You can read the letter by clicking <a href=\"http:\/\/www.haussamen.com\/EthicsLetter.pdf\" target=\"_blank\">here<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe committee finds no substantial evidence to determine that you attempted to improperly influence an ongoing investigation,\u201d the committee members wrote in the letter. \u201cThe committee does find that you should have known that a federal prosecutor receiving such a telephone call, coupled with an approaching election which may have turned on or been influenced by the prosecutor\u2019s actions in the corruption matter, created an appearance of impropriety that reflected unfavorably on the Senate.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/SBEQeskvqdI\/AAAAAAAAFj8\/OE0zrX9tVSE\/s1600-h\/Iglesias,+David.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/SBEQeskvqdI\/AAAAAAAAFj8\/OE0zrX9tVSE\/s200\/Iglesias,+David.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5192949964882291154\" border=\"0\" \/><\/a>Domenici and U.S. Rep. <a href=\"http:\/\/wilson.house.gov\/\" target=\"_blank\">Heather Wilson<\/a>, R-N.M., separately called Iglesias in October 2006 to discuss an ongoing corruption investigation related to construction of the Bernalillo County Courthouse. The case involved high-ranking Democrats, and the calls came as <st1:city st=\"on\"><st1:place st=\"on\">Wilson<\/st1:place><\/st1:city> was in the midst of the toughest re-election battle of her career.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Iglesias was one of a handful of <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> attorneys fired by the Bush Administration a month after the election, and he alleges he was fired because he refused pressure from the two to speed indictments in time to sway voters in the November 2006 election. When Iglesias made his allegations public, he initiated a national controversy over whether the firings were politically motivated.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The committee did not consider the larger issue of the firing of Iglesias and the other <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> attorneys. Though it found no evidence that Domenici pressured Iglesias, the committee cited a Senate guideline that advises senators to avoid communications with a federal agency on a matter on which it is \u201cengaged in an ongoing enforcement, investigative or other quasi-judicial proceeding.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The committee also considered, according to its letter, the duty of prosecutors to \u201censure the fair and impartial administration of justice\u201d and the fact that the handling of public corruption matters was an issue in <st1:place st=\"on\"><st1:city st=\"on\">Wilson<\/st1:city><\/st1:place>\u2019s House race.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The committee\u2019s letter officially closes its investigation.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In a statement released by his Senate office, Domenici said he was \u201cgratified\u201d that the committee did not decide to proceed with a formal adjudicatory review and confirmed \u201cwhat I have always maintained: I did not attempt to improperly influence an ongoing investigation when I telephoned the former United States attorney for the District of New Mexico.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cNevertheless, as I said publicly last March when this complaint was originally filed, I regret the distraction this controversy has caused my colleagues, my staff, my family and, most importantly, my constituents,\u201d Domenici said. \u201cNow that this matter has concluded favorably, I am anxious to focus all of my time and attention on the business of the people of <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The committee noted that, in March 2007, Domenici publicly said he regretted making the phone call and apologized, and its members thanked him for his candor.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The news comes less than six weeks before Iglesias\u2019 book about the <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> attorney firings, <a href=\"http:\/\/www.amazon.com\/Justice-Inside-Scandal-Rocked-Administration\/dp\/0470261978\/ref=pd_bbs_sr_1?ie=UTF8&amp;s=books&amp;qid=1209076741&amp;sr=8-1\" target=\"_blank\">In Justice<\/a>, hits the shelves. Though there have been other inquiries into the firings of the attorneys, this is the first official ruling on Iglesias\u2019 allegation that Domenici inappropriately pressured him.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold;\" class=\"MsoNormal\">Update, 5:40 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Iglesias, in an e-mail to <a href=\"http:\/\/www.770kkob.com\/\" target=\"_blank\">770 KKOB-AM<\/a> political reporter Peter St. Cyr, said he is \u201cpleased that the Senate Ethics Committee has chosen to publicly admonish Senator Domenici for his improper actions.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI trust this will serve as a warning to other members of Congress that contacting United States attorneys in this manner is impermissible and unacceptable behavior. This official reprimand to a senior senator who knew better has revived my confidence in the rule of law and the sanctity of a prosecutor\u2019s independence.\u201d<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold;\" class=\"MsoNormal\">Update, April 25, 8:30 a.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Wilson<\/st1:place><\/st1:City> spokesman Enrique Carlos Knell released this statement to me late last night:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe congresswoman is pleased the Senate Ethics Committee has concluded its inquiry favorably,\u201d he said. \u201cSenator Domenici apologized again today as he did last March for the distraction this caused and his apology should be accepted.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Senate Ethics Committee has found no evidence that Sen.
