Gov. Susana Martinez<\/p><\/div>\n
In vetoing House Bill 42<\/a>, Martinez wrote<\/a> that the bill “would lower standards of learning, which is completely unacceptable,” and would increase costs for school districts to evaluate materials and negotiate purchases.<\/p>\n The legislation, sponsored by Majority Leader Sheryl Williams Stapleton, D-Albuquerque, would have changed\u00a0the definition of “instructional material” in the Public School Code to expand what materials school districts and charter schools can use.<\/p>\n Giving a reason for her\u00a0veto is\u00a0a shift from the past couple of days, when the governor nixed several\u00a0bills without including explanations<\/a> in her veto messages. Democratic lawmakers say the N.M. Constitution requires Martinez\u00a0to provide an explanation. The issue could end up in court.<\/p>\n Meanwhile, the four\u00a0bills the governor signed<\/a>\u00a0Friday<\/a> are:<\/p>\n \u2022\u00a0House Bill 77<\/a>, sponsored by Jim Trujillo, D-Santa Fe, which exempts senior-services transportation providers from paying a $10,000 permit fee.<\/p>\n \u2022\u00a0House Bill 97<\/a>, sponsored by David Akins, R-Albuquerque, and Daymon Ely, D-Corrales, which allows cities to establish post-employment life insurance benefits trusts for employees.<\/p>\n \u2022\u00a0House Bill 127<\/a>, sponsored by Minority Leader Nate Gentry, R-Albuquerque, which modernizes the state’s law on insurance payments to allow electronic transfers of funds in addition to checks and drafts.<\/p>\n
