, which would increase fuel efficiency by 7.5 percent.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Bingaman, chairman of the Senate Energy and Natural Resources Committee, also said he has reservations about \u201cother ideas\u201d being pushed on Capitol Hill.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt is an election year, and while there is always a tendency to take rhetorical stands in the run-up to an election, the American people understand that. That\u2019s one reason why they don\u2019t always hold Congress in the highest esteem. Proposals that are mostly feel-good propositions will not fool voters for long, if at all,\u201d Bingaman said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Specifically, Bingaman said he does not support the proposal by Sens. <a href=\"http:\/\/www.johnmccain.com\/\" target=\"_blank\">John McCain<\/a> and <a href=\"http:\/\/www.hillaryclinton.com\/\" target=\"_blank\">Hillary Clinton<\/a> to suspend the federal gas tax, saying it would increase deficit spending and the proposal to reinstate the tax in September would be difficult on motorists, which could lead to an extension of the suspension and further deficit spending. Domenici said he also does not support suspending the gas tax, according to the <a href=\"http:\/\/www.abqjournal.com\/news\/state\/303926nm05-02-08.htm\" target=\"_blank\">Albuquerque Journal<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In his speech, Bingaman also took aim at Domenici\u2019s proposal, saying it would be 10 years before any oil would come from drilling in the <st1:state st=\"on\"><st1:place st=\"on\">Alaska<\/st1:place><\/st1:state> refuge and it wouldn\u2019t be enough to significantly reduce dependence on foreign oil. But he did call for drilling on \u201cother areas of federal land,\u201d saying that tens of millions of acres of federal land currently under lease by the oil industry aren\u2019t producing.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:state st=\"on\">New Mexico<\/st1:state>\u2019s two <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> senators are the leaders in shaping the nation\u2019s energy policy. They\u2019re both taking a prominent role in a national issue that\u2019s on the minds of many Americans. Who knows whether <st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state> can accomplish anything with a Republican president and Democratic Congress in an election year, but look for many ideas to be tossed around and for Domenici and Bingaman to continue to be at the center of the debate.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>U.S. Sen.
