Nonetheless, Gov. Susana Martinez is heading in that direction.<\/p>\n<div id=\"attachment_55852\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-55852\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-336x222.jpg\" alt=\"Heath Haussamen\" width=\"336\" height=\"222\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-336x222.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-768x508.jpg 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-771x510.jpg 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-1170x773.jpg 1170w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1.jpg 1262w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-caption-text\">Heath Haussamen<\/p><\/div>\n<p>Regardless of who\u2019s right, I believe we can end this vicious cycle of government cuts when oil and gas prices drop and surpluses when they soar. But we must change how our government operates.<\/p>\n<p>Our government isn\u2019t adequately supporting workers, empowering small businesses, or attracting out-of-state investments. We trail most states <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_U.S._states_by_income\" target=\"_blank\">in personal income<\/a> and have <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_U.S._states_by_poverty_rate\" target=\"_blank\">too much poverty<\/a>. Because we\u2019re dependent on federal spending and oil and gas revenues, we have little control over our state\u2019s financial health.<\/p>\n<p>We help our kids earn college degrees but don\u2019t provide enough good-paying jobs to entice them to stay. We\u2019re left with too many people working low-wage jobs who are dependent on government assistance.<\/p>\n<p>To create an economy that can consistently fund government services, we must think more structurally than the debate over the size of government. Our challenges are deeper.<\/p>\n<p>Here are some suggestions:<\/p>\n<p><strong>GRT reform:<\/strong> There are <a href=\"http:\/\/nmpolitics.net\/index\/2016\/12\/dont-shut-down-transparent-tax-reform-discussion\/\" target=\"_blank\">hundreds of loopholes<\/a> to our gross receipts tax. We\u2019ve raised the overall tax rate to compensate. This means fewer people \u2013 citizens and small businesses \u2013 pay more. That\u2019s no way to put money in the pockets of New Mexicans and help businesses grow. A bill to eliminate many exemptions and lower the overall rate <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/gross-receipts-tax-reform-bill-faces-test-in-senate\/\" target=\"_blank\">died<\/a>, unfortunately, in the legislative session earlier this month.<\/p>\n<p><strong>Infrastructure:<\/strong> It\u2019s not just that our roads are in dire need of repair. Among our challenges is a need to expand broadband Internet to rural communities. Legislation that might help <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/legislature-acts-to-improve-broadband-internet-access\/\" target=\"_blank\">awaits Martinez\u2019s action<\/a>.<!--more--><\/p>\n<p><strong>Racial equity:<\/strong> Our state has a complicated history of bicultural conquest by the Spanish and American governments that\u2019s structurally and culturally built into society. We need the courage to navigate challenging conversations that can help heal wounds and unravel systems that create disparities. For example, too many people <a href=\"https:\/\/www.nytimes.com\/2016\/10\/20\/opinion\/for-these-americans-clean-water-is-a-luxury.html\" target=\"_blank\">on the Navajo Nation<\/a> lack the clean water most of us get from our sinks and showers. How can people grow businesses if they don\u2019t have clean water?<\/p>\n<p><strong>Transparency and accessibility:<\/strong> We\u2019ve made progress, but government still often operates in the dark. We need webcasting of every local and state policymaking body, more documents and data in the <a href=\"http:\/\/www.sunshineportalnm.com\/\" target=\"_blank\">Sunshine Portal<\/a>, and better disclosure from those seeking to influence government.<\/p>\n<p><strong>Voter turnout:<\/strong> When citizens don\u2019t participate, other forces control government. Lawmakers approved a proposal this year to <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/senate-oks-bill-to-consolidate-most-local-elections-let-cities-opt-out\/\" target=\"_blank\">consolidate most local elections into one<\/a>. The bill, which awaits action by Martinez, aims to increase dismal voter turnout by streamlining elections. That should help people better understand when and where they can vote and learn about candidates and issues. It could empower voters to be more involved.<\/p>\n<p><strong>Redesigning the Legislature:<\/strong> We\u2019re the only state that doesn\u2019t pay lawmakers a salary. That <a href=\"http:\/\/nmpolitics.net\/index\/2015\/10\/its-time-to-pay-our-state-legislators\/\" target=\"_blank\">outdated system<\/a> limits who can serve. Many work other jobs and are stretched thin. We need to pay legislators, give them more staff, and enable them to keep up with the speed of the 21st Century.<\/p>\n<p><strong>Accountability:<\/strong> Government corruption remains a problem. Voters will decide in 2018 whether to create a commission that would <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/voters-will-decide-future-of-state-ethics-commission-proposal\/\" target=\"_blank\">set ethical standards for government and police violations<\/a>. An ethics commission will help. We also need a more robust state auditor\u2019s office to combat the waste, fraud and abuse that exacerbates budget shortfalls.<\/p>\n<p>We can improve the health of government, our businesses, and our people.
