{"id":3119,"date":"2008-04-21T07:37:00","date_gmt":"2008-04-21T13:37:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2008\/04\/critical-vote-on-spaceport-looms-in-sierra-county\/"},"modified":"2008-04-21T07:37:00","modified_gmt":"2008-04-21T13:37:00","slug":"critical-vote-on-spaceport-looms-in-sierra-county","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2008\/04\/critical-vote-on-spaceport-looms-in-sierra-county\/","title":{"rendered":"Critical vote on spaceport looms in Sierra County"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SAyY8Y8uGLI\/AAAAAAAAFgs\/Omydu5SHHtE\/s1600-h\/0421.Spaceport.jpg\"><img decoding=\"async\" style=\"margin: 0px auto 10px; display: block; text-align: center; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/SAyY8Y8uGLI\/AAAAAAAAFgs\/Omydu5SHHtE\/s1600\/0421.Spaceport.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5191692633708042418\" border=\"0\" \/><\/a>Tuesday\u2019s tax vote in <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> may not quite be a do-or-die moment for <a href=\"http:\/\/www.spaceportamerica.com\/\" target=\"_blank\">Spaceport America<\/a>, but supporters of the tax say if it isn\u2019t approved the task of constructing the world\u2019s first purpose-built commercial spaceport will become much more difficult.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/SAyZHI8uGMI\/AAAAAAAAFg0\/ipsNHGlrZVo\/s1600-h\/Spaceport+america.gif\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/SAyZHI8uGMI\/AAAAAAAAFg0\/ipsNHGlrZVo\/s200\/Spaceport+america.gif\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5191692818391636162\" border=\"0\" \/><\/a>\u201cThis is very pivotal and, really, <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> holds this key to the future,\u201d said Steve Landeene, executive director of the <a href=\"http:\/\/www.spaceportamerica.com\/intro-members.html\" target=\"_blank\">New Mexico Spaceport Authority<\/a>. He said rejection of the tax on Tuesday would be \u201ca major setback\u201d for the spaceport.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Approval of the proposed 1\/4-percent increase in the gross-receipts tax would generate about $2.3 million for the spaceport, but the <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> tax is important for several other reasons. Among them:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> approved a similar tax increase last April that would generate an estimated $49 million for the spaceport, but under state law that money can\u2019t be collected and spent unless another local government approves a tax increase and joins the county in forming a regional spaceport district.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 The state is also hoping to get $6.6 million from <st1:placename st=\"on\">Otero<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype>, but the commission there says it won\u2019t ask voters to consider a tax hike unless <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> approves the tax.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 The Legislature has appropriated approximately $130 million for the spaceport. Of that, $15 million comes with a stipulation that it can only be spent if the regional spaceport district is created.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 A political statement that voters in the county where the spaceport is to be built aren\u2019t willing to invest in the facility would be \u201cproblematic,\u201d Landeene said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lt. Gov. Diane Denish, who was in <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> last week campaigning for approval of the tax, said there isn\u2019t a concrete backup plan if the tax isn\u2019t approved. She said the state \u201ccould come up with a Plan B, but clearly it would be less desirable.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">On top of the uncertainty surrounding the <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> vote, an upcoming deadline looms large. <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> commissioners have approved a resolution declaring their intent to rescind that county\u2019s tax increase unless the state obtains a commercial spaceport license from the Federal Aviation Administration and signs a lease with an anchor tenant by Dec. 31. The Legislature placed the same conditions on $67 million of the money it approved for the spaceport, which has an estimated cost of $198 million.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish said a backup plan might include asking another local government, such as the towns of Elephant Butte or Truth or Consequences, to approve a tax increase and join <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> in a regional spaceport district. It might also include asking the Legislature and <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> for more time, which would be necessary because the state would have to spend time focusing on another tax election instead of the FAA license and anchor-tenant lease.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Lots of interest<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish doesn\u2019t think a backup plan will be necessary. She said she found \u201ca lot of optimism\u201d in <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> and believes the tax will be approved.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Turnout during early voting was high. As of 3 p.m. Friday, 17 percent of registered voters \u2013 1,291 out of 7,389 \u2013 had voted early or requested absentee ballots, according to the clerk\u2019s office. By comparison, total turnout in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> a year ago was 18 percent. The tax was approved there by a 270-vote, 1.6-percent margin.