The governor will now meet with House leaders, and he is inclined to hold a special session in May.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">House Speaker <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=204\" target=\"_blank\">Ben Lujan<\/a> could not be immediately reached for comment.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Every member of the Legislature is up for re-election this year, and a number are facing contested primaries on June 3. Several lawmakers in <st1:city st=\"on\">Las Cruces<\/st1:city>, <st1:city st=\"on\">Albuquerque<\/st1:city> and <st1:city st=\"on\"><st1:place st=\"on\">Roswell<\/st1:place><\/st1:city> are facing tough primary contests. A special session weeks before that would put a great deal of pressure on those lawmakers to compromise quickly so they could get back to campaigning.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The House approved a rewritten \u2013 and some said watered-down \u2013 version of <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s universal health-care plan during the regular session earlier this year, but the Senate refused to touch it. <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said immediately after the session that he would call lawmakers back and was inclined to do it immediately.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But Senate leaders and Richardson put aside an increasingly contentious relationship to meet in February, and emerged from that meeting agreeing to form a working group to try to build consensus. In exchange, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> agreed to delay the special session until at least mid-June.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Senate Finance Chair <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=288&amp;Submit=Search\" target=\"_blank\">John Arthur Smith<\/a>, D-Deming, said the working group has met twice \u2013 once with <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> staffers and once with Legislative Council Service to line up experts to testify and coordinate dates. He said the second meeting didn\u2019t include <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s people because it was only organizational.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He also said he still holds to the argument he made to <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> in February \u2013 the state can\u2019t know whether it has money to pay for universal health care until revenue forecasts are released in June. That\u2019s one reason Senate leaders sought the delay of the special session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI\u2019ve said from day one I would dearly love to have universal health care, but I just don\u2019t know how we\u2019re going to pay for it,\u201d Smith said. \u201cI\u2019m not wanting to move until I see what those revenues are.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Smith said he can understand the governor\u2019s frustration, but he said he hasn\u2019t seen \u201canything in the national outlook to generate optimism\u201d about the economy.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cHe\u2019s going to have to do whatever he thinks he has to do, and of course the Legislature will have to do whatever we think we have to do,\u201d Smith said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Smith said there\u2019s another potential problem on the horizon: The federal government has yet to approve an extension of Medicaid funding for the <a href=\"http:\/\/hsc.unm.edu\/\" target=\"_blank\">University of New Mexico Health Sciences Center<\/a>. If that funding isn\u2019t approved by mid-May, the center is set to lose $48 million, Smith said.
