Susana Martinez isn&#8217;t one to shy away from a fight. She&#8217;s clearly waging\u00a0a war in the final days of the legislative session, vetoing several\u00a0bills without any explanation.<\/p>\n<div id=\"attachment_60345\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-60345\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/06\/Martinez-Susana-336x196.jpg\" alt=\"Susana Martinez\" width=\"336\" height=\"196\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/06\/Martinez-Susana-336x196.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/06\/Martinez-Susana.jpg 600w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-media-credit\">Heath Haussamen \/ NMPolitics.net<\/p><p class=\"wp-caption-text\">Gov. Susana Martinez<\/p><\/div>\n<p>But why?<\/p>\n<p>A woman who has billed\u00a0herself as the most transparent governor <a href=\"http:\/\/www.santafenewmexican.com\/news\/legislature\/transparency-promise-opens-martinez-to-attacks\/article_e4674107-1f40-5e52-87ce-6747acfa648d.html\" target=\"_blank\">in New Mexico&#8217;s history<\/a>\u00a0isn&#8217;t explaining the\u00a0vetoes. Meanwhile, she&#8217;s killing bills that passed with widespread bipartisan support related to economic development, education and other issues.<\/p>\n<p>Martinez killed\u00a0six bills on Wednesday alone\u00a0<a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/unexplained-vetoes-rile-lawmakers\/\" target=\"_blank\">without giving any explanation<\/a> in her veto messages. And her spokesmen didn&#8217;t respond when asked by NMPolitics.net why Martinez vetoed the bills.<\/p>\n<p>The governor\u00a0has reason for anger. The chair of the Senate Rules Committee, Linda Lopez, D-Albuquerque, <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/miffed-by-pace-of-confirmations-martinez-withdraws-appointees\/\" target=\"_blank\">hasn&#8217;t held confirmation hearings<\/a> for most of the governor&#8217;s appointees. Martinez&#8217;s\u00a0priority bills, like mandatory retention for third-grade students who can&#8217;t read at grade level, <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/third-grade-retention-bill-dies-quietly\/\" target=\"_blank\">have lingered<\/a>\u00a0without being given hearings in time to move through the legislative process. When the governor\u00a0took time to write <a href=\"http:\/\/www.governor.state.nm.us\/uploads\/files\/HEM%207.pdf\" target=\"_blank\">a lengthy explanation<\/a> for her veto of legislation that would forbid penalizing teachers on evaluations for using their sick leave, the Senate <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/senate-overrides-veto-on-teacher-absences-house-action-still-necessary\/\" target=\"_blank\">overrode the veto<\/a>. And some lawmakers accused Martinez\u00a0of <a href=\"http:\/\/nmpolitics.net\/index\/2017\/03\/lawmaker-says-pay-to-play-maneuver-exposed-as-senate-yanks-real-estate-deal\/\" target=\"_blank\">pay-to-play<\/a>\u00a0&#8212; a charge the governor has denied &#8212; because of legislation that would have benefited campaign contributors.<\/p>\n<p>Is all of that why Martinez is now vetoing bill after bill after bill? Instead of explaining, the governor\u00a0is expressing anger\u00a0on social media.<\/p>\n<p>&#8220;Within hours of informing the Senate that I would not support their huge stand-alone tax increases on food and gas, the Senate chose to try to override my veto of a union-backed bill, knowing they do not have the votes in the House to succeed,&#8221; Martinez wrote Tuesday <a href=\"https:\/\/www.facebook.com\/SusanaMartinezFan\/posts\/10154991900158971\" target=\"_blank\">on Facebook<\/a>. &#8220;Rather than embracing broad-based tax reform that provides for a lower and more fair tax rate for all, the Senate wants to jam through massive tax increases on our families. I will continue to advocate for real tax reform that helps create jobs and is fair to New Mexicans.&#8221;<!--more--><\/p>\n<p>That statement is at least half true. There&#8217;s no food tax moving forward publicly. It was discussed\u00a0by lawmakers from both parties early on, but House Democrats blocked it weeks ago. What&#8217;s being discussed behind closed doors isn&#8217;t known publicly.<\/p>\n<p>Some Democrats\u00a0responded to the governor&#8217;s vetoes on social media.<\/p>\n<p>&#8220;What the governor is doing, by vetoing bi-partisan bills, and giving no reason &#8212; is politics. Nothing else,&#8221; Rep. Angelica Rubio, D-Las Cruces, wrote <a href=\"https:\/\/www.facebook.com\/AngelicaRubio\/posts\/10158422369240066?story=S%3A_I679805065%3A10158422369240066\" target=\"_blank\">on Facebook<\/a>.<\/p>\n<p>&#8220;Gov Martinez ignores jobs crisis in NM today by vetoing my first Broadband Internet bill,&#8221; Senate Majority Whip Michael Padilla, D-Albuquerque, <a href=\"https:\/\/twitter.com\/SenPadilla\/status\/842094451992416256\" target=\"_blank\">tweeted<\/a>.<\/p>\n<p>Some citizens expressed frustration too.<\/p>\n<p>&#8220;Come on! At least give us a reason behind these <span class=\"highlightNode\">vetoes<\/span>!!&#8221; James Robinson of Los Alamos wrote <a href=\"https:\/\/www.facebook.com\/jamesrobinson01\/posts\/10158365781160015?match=c3VzYW5hIG1hcnRpbmV6LG1hcnRpbmV6LHZldG9lZCx2ZXRvZXMsdmV0bw%3D%3D\" target=\"_blank\">on Facebook<\/a>.<\/p>\n<p>&#8220;Override the veto is the only way to stop veto without explanation,&#8221; Michael Swickard of Las Cruces wrote <a href=\"https:\/\/www.facebook.com\/haussamen\/posts\/10101412245970041\" target=\"_blank\">on Facebook<\/a>.<\/p>\n<p>But with House Republicans hesitant &#8212; at least thus far &#8212; to join the Senate in overriding Martinez&#8217;s veto on the teacher sick-leave bill, it&#8217;s unclear that the House would have the votes to override any of the vetoes, no matter how non-controversial the legislation she&#8217;s blocking from becoming law. House Republicans have mostly stuck\u00a0with the governor during the current session.<\/p>\n<p>That\u00a0gives Martinez\u00a0significant power in the final days of the session, which ends at noon Saturday.<\/p>\n<p>Martinez\u00a0isn&#8217;t telling the public what she wants. Maybe she&#8217;s telling lawmakers.