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">A small group of activists is campaigning against the <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> tax, but local business owners and other tax supporters have been more visible. That was also the case in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> a year ago.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Leo Rivera of T or C, a spaceport-tax opponent, shared in an interview many of the same concerns that opponents in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> expressed last year \u2013 that the spaceport will benefit only the rich, and that the entire state, not three counties, should raise the gross-receipts tax.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> tax opponents frequently said they didn\u2019t oppose the spaceport, but opposed a tax increase for what they call a private enterprise. Rivera, on the other hand, said he isn\u2019t certain he wants the spaceport to be built. He said it could spur growth in <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> that would raise property values and hurt fixed-income retirees.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Arturo Uribe, who helped lead the campaign against the <st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename> tax, was also in <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> recently to campaign against the tax. He views it as another chance to try to defeat the <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> tax increase.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s like we got a chance to play a game with high stakes, and it\u2019s best out of three,\u201d he said. \u201cIf the tax passes in <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place>, game over. If it fails, all of us on both sides will be in Otero.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rivera said he believes the tax will be defeated or only narrowly approved on Tuesday, but Jerry Stagner, president of Compass Bank in T or C and a tax proponent, said he is optimistic that the tax will be approved. As co-chair of <a href=\"http:\/\/www.peopleforaerospace.com\/\" target=\"_blank\">People for Aerospace<\/a>, the group that has been campaigning for the tax\u2019s approval, Stagner has been working to educate people about the potential economic benefits of the spaceport.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cYou hear all these rumors \u2013 that it\u2019s just about rich people going into space \u2013 and that\u2019s just a small part. There\u2019s so much to this,\u201d he said. \u201cWe just want to make sure that everybody makes an informed decision.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Tax supporters are quick to point to two studies (click <a href=\"http:\/\/www.peopleforaerospace.com\/NMSU_Report.pdf\" target=\"_blank\">here<\/a> and <a href=\"http:\/\/www.peopleforaerospace.com\/Futron_Report.pdf\" target=\"_blank\">here<\/a> to read them) that predict that the spaceport will create thousands of new jobs and pump hundreds of millions of dollars into the area economy. Landeene has also been promoting the tax by saying <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> can\u2019t lose \u2013 even if the spaceport failed, the county would benefit from lots of temporary construction jobs.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Landeene said he believes the tax would be easily approved if all voters were educated about the benefits of the spaceport.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cOur job is just to get the word out and educate people,\u201d he said. \u201cMy only fear is we haven\u2019t done enough to touch every single person in the county.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">If the tax is approved<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">If the <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> tax is approved, the state will have to clear two other hurdles: securing an FAA license and inking a lease with planned anchor tenant <a href=\"http:\/\/www.virgingalactic.com\/\" target=\"_blank\">Virgin Galactic<\/a>, which plans to ferry paying passengers into space. The current plan is to have the spaceport operational by 2010.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The state has signed memorandums of understanding with several companies that say they plan to operate from the spaceport, including Virgin, but none have signed legally binding agreements. Virgin pledged last year, just before <st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename>\u2019s tax vote, that it would sign a 20-year lease that would generate at least $27.5 million for the state once voters in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> approved the tax, but there is still no lease. It\u2019s one of many aspects of the spaceport process that hasn\u2019t gone as quickly as the state planned.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">When the state and Virgin signed a <a href=\"http:\/\/haussamen.blogspot.com\/2007\/03\/memorandum-details-virgins-planned.html\">memorandum of understanding<\/a> that set base rates and the framework for a future lease, they hadn\u2019t started designing the facility. Since then, the state has hired an architect to design the facilities the state and Virgin will occupy \u2013 a process that is nearly complete. That has changed some of the plans for the project, Landeene said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Spaceport Authority board has given Landeene the power to sign a legally binding development agreement that would commit Virgin to a 20-year lease but would not set rates. Landeene said he could have signed it before Tuesday\u2019s vote, but decided he didn\u2019t want to sign something \u201cjust so it would look good.\u201d He said the lease isn\u2019t ready to sign, and he wants to ink both documents at once to ensure there are no contradictions.
